that the ultimate result will not lie the I
payment of a less proportionate tax than j
at present by non-resident individuals
and corporations. The extra burden it
will impose upon persons of small means
will call attention to the fact that this
class of persons ray far more in propor
tion to the value and productiveness of
their property than do the non-resident
owners of tiui!er lands, the great corpor
ations and the franchise grabbers. Ulti
mate! v the decision will be a very ex
pensive one for the latter class.
The railroads in this county last vear
escaped mire taxes than would be paid
by the entire valuation of this class of
property, and the otrners of timber lands
were equally fortunate. Fourteen dollars
per acre is the highest assessment upon
any tract of timber land in this county
and the average is probably not over half
this amount, while the true value of the
land, taking it altogether, is probably
not less than three times this amount.
The assessor is afraid to put timber lands
at a much higher valuation than at pres
ent, because he has no exact information
upon which to base his estimates. He
favors a cruise at the county's expense,
of all the timber land in the county. This
lias been done elsewhere and has been
found to be a very profitable investment.
As to railroad lands the action of the
Oregon Tax Commission will probably
control the assessors and county hoards
of equalization. The commission found
that in 1904 railroad propeity in Oregon
was assessed at f 10,815,915, wheu in fact
it had a commercial value of nearly 70.-
000,000. The Astoria and Columbia
River Railroad had from PK2 to !!04
average net earnings of 6 per cent upon
a valuation of $2,303,122, therefore the
commission claims that sum is its true
value for assessment purposes, though it
is assessed at only 379,S73. The railroad
property of the Northern Pacific in Ore
gon was assessed at only $310,405, while
the commission finds its actual value to
be $2,873,000.
The commission places the blame for
these low valuations upon the assessors,
but in this county, at least, the assessor
did his duty, and the blame must rest
with the county board of equalization.

ened up, as they will

pay the slight increase caused by abolish
ing the exemption clause. All that is
needed is a square deal, and if we don't
get it we will have a new dealer.
