hi deputy, and if the clerk could now
have a man at work preparing a opy,
a saving would be effected forthe county,
as the asfcsnor could call off for both
deputies. Mr, llarria has atked for
extra help in the clerk' office, bat this
has been denied by the county coniinU
sioners, acting; under the orders of the
district attorney, w ho holds that there
is no authority, however great the emer
gency, for the employment of any cleri
cal help other than the one deputy pro
vided by law. This makes a very bad
state of affairs. It is absolutely impos
sible for Mr. Harris to keep op with the
business by doing eight hours work a
day, and there is no reason why lie
should do more. He is doing his fnll
duty when he pnts in eight boors work
per day, and if the work cannot be com
pleted in that time then it must remain
undone nntil such time as the law is
changed or the interpretation thereof is
less rigid. It seems ridiculous tbat the
county court, which bat such great au
thority in other matters, has not the
power to I ire extra help in any of the
county offices when the welfare of the
county demands it. Economy is agood
thing, but there is no economy in put
ting off work that has to be done, and,
us the recording of deeds takes prece
dence of other work, it looks as if there
would be no copy of the assesment roll
this year.
The killing of George Mitchell by bis
sister Esther, were it the act of a sane
person, might well be considered one of
the most diabolical and cold-blooded
murders ever perpetrated. But Esther
Mitchell is not sane and we do not be
lieve that any jury will sar so. The evil
influence of Creffield had completely
dethroned her reason. She was folly
convinced, as she states, that he was a
holy man, and that ber brother was a
wicked worldling who deserved death
for what he had done. Had Creffield,
during bis lifetime, commanded her to
kill anyone, no doubt she would have
done so, so great was the strange in
fluence he exercised over bis followers.
This influence controlled her after the
prophet's death, and caused her to look
upon herself as justified in executing his
slayer. Her proper place is in the in
sane asylum, where she should have
been placed long ago.

Senator Fulton's statement that Sec
retary Hitchcock is in his dotage, if
taken by itself, would not have received
a great deal of attention in Oregon, nor
would it have redounded to the Senator's
credit, but when the secretary himself
furnishes corroboration by making a
vindictive and outrageous threat against
Senator Fulton the public will believe
the senator's remarks both true and
justifiable. If the press reports from
Washington are correct, the President
would do well to allow Mr. Hitchcock
to retire to private life. He is reported
assaying that he would do his best to
find something criminal in Fulton's re
cord and to place him behind the bars.
A public officer who starts an investi
gation animated by pique and malice
cun hardly be trusted to be either fair or
honest. He is not seeking to have just
ice done but is using the powers of the
Government to gratify his personal
spite agafnst an individual, Senator
Fulton's position has been a peculiarly
trying one, aud he has filled it with
dignity and honor, and has won a stand
ing in the United States Senate seldom
attained by a senator during his first
term. Secretary Hitchcock's rabid ut
terances will not injure him, but will
only serve to conviuca people that the
Senator' statement was true and justi
fiable.

rules for the government of mankind, it has its exceptions
and unless they are recognized the law necessarily becomes
oppressive. The Mist is now, as it always has been under
the present management, in favor of the enforcement of all
laws. If it is a good law its enforcement will make it
stronger and if it is not a good law it should be repealed.
No doubt it has worked some iuconvenience; but we believe
the sheriffs action in enforcing it has met with very general
approval. The only legitimate complaint we have heard is
that Columbia County is singled out as the only county in
the district in which the law is to be enforced, the natural
inference being that Columbia County needs disciplining
more than any other county in the district. In Clatsop,
Clackamas and Washington the lawis inoperative, and there
is considerable inquiry as to the reason of this discrimina
tion. The blame can hardly be placed upon Rainier, for the
metropolis of Columbia County is certainly no worse than
Astoria, where swilltown has from time immemorial held
undisputed sway, and where no law, either human or divine,
has had any show for enforcement if it interfered with the
pursuits of dive keepers or gamblers, who have made and
unmade politicians as their "business" interests seemed to
indicate. Then there is Clackamas County, with its famous
Monte Carlo, which openly advertises in the columns of the
Oregonian. Mayor Lane, of Portland, attempted to suppress
it, and found that he had no jurisdiction, but the authorities
who caused the lid to be put on in Columbia County certainly
have jurisdiction in Clackamas and Clatsop, but for some
mysterious reason, which is doubtless satisfactory to them
selves, the lid is left off and the boiling mass of crime and
corruption sends out an odor that is offensive to all decent
citizens. Is Columbia worse than Clatsop or Clackamas, or
is there some reason of public policy that sets aside the old
proverb that what is sauce for the goose is sauce for the
gander also? The Mist believes in the enforcement of the
law in every county in the district and in every district in
the Ssate. The sheriffs of Clatsop and Clackamas took the
same oath as did the sheriff of Columbia County, and Judge
McBride's instructions to the law officers of this county appiv
wun equal torce to every county in tne antnct. v law should
be enforced because it is the law, and not because the church
favors it or any particular set of citizens demands it. We
are not to be governed by the whims or passions of people.

but by the law, which is supposed to be the expression of the
will 01 a majority ot the people, railure to enforce the law
is the cause of many of the evils under which this country is
now suttenng. i hose placvd in high position have set the
example, irom tne rresment oi the united btates down to
the marshals of small municipalities it has seemed easier
and more profitable to let things go in an easy and slipshod
manner, unless some great outcry was made, rather than to
enforce the law, and the era of laxness has brought about a
state of affairs in this nation that will tax its strong men to
the utmost to remedy. The only enre is law enforcement,
and the place to begin is at home.
