It is net easy for an American rail
road man to conceive of the conditions
exls..ng ln the British Islands. The
English railway systems total only 22.-
tX) miles, let this comparatively small
mileage is the property of 230 com
panies, more than half of which have
their separate administration and exec
utive. The others are "leased and
worked lines." Allotting an average of
eight directors splece to each of the
1-5 Independent companies, the Eng
lish railways support 1.000 directors,
whose fees can hardly be less than
$1,250 a year each.
The railroads of India cover about
StUXO miles. Yet Thomas Robertson,
the expert who recently reported to
the British government on Indian rail
way administration, saya that the task
of supervising the lines of that vast
country might safely be intrusted to a
board of three qualified men. assisted
by a secretary, a chief Inspector and a
numu - of Inspectors and auditors.
Three experts with a small staff are
considered by Mr. Robertson capable of
performing duties of about the same
character as those for which In Eng
land are employed 1.000 amateur di
rectors with their secretaries and as
sistant secretaries, accountants, audi
tors, clerks, messengers, etc.
If only the sum of S1.2JO.000 paid
away annually ln fees to rsllway di
rectors were available for a centralized
ranway board It would be possible to
attract the ablest men by offering the
largest known salaries snd yet make
a saving.
The saving by "standardization" Is
also to be considered. The Uarriman
roads, 17.000 miles, are to unify their
machinery so that all "parts" of roll
ing stock shall be Interchangeable.
The consolidation of American roads
has gone much farther than ln Britain.
The VandevbUt and Pennsylvania sys
tems contain about 20.000 miles each,
either one of them nearly equaling the
22,000 miles of all England. And
though the Individual roads ln these
systems have ln some cases their sep
srste boards, these usually consist of
practically the same men. Many Im
portant lines are also "leased and
worked." Against the 230 systems of
22,000 miles les than 100 miles to a
linein England the Vanderbllt and
Pennsylvania systems Include together
less than twenty component lines, or
an average of more than 2.000 miles a
line. The longest single line in the
United States, the Southern Pacific, has
over 8,500 miles of track.

Then come Georgia, with 80,803; Miss
issippi, with 30,134; Louisiana, with
23,200; and North Carollua, with 20,
407. Virginia has 0,3X1 of these
women and Marf laud has 4S5.
