Commission Invites Proposals to Com
plete Work on Isthmus.
Washington, Oct. 10. Invitations
for proposals to complete the Panama
canal were iaaued today by tbe canal
commission and the form of contract
under which tbe work it to be dona
waa made public by Chairman Shonte,
who also gave out a letter written to
the secretary of war giving tbe com
mission's reasons tit contracting tb
work.
Tba contract provides that each bid
der must undertake the entire work of
construction. No bar will be offered
to corporations associating in the un
dertaking, bnt thev mutt be legally
organized into a single body with which
the government can deal. Bidders will
not be considered wbo do not have
available capital ol $5,000,000. A
certified check tor $200,000 is reqnired
with each proposal ind a bond of $3,
000.000 will be reauired from tbe suc
cessful bidder. The bidding is not
limited to American contractors. All
proposals are to be in before noon of
December 12, wnen tney win oe open
ed.
Proposals are to be expressed io term
of percentage upon the estimated coat
of construction, which is to be fixed by
a board ot five engineers, three repre
senting the government and two th
contractor. The chief engineer of tha
canal commission is to be chairman of
the engineering board.
In support of ths commission's posi
tion that the canal can be contracted to
greater advantage than it can be built
