A special disputed from Washington

Scott Smith, private secretary to rVc
retary Ilitclicuck, has sartrxl on a tonr

that Smith intends t swing around
Ort'iton and take a hand in the eearc
Ihnt has been ordered into Senator Ful
ton's record.
Whenever cabinet niinister uses the
great power conferred upon him for the
purpose of wreaking private vengence
it is certainty time he was removed
Secretary Hitchcock's action in sending
a special agent to Oregon to investigate
Senator Fulton's record for the purpose
of attempting to disclose some ground:
for his prosecution is unworthy of a
executive officer of this government
Considering that it is caused uv do
higher motive than that of revenge
deserves the condemnation of all. Sec
retary Hitchcock has gieat power in
trusted iu him, and he ran probably
cause Senator Fulton a great deal ol
trouble and expense, but, unless he can
"male good" by proving that Fulton
guilty of some crime against the govern
ment his course will be considered nn
justifiable and prompted by private
malice instead of a desire for the public
good, lie is doing his best to justify
Senator Fulton's charge that be is in
his dotage.
SOMETHING XEW.
A negro woman in Portland, on Mon
day last, shot her husband for attempt
ing to beat her with his fists. He had
struck her several times, when she took
a revolver from a trnnk and gave him
wound that may prove fatal. If her
example is emulated br tbe white
women of this country we may be able
to get along without the whipping post.
Heretofore it has been the role in such
cases for the woman to do a little weep
ing and then go back to her work,
Occasionally they make complaint to the
district attorney, but the officers are
very shy about taking op these cases,
for experience has proven that when it
comes to trial the woman will not testify
against her brutal husband, and if be is
convicted by outside evidence will do
all in her power to secure his release.
In the case mentioned, the man, after
being shot, ran into a neighboring
saloon, and was found lying on tba floor
with his head resting npon the lap of
his wife who had followed him there.
The woman had already repented of her
act, and If the man lives he will prob
ably give her many more beatings.
VKRNON1A ITEMS.
WONDERFUL ECONOMY.
An employe of the Portland street car
system makes the remarkable statement
that in five years be has saved from bis
wages the sum of 12,500. He Is a married
man and this makes his statement still
more wonderful. If he received the
maximum heretofore paid of (2.50 per
day and worked every day of the year
without any rest, his wages would
amount to JW90 per year. Take it for
granted that he has no children and no
doctor bills of any kind and this wonld
leave him $390 per year for the support
of two people. For rent he must pay at
least $12 per month, or $144 per year,
leaving f240 for clothing, food, fuel,
light, etc., or J123 for each person. He
must certainly be a very economical
man and some day he will have a rail
road of his own.
remaps, however, there is another
explanation. Wages do not always rep
resent a man's entire income from a po
sition. Kailroad conductors on verv
email salaries, and without any apparent
exercise of economy, have been known
to become possessed of brown ttone resi
dences and business blocks. An old
Scotch steward, on being asked how he
had acquired a competence on a very
smalt salary answered, "It's no' so
much the wage a mon gets as the wee
mnchle things he picks up a boon the
ttecK." it may be that some street car
conductors have "keep the change" days
that do not appear in the newspapers,
ortliey may prolit by fits of absent
inindedness wherein they forget toyauk
the strap. Of course this would be very
wicked and the good Mr. Goode would
be grieved if it came to his knowledge,
. Stealing nukies is very reprehensible.
It is ever so much worse than permitting
a set ot frauds to prey upon the eyesight
of people as w as done by Mr. Goode's
consent at the Lewis and Clark Expo
sition, yet it is possible that dishonest
street car conductois may excuse their
dishonesty by claiming that they only
copied in an humble wav the example
act by their distinguished boss.
The County Court of Columbia County,
at itsjuieeting on Saturday last, decided
to appropriate 200 for the purpose of
getting up an exhibit of this county's
agricultural resources at the Oregon
State Fair, to be held in Salem, Septem
ber 10th to l"th, inclusive, and the ed
itor of the Mikt was appointed to have
charge of the exhibit. It it a position
that was not s dicited, as we decidedly
preferred to have some other person se
lected. We will, however, do our beH
to make the exhibit a credit to the
county, and, with the active co-operation
of the agricultural and business
community have no doubt of snccess.
We especially solicit the aid of the news
papers o Rainier and Clatskaute in
arousing an interest in this matter in
their respective communities. Let us
stand together and see what we can ac
complish for Columbia County. We
have a county second to none in the
State of Oregon, and wherever our pro
ducts have competed with those of other
counties we have carried off our full
share of the honors. With lest expense
than any other county in the State not
to exceed $500 net we won second place
at the Lewis and Clark Exposition and
were placed in the same class as such
counties as Jackson, with an expendi
ture ot twenty times that amount, and
ahead of such a great agricultural
county as Washington.
w e can repeat our victory at Salem,
and still farther advertise onr cuonty
and draw to ns good settlers and capital
seeking investment. Every taxpayer,
every loyal citixen of tbe county, is in
terested in this matter and should do
his (hate toward making it a success.
Now is the time for the farmers to be

the fruit and vegetables are growing.

