city of Portland have consented to sub
mit their dispute to arbitration. At the
outset of the strike the exporters claimed
there was nothing to arbitrate, but when
thev found the longshoremen, teamsters,
and others lined up with the grainhand-k-rsthey
decided that it might be well
not to precipitate a general strike along
the waterfront.
