the language of which, with its revoia
tionaiv demands ttat the people cease
to fnraish money and troops to the gov
ernment and repniiate further loans,
affords pretext enough for the govern
ment to lodge its authors in the lortii
if it feels strong enough. A rumor was
spread tonight ttat this coorM had
been decided upon.
Copies of the appeal to the people
are in the banda of all St. Petersburg
newspapers, but it will sratcely be
printed tomorrow, for tbe reason that a
detachment of police is posted at the
door of every oewrpaptr printing office
in tbe city, with orders not to permit
any papers to leave the building until
authorized by the censor. Tbe author
ities hope by equal'y vigorous measure
to prevent the publication of the appal
in other cities, and in the meantime to
nullify tbe fears of the people as to the
poeeime effect of the appeal.