The State Board of Agriculture offers
premiums as follows, for the best dis
play of agricultural and horticultural
products from any county in the State
First prixe $300
Second prize 250
Third prixe 200
Fourth prixe 150
Then there are four prizes of f 100 each
want to get that first prize for Colum
bia County, and I believe it can be done.
It all depends npon the manner in which
tne matter is taken np. If we go at it
enthusiastically we will win.
I want a collection of canned fruits
and jellies, and will give a premium of
for the beet exhibit of this class of
goods by any one person, the goods to
ne Dozed and sent to me at St. Helens
at least ten days prior to tbe opening oi
the fair. Such exhibits will not be re
turned, but will be sold, and the money
apportioned as fairly as possible at the
close of tbe fair.
Any information desired can be had
by writing to me.

One of the most brutal assaulte on rec
ord was brought to light yesterday when
warrant was issued by District Attor
ney Maomug for the arrest of Howard
Pritchard, a boilermaker. The complaint
cnarges assault with a deadly weapon
it is not improbable that it may be
changed later to one of murder in the
first degree, as Pntchard's victim it
seriously hurt. A little burst of un
bridled temper may gain the man an in
troduction to the gallows.
His victim is William Love, Jr., appren
tice at the Willamette Iron tc Steel
Works. The weapon used was a heavy
steel bar. The provocation was Pritch
ard's inability to work as fast as his fellow-mechanics.
The boy now lies in
a ward at St. Vincent's hospital with a
fractured skull. Pritchard is at large
but the police are confident of finding
him.
The assault occured Saturday tiiifbt at
the Willamette Iron & Steel Works.
Pritchard was working on a boiler, to
gether with a number of other median ics,
The apprentice, Love, waa holding rivets
According to the story of witnesses as
related to Mr. Manning yesterday after
noun, rntcnaru was unable to hold up
his end of tbe work. The other work
men distanced him and then indulged
in a mirst of mirth at the slowness of
Pritchard who had been hired only a few
days before.
It U said that Pritchard took no notice
of the men who laughed at him. They
were ablebodied and able to take care of
themselves in an argument. With an
oath he lifted a metal bar and hurled it
at Ibe yofng apprentice, who neither
laughed or made any remark. The bar
struck the boy on the head and he
dropped as if one dead. In the excite
ment that followed Pritchard skulked
out of the place, and so far as known has
not been seen since. His victim was
taken at once to St. Vincent's Hosrrftal.
An examination showed that the skull
naa ueen fractured, and tor a time the
patient's life was feared for. Last eve
ning he was much improved, however,
and hopes for his recovery were held out
at the hospital.
Tht caafft ef assault against Prttaard
Thus far the Selling eason has been
somewhat of a ditsapoiiitnietit, as the
run of fish has been unusually light. It
is a little early, however, for any big run
especially as the water in the river has
been high, and there is every reason to
believe that the expected runs will aoon
make their appearance. Imperially is
there reason to believe this on account
of the results from artificial propagation.
In the year 18WI a number cf salmon fry
were marked at the Clackamas river
hatchery and turned into that tributary
of the Columbia river. Records kept of
those marked fish when caught showed
that some of them returned to the Col
ombia river during the first, second aud
third years therafter. Now, in 1901
there were released in the waters of the
Columbia river and its tributaries 42,-
000,000 artificially propagated Chinook
salmon, in the year 1003 there were
66,000,000 turned out and in 19tct 02,-
000,000 making a gtand total of lW.OOO,-
000 Chinook salmon that were placed in
the river from the various hatcheries.
Returns from these shonld, according to
all the theories of the salmon experts,
be received during this season. That
the artificial propagation of salmon is
a success and has materially increased
the run of fish in the Columbia river in
the past is admitted by every one, and
as during the three years mentioned
the hatcher iea prostrated more fry than
during any other three years since they
have been established, it is only reason
able to expect that some decided results
should be felt from them this season.'
