IIAILIIOAVIM. i,n:nuiOJi,
Whenever a measure ii passed by a
.Legislative body with 'undue haste and
without giving fair time lor considera
tion of lis merits or demerits it is said to
have been "railroaded" through the
Legislature ai:d peopl begin looking for
the motive for such nndne haste. ' The
same course of roasoiiing may be applied
to any boly supposed to be deliberative
when it acts with indecent haslo upon
important matters. It applies with
culiar force to the recent ei n of l'o
mona Grange, which"give its rinqualilied
'sanction to eight proposed constitutional
amendments and one initiative bill. All
of these measures were important, yet
the time occnpiel in placing romona's
approval npon them was We' thai fifteen
minutes, and all alt. tnpts to have them"
referred to the Legislative Committee
until the next session, in order that the
members of the order might have a little
time to study s.ver the issues, was
promptly voted down. We venture to
say Hint not one out of ten of the meiu
'bers of the Grange had any clear idea of
the effect of the proposed amendments.
Tt was enough for them to know that
il-.ey came from Messrs. Uren and LeeJy.
And this is what is culled independence.
Some of the meaures proposed are good,
Uit at lenst one of them is an attempt to
place public officials, elected by a major
ity party, completely at the mercy of
the minority, and this nier.sure received
practically the unanimous vote qf the
1 'unions.
' Under the Constitution of Oregon, an
officer may be tried for incompetency,
corruption, malfeasance, or delinquency
iu office, ajtl a judgment of dismissal
added to such other sentence as is pro
v?d by law.
Under the propose aenjir.ept
"twenty-live per cent of the electors who
actually votid in his district at the elec
tiou at which the officer was elected, may
tile their pt-tition demanding his iuime
'diate resignation. Unless he shall re!
s'gn wit'iin five days after the petition
i- lileJ, the officer with whom the peti
'i u is filed shall forthwith call a special
i i.-ction to elect a successor to the officer
whose resignation is demanded."
So it is plain that nnder the proposed
amendment a very small and insignifi
cant minority m.ty obstruct and defeat
the will of the majority. The people of
the State of Oregon a ill not pass such a
law. hev have gnr.e far enough in the
line of experiments, and their common
sense will tench them not to grasp eager
lyat every new political freak that is
proposed by the estimable gentleman at
Oregon City, and the Grange, including
'the worthy women who constitute the
larger fraction of its membership, will
achieve better'efnitsif it is governed by
more cortaer.a'tive" counsels.

TEACH ISTRJ.SIVE rAttMIXO.
The greatest good that can lw done to
the American farmer today is to teach
hi ni to make the largest possible profit
from the smallest tract of land from
which a family can be supported in com
fort. A great influence operating today
against keeping the boys in the country
is that the boy docs not have money
enough to buy a farm. It is unfortun
ately true that there is a trend in tne
direction of the absorbing of farms into
still larger farms, with a consequent
diminution of population, as in Iowa and
other farming sections. The remedy for
this is to demonstrate that the value
is in the boy rather than in the farm,
and the boy is taught that by intensive,
diversified, scientific farming a good liv
ing, with a surplus p:otit that will pro
vide amplv for m"v maJ
from a comparatively small tract of land
say ten acres with ample cultivation,
irrigation and fertilization or even with
out irrigation, because a hoe and a culai
vator in the hands of a scientific farmer
may bring as good and Iwttor results in
providing moisture for growing plants
than a ditch nnd unlimited water in the
hands of a laiy farmer. Talisman.
Here in Columbia County, when it
losis an average of probably $50 an acre
io clear stump land, this is especially
applicable. Our soil and climate are
adapted to the raising of vegetables,
small fraiia. and acn'es. We can alio
raise English walnuts and Italian Chest'
nuts, but neither of these will pay ss
well as No.them Spy and Jonathan a-,-
pies". Ten
'en acres planted in theJO will
ui ike their possessor independent in ten
years, and in the meantime they can be
made to produce consideiau'e revenue
by being cultivated to stnnll fruits and
vegetables There id no danger that
there will be a surplus of good, clean
apples of these varieties, as the demand
for them U world wide and they are to,
day being exported to both Europe and
Asia, and the price for export on lward
the cars h higher than the price paid by
the Front street commission merchants.
Editor Hearst's campaign iu New York
demonstiates that the candidate who
gets closest . to the people is very likely
to succeed, even agnint the opposition I
of the machine politicians.
Count Witte has the most difficult
problem to solve that was ever presented
to a statesman. If he succeeds in bring
ing order ont of chaos and giving to the
Russian people such measure of liber'y
as they are capable of using without
abasing, he will be indeed the savior of
bis country and a benefactor ot mankind.

The Halloween Social at the paronas;c
was a very enjoyable affair, given by the
Y. P. A. and friends.
Tlwsix or eight boys who were "on a
lark" about town Halloween undoubtedly
had a good time. Jokes are all right so
long as there is no hurt to iierson or dam
age to property, and the fellow who finds
his lantern hanging high on a. telephone
wire, his horse, harness and curt divided
into three parts, each part being hidden
away in a separate place, or bis r.iad
scraper carried off some distance feuiu
where he left it the night before and
dumped intq the crewk, puts on a smile
that is child-like and bland and says
nothing. But hoys sometimes get too
enthusiastic in their prank playing and
therefore slight! v thoughtless and some
what reckless. The laws of our state do
not allow men the liberties of Halloween
night to trespass too far, and are especial
lv severe against mtIdling in ay wny or
