COUNTV OFl'ICIAli Til'ER.
COU'MBIA'S VICTORY.
The fallowing, taken Jrtm the Ore
,gonlon of Wednesday, will, we hot,
'prove gratifying to the people of this
'county. Our county, one of the least
developed in the State, nd with less than
one eighth of the money Available for
exhibition purposes, lias been placed in
the second rank of the comities of this
Slate by a jury of awards composed of
fi-re diatingiiished gentlemen from differ
ent states. of the Federal Vuion. The
extract referred to is as follows:
In their work of passing ui on the vari
ous countv exhibits the t.it.cial jury
found competition so close aniline show
ings made w uniformly excellent th.it it
whs necmsarv to split the awards. The
pri of 1 1 WW for the best county exhibit
.was distributed among JIarion, Coos,
l.iun, Cmatilla, Wasco and Lane Coun.
tie. The second sward of SM was
divided among Clackamas, Columbia,
Jackson, Folk and Morrow counties. The
thirj award of JpUK) was divided among
-Henton, Yamhill, Malheur, Vnion and
fteker Counties. For the fourth award of
USK there are seven claimants: Wallowa
Washingtop.- Sherman, Josephine, Lin
coln, Harney and Douglas Counties.
v'-1fms finding of the -jury .pf awards is
certainly more than any citiien of this
county had reason to expect, and should
.stimulate us all to persist in the good
work of putting onr resources before the
seekers after homes and investments. If
we want good roads, better schools, and
lighter taxes, this is the surest way to
.get them. Let the croaker and the slan
derer pass unnoticed and encourage every
.attempt to build up our industries. In
.this wav we will soon attain the position
oi jirouunence to which we are entitled
by our resources and location, and the
pessimist and de filer of hiso.vn nest
will be compelled to go farther back in
.the woods where there will be nothing
but the Uils and the owls to listen to his
Jeremiads.
In addition to receiving the second
.award we have taken the following
medals, and there are more to come,
.Horticulture has. not yet been reported

Coluii.blA Connty'a exhibit at the
Lewis and Clark Exposition has demon
strated one fact beyond dieputo, and
that is tlmt we raiso as gtxxl apples n,
it not belter than, anv county in the
SUUe, not ewn excepting Wasco, J with
its famous Hood Kiver tlistnct. It is
equally true that apples arc less subject
to disese here than in many other lo
calities, but this does not mean that anv
precaution against pests should be omit
ted. The excellence uf our fruit i;
known and admitted by horticulturists
and the people iu charge of Mood Kiver'a
exhibit have been very generous in
their prais?. Taking these facts in con
nection with the price of improved land,
which is less than one half per acre of
the price asked (or similar land in Hood
River district, and it would seem that
bpiticulture in Coinuibiu County must
prove a profitable busiuess for the in
tell'gent orclmnlist.
Cut we must do wmuUiing more thun
raise gocd fruit. We must make the
fact that we do so known to buyers and
consumers. A step has been taken in
this direction ; but it has not been done
scientifically or with a fall knowledge of
proper methods. We have .but one
nurseryman in the connty, and las ex
hibit has been made with considerable
care, and, therefore, while his fruit is
not so large as that exhibited by some
others, it has attracted the most favor
able comment from Judge VanDeman,
who is considered to lie one of the
greatest experts ou Horticulture in the
country. Judge VanDeman has just re
turned from judging fruit at Westmin
ster, British Columbia, and the awarJj
were niadd in a very careful and sys
tematic manner, on the point system .
A score card is used, ami the total of 100
points ia made up as follows.

Althonsh there hasn't been an aero of
her crops injured in 20 year by gn?s
hoppeis, and in spite of the fact that
the stale has suffered more from Hoods
in the last three years than she has
from drouth in the last thirty, one call
yet occasionally hoar .reference made lo
the "Kansas grasshoppm" and hear the
stale spoken of as "Drouthy Kansas."
The Trusts, and others, who suffer
from insatiable greed and can never get
enough, should lake warning from the
rattlesnake, lately found near Ozark,
Missouri, self-imprisoned between two
rails ol a fence. This suaku had come
upon a flock of little quail, caught one
01 the birds and swallowed It. The sur
vivors ran t J the other side of thu fence,
whereupon the snake crawled between
the rail, until it caught another bird,
which it swallowed. The result was
that the snake, owing to a bulge made
by the first morsel, w as uiiabte to move
forward, and because ol the second pro
tuberance was unable lo go-t buck.
Thus Its greed led to'its death. Many a
man also may meet an untimely death
by struggling iu greed to gain too much
money or honor in too short a time.

Two varieties of Sir. Holiday's apples
were judged upon this system Spitien-
burgandPpy and tf-ey were founl to
be perfect in every respect except in
Freedom from blemishes." The sterna
were broken off and one apple (which
Mr. Holaday had evidently included 011
account of ita size) had a slight touch of
scab. For these slight defects a for
feiture of three points waa imposed, thus
reducing the score to 07 points. This is
a great showing, as JuJe VanDeman
iu forms us that in not a single instance
did the apples at Westminster score 100.
But it also gives us valuable information
that we should profit by in exhibiting
our fruits at other fairs and expositions, j
Size is ajright, and counts for 15 points.
but color and uniformity count for 20
points each, and freedom from blemishes
counts for 20 points; therefore, in select
ing fruit for exhibit, too much im
portance should not be givei. to size, and
where unusually large fruit is blemished
it should be rejected by the orchardist
who takes a pride iu his profession.

The Lowcnberg-fjoing Company hires
the labor of the convicts of thh state
(150 of them) at the low prico of 3
cents per hour. They are used in the
manufacture of stove;, and these stoves
displace the product of free labor and
prevent the establishment of a new in
dustry in Oregon. The men are worked
to the utmost limit in the stove foundry
and the Tracey outbreak that cost the
lives of a number of people and a large
sum of money, was the result of this
system of working convicts. The in
come to the State is comparatively
small, and the system issubirct to many
(abuses which have frequently been i
made the subject of legislative investi

Iowenberx-Going Co, to employ these
men upon the public roads. Common
labor is worth at leant $1.50 per day in
Oregon, and this leaves a margin ol
1 1.15 per day for the pay ol guards and
other expenses incident to this syBleui.
There was a commission appointed at
the last session ol the legislature to in
vestigate tl is matter, and we trust its
report will be favorable to the use of the
convicts upon the public roads.
Columbia County should bo especially
proud of the fact that she has received
the awaid of a gold medal for the "best
collective exhibit of grains and grasses."
These grains and grasses came from
nearly every section of the county and
received the highest praise from our
many Eastern visitors. Considering
the fact that they were all grown Ibis
year, it was a truly wonderful showing.
After the fair is over they will be placed
iu the Chamber ol Commerce as a per
manent exhibit, and it is probablo that
the Iloultun factory's exhibit of cooper
ate will receive the same honor, while
the big cedar loard will' go to the for-
