road rate bill, notwithstanding that
measure wa) under consideration prac

convening, 11 o'clock, until adjourn
ment at 5:15 p m. Tb most charac
teristic feature of the day was th re
jection of amendment. This wa ac
complished either by direct vot or by
the process ol laying on the tabl and
one followed another in rapid sue
sion. Among th provision thus adversely
disposed of were several intended to fx
the liability of railroad companies for
injury to employes. Th presentation
of' provision intended to accomplish
this purpose had th effect of bringing

had under consideration today bill re
lating to tb government of the District
of Columbia. It completed the bills
reorganising the Washington pnblic
school system, then adjourned in the
absence of qnorum, poet poring action
on tha bill under consideration.
The bills will be taken op tomorrow.
Saturday, May 12.
Washington, May 12. The senate
proceedings today were devoted exclu
sively to the consideration of the rail
road rate bill, and tbey included many
interesting and some tensational feat
ures. Tbe actual accomplishments of
the day consisted in th completion of
the consideration of the Allison amend
ment, covering th question of review
by courts of the orders of the Interstate
Commerce Commission.
There were several of the provis
ions and all were accepted as presented
or suggested by tie I ) senator, show
ing an almost perfect agreement among
Republican senators. Indeed, one of
tbe noteworthy features of-the day was
the practical unanimity of tbe Repub
licans. They not only voted almost
olidly for the Allison amendments,
but were jnst as nesrly united against
opposing propositions. When an ad
journment was reached, there waa still
prospect of the continuance of the de
bate lor next week.

Washington, Msy 11. After passing
320 pension bills, the house today de
voted much time to consid.-ring a point
of order msde by Tawney against an
appropriation for a new steel floating
lrydock, provided in the naval appro
nation bill. The chair held the point
if order well taken, in a carefully pre
pared opiuion.
Hepburn, cf Iowa, made a vigorous
ittack on the court martial system of
he navy, especially criticising the offi
cers responsible f r tbe accident tbit

at Lake Bluff, Illinois, was pending

the greater part of th day again ia
the consideration of the question of di
vorcing the production of coal aad oth
er commodities from thoir transporta
tion, and closed that branch of its
work by adopting a modified provision
formally offered by Klkins, but origin
ally suggested by Mcliuria. There
was again much sparring over parlia
mentary points, but there wbs at no
time as much confusion as on Tuesday,
and, when the coal question was finally
closed, the progress was so rapid that
the first section was entirely disposed
of before the senate adjourned. Other
amendments were also adopted, but a
long and-short-haul provision suggested
by LaKollette waa voted down by prac
tically a party vote, all but two re
publicans voting against the amend
ment. Washington, May 9 Nearly the en
tire time of the house was today taken
up by two propositions first, whether
tbe navy department should go into
the open market and purchase anchors,
chains and cordage, or continue to man
ufacture these articles in the govern
ment avy yards, as is bow done; and,
second, whether the cost of transport
ing coal from 'Atlantic and Gulf port
to the Philippines in American bottoms
should be limited to $3 or $d per ton.
On the first proposition a substitute
was adopted, giving the secretary of
the navy the right to purchase these
articles in open market if a saving could
be made.
Tbe second proposition did not carry.
Tuesday, May 8.
Washington, May 8 Aside from a
few minutes devoted to the reception
of tbe Allison amendments to tbe rail
road rate bill and a half hour given to
routine businesti, tbe Senate devoted ita
entire scission today to tbe ineffectual
consideration of the Klkins amendment,
prohibiting common carriers from en
gaging in mining coal or in the pro
duction of other commodities in compe
tition with shippers, and adjourned at
5 p. m. in a state of great confusion as
to the exact subject before it. Tbe dis
order was due to the fact that a num
ber of substitutes for amendments to
the original amendment were intro
duced. During the day, the Senate de
cided in the affirmative tbe disputed
point that under the agreement the
chair can entertain a motion to lay on
the table. It refused, however, by a
vote of 1!9 to 47 to lay the Elkins pro
vision on the table. That amendment
and the various motions will therefore
he in order when tbe rate bill is taken
p tomorrow.
Washington, May 8. The House of
Representatives devoted the day to the
naval appropriation bill, and accom
plished the reading for amendment of
the first IS pages. During this time sev
eral topics incident to the measure were
liwussed, including the difficulty of ob
taining enlisted men in the navy, th
location of the naval training station on
the Great Lakes, the cost of smokeless
,owdrr, and finally the expenditure of
200,000 a year fur chains for ships. This
last matter was under consideration
when the House adjourned.
The army appropriation bill was sent
to conference with all of the Bcnate
amendment disagreed to.

tary of the Navy Newberry has laid
before the president a report of ease
of gallantry and signally efficient per
formances of duty by officers and mea
of the navy in connection with the Ban
Francisco disaster. The data were col
lected by direction of tbe president, and
the acting secretary's report embodies
extracts from letters and telegrams
from Kenr-Admira! Goodrich, command-er-in-ehief
of the Pacific squadron; Rear
Admiral li. H. McC'alla, and Lieutsnant

the joint committee of all the commer
cial and industrial associations of Cuba

gotiation for a new commercial treaty

stood the full committee approves of

for more favorable treatment for sugar,
for which Cuba would be willing to
