Government Ready to Take Up Pro
ject If Csrsy Irrigation Fail.
Washington, May 6. Information
which reacbe Washington indicsite
that tha reclamation service may yet
have an opportunity to irrigate in the
Deschutea valley in Eastern Oregon.
At the time the national irrigation law
wa passed the reclamation aervice wa
anxious to build an irrigation aervice
along the Deschutes, but found that
private enterprise had entered the field
and wa already operating or preparing
to otwrate under the Carey act. Had
it not been for thi fact, the govern
ment would today be completing an ir
rigation system that would irrigate far
more' land in the Deschutes than will
ever b reclaimed by private enter
prise, and would probably have been
able to turn the water into the canal
not later than the coming fall or win
ter. If private capital should decide to
withdraw from the Deschutes valley,
the governmeat would be very glad to
enter that field, buy up what work
have already been constructed, and
enter upon the irrigation of a much
larger area than ia now internded to be
reclaimed. But the government ia not
going to make any advance. Nor will
it pay fancy price for such work aa
have been constructed by private capital.
The situation in the Deschutes coun
try i. not altogether similar to that in
Klamath basin. In the Deschutea, so
far aa known, the community is satis
fied to have it land irrigated by pri
vate capital, notwithstanding private
capital will reclaim only the cream,
and leave forever barren a large tract
that would be irrigated by the govern
ment. In the Klamath basin public
sentiment ia a unit in favor of govern
ment as against private irrigation.
This much ia to be said: it private
capital goea ahead and completes its ir
rigation system according to preeeni
plana, tbe government will never go in
and reclaim tne outstanding lanas.
Private interest are promising to irri
gate only land, which can be watered
at a minimum coat; the government
ill not follow and undertake to irri
gate adjoining land where tbe cost will
be excessive unless it can have the en
tire field to itself. One of the prime
object of government irrigation is to
reclaim lands in large areas, comoining
cheap with expensive work, so as lo
make the average cost within uie reaca
of the settler. The government i not
taking up extremely expensive work.;
it cannot afford to; it is only irrigating
where it know, it can recover the expenditure.
