come without delay if we are to escape

Agriculture is the basis of all perma
nent prosperity, and Mr. Hill's words
have distinct local application. We
havo a transient prosperity that is
caused by the destruction of our timber.
We are denudiug the land of this great
crop, ana its ninnulacture into lumuer
is giving employment to thousands who
are receiving the highest wages ever
paid to skilled and unskilled labor, and
the products of our farms are rnding a
l eal market at profitable prices. In a
comparatively few years the timber will
be gone and in its dace we will have
thousands of acres of stump and brush
land, the greater portion of which can
not be placed in thorough cultivation
for anything iess than fffty dollars per
acre. If this land is inaccessible by rea
son of lack of reads the settling of the
county will be extremely slow, especial
in the remote sections. The best land
on earth is valueless if there is no means
by which the farmer or orcbarllist can
get his products to market. Theie is
no part of Columbia County so iar from
river or rail transportation but that the
people conl reach it with a wagon load of
produce and return iu one day, provided
they had good roads, surveyed upon the
nearest ond best route.
It takes money, and lots of it to build
these roads, and now is the time this
money should be raised, whiie the tim
ber is still upon the land and subject to
taxation.
Non-residents are making millions ont
of Columbia County, and fur the most
part they seem unwilling to bear their
full share of the burden. Not only
should the assessment on timber lands
be more than doubled, but the special
tax should be levied in every road and
eeliool district in this county. It will
be of benefit to the settleriii many ways.
The roads a HI be improved, the value of
his property w ill be raised, and it w ill
give employment to labor. The timber
owner, unless he ie a mere speculator,
will not be injured, for he will have his j
compensation in the increased value of
his land, consequent opon better roads,
better schools and an increased acreage
under cultivation.

not beclouded bv partisan adherence to :
political doctrines which have passed
somewhat out of date.
That constitutional objection might be
urged to the practical adoption of this
theory in the conduct of American Gov
ernmental affairs is no disproof ef its
wisdom. If the constitutional objections
hold they are worth no nore than those
which oppose, for example, the election
of Vuited States Senators by direct vote
of the people; while aside from them,
