. ctiic pany. jitc men who deal in
money desire the stability of their
business. They are governed by an
'enlightened selfishness, and this is
about the best motive commercial lead
er ever net upon. The claim of Re
publican spellbinders that they are and
. always have been the advocates of a
sound financial system is without g-.tod
foundation, and especially U thi true
in states that gave the largest Republi
4SB majorities. Ohio is the borne of the
greenbueker and silver;st, and Tresi-
uetti .1c1v1111ey was lor many years an
earnest advocate of t'e white metal.
Urover Cleveland was the first presi
dent of the United States who had the

.Republican, the country is indebted for
the stability of our. monetary system,
liven John Sherman paltered w ith the
question and compromised with the
enemies of sound money, fearing that
the straightforward asd honest course
would disrupt the party"; but Mr. Cleve
land rose above party and refused to
ffiusider expediency as opposed to prin-1
cipie, anttis lsbecau-e of this trait in
his character that he is today consid
ered bv the people to be ona of the great
men of the century.
The permanence of the gold standard
it assured, co matter whether Roose
velt or Parker be elected ; let it is also
true that this is not due to any vote cast
uy 4UUge i-arker, who, knowing the
right, preferred to do wrong, and voted
twice for Mr. Bryan. Mr. Byran's elec
tion meant the reversal of our monetary
system. It meant (he free and unlimi
ted coinage of stiver. Mr. Parker knew
4his ; he was cpf.oeu to it, and yet, for
the sake of party regularity he roted
for it, knowing full well that his vote in
fijew York would not iofheuce the re
sult. . His course stamps him js a weak
and insincere man one w ho -would be
as clay in the hands of the potter.
The issue in this campaign ia cot the
gold standard, but the protective tariff.
The Democratic platform, while silent
on the mo. ley question, is very em
phalic in its denunciation of a protect
ive tariff. "Protection," it says, "is
robbery," and is to fce abolished .is soon
-as possible. If Oregon were a doubtful
estate, tins utterance would place

RUSSIA'S "VOLC.NTEKR" FLEET.
IWnuso of the protest of England and
tiermany, ivtissia will withdraw her
vessels of to "volunteer" fleet from the
Red Sea, ami replace them by regular
warships, which will, presumably, con
tinue the work of searching merchant
vessels.
The "volunteer"' fleet was begun in
1878, when Russia and England were
u pen the verge of hostilities. Thev are
called "volunteer" ships because their
cost was met Y) voluntary subscriptions
from the Russian people. Tbev are to
all intents and purposes government
warships. The only difference j that
in time of peace they are, for economy
and convenience, employed as merchant
vessels. The otHcers and crew are the
same in peace or war, and these vessels
are part of the Ku?san navy.
It is seen, therefore, that these ves
sels are not like American or English
'auxiliary cruise -9." The latter are
privately owned merchant steamers.
hich, bv virtue of arrangements be
tween the owners and the government,
can be taken into the naval service in
time of war. It is clear that Turkey j
evaded treaty obligations when she al
lowed these "volunteer" vessels to pass
through the Dardanelles; and the pro
tests of England and Germany have
again bottled up the Black Sea fleet.
STEAK WELL OF YOUR TOWN.
Oregon is surely K?pub!ican, and the
only question Is as to the size of the
majority for Roosevelt. If the people
remember the effect of the last Demo
cratic tariff measure, the Republican
majority in the state should exceed
25,000.
The grow th and general importance ol
a town or section of country depends
principally on two things. First, the
natural advantages and resources, and
then the enterprise, energy, broadmiud
edr.ess, ?nth.j.s:i, and hospitality of
it people.' Columbia County io gene
ral is unusually Messed for procuring
and maintaining an enormous popula
tion, that is, her mauy and varied re
sources. The-question still unanwer..l
is, will her people do their part in the
great future development of the county
and towns which densns nnon them?
Each and every citiieu has a work to do
in this matter, and it is not necessarily
a work of dollars and cents, but it it a
