Thi postal authorities at Washington,
recognizing tbe liability of postmasters
to make mistakes in gettiug letters in
wrong boxes, have fixed a penalty of
4200 on persons taking mail out of the
office other than their own and not re
turning it. The law is to have people
look at their mail before taking it out
of the office, and should they have mail
matter other than their own they must
return it at once. It also includes news

office made public recently, there are

in Oregon, with a capital of $223,409.

valued at 462,742. The industry will
grow with great rapidity from now on
and will bring to Oregon an immense

handle their stock, and how to get profit

'The purpose of this amendment Is
that the legislative authority of the
state ehall be vested in a legislative as
sembly, consisting of a senate aud house
of reuresentatives. but the people re-

stitution, aud to enact or reject the
same at the polls, independent of the
legislative assembly, and also reserve
power at their own option to approve
or reject at the polls any ct of tne
legislative assembly. The first power
reserved by the people is the initiative

legal voters ehall be required to propose
anv measure bv such petition, and every
such petition shall include the full ten
of the measure so proposed. Initiative
petitions shall be filed with the secre
tary of slate not less thsn four months
before the election at which they are to
be voted upon. Tbe second power is
the referendum and may tie ordered
(exceDt as to laws necessary tor toe im
mediate preservation of the public peace,
health or safety), either by petition.

shall be: "Be it enacted bv the people
in the state of Oregon." This section
shall not be construed to deprive any
member of the legislative assembly of
the right to introduce any measure.
A car has been going up all over the
state the last few weeks over the bad
roads. They seem to be worse than
usual this spring and people are won
dering how they can be improved. In
some counties they have been having
conferences over the matter. riot enougb
money can be raised by taxation under
the present law to be of much benefit
aud in some communities the farmers
bave volunteered to give one or more
days each extra to improve certain im
portant strips of road, now to expend
the monev they have to best advantage
is also one of the questions anxiously
considered, and tne general opinion
seems to be that tbe nrst essential ot all
in road making is to get the water off.
Ditches along the side, and a nicely
rounded grade with tbe chuck holes or
hollow places that hold water all filled
before wet weather sets in, seems to be
the best that can be done for moat of
the roads. Gravel and plank may be
used in the worst places to help out. but
tnev are so expensive as not to be avail
able generally. Some farmers agree to
look alter tne roads along their sarins
snd to keep water drained off and chuck
holes filled. This takes little time but
helps a great deal in keeping the roads
of the community in a passable condi
tion and makes their land more valuable.
The sentiment in favor of better roads
has reached such a point that the ma
jority of people seem willing to go to
almost any extreme to better the gen
eral condition of the public thorough
fares. As we have always contended,
good roads, like any other good article,
are expensive, and their existence can
not be hoped for unless there is a willing
ness to make them and pay the expense
incurred. Good roads are one of the
burning needs of our county today, and
the sooner we can acquire them the
more rapid and permanent will our de
velopment be.
Tax following is an editorial clipping
from the last issue of the Oregon City
Courier-Herald : "Columbia county has
numerous bridges, some of them quite
expensive, and notwithstanding the fact
that its population in proportion to area
ia small, the county debt is low. The
reason for this favorable condition is
probably that Columbia's countv offi
cials are too bucolic to understand tbe
art of office holding for what there is
in it." Yes, we plead guilty to the
charge of being bucolic down here, in
some respects. We're pastoral, we're
rustic, and we mar be deficient in cul
ture and refinement, but when it comes
to "paralyzing" a public debt we bave
corps of public officials who bear no
resemblance to sheepherders, in the
sense that the term is usually applied.

On Monday of this week the supreme
court of this state banded down a de
cision in regard lo a law which many
attorneys, litigants and county clerks
have been patiently waiting for. The
decision is that on the law which has
required the litigants in divorce actions
to deposit a fee of $10, known as the
district attorney's fee. The fee has been
required by circuit court clerks through
out the state, pending a decision by the
supreme court, and in many counties a
great deal of money accruing from this
source is in the hands of the clerk, but
the recent decision rennires this monev
to be paid back to the litigants. Connty
Clerk Watts has exactly $400 on hand.

The state sod district conventions ot
the republican party ot this state have
met, transacted their business, and the
result is satisfactory to a great majority
of the party. There were some disap
pointments, as there alwavs is, but the
ticket is a strong one, ami will be loy
ally supported throughout the state.

state in a most acceutable maimer. East

unit, demanding certain

It is no use to try to please everybody
in wliting a paper. You may sajr all
the good things that can he thought of
about some persons and things and
nothing is said in condemnation. But
let an item appear that some individual
construes as a criticism and all at once
the editor is cursed and maligned out
wardly and mentally by the people who
should not swear. And too, the editor
has to grin sometimes at the weakness
of human nature and poor frail mortals
and worms of the dust like unto himself.
Cbicaoo is today a city of nearly 2,
000,000 inhabitants. Do you know what
these figures mean? They mean that
within the borders of the municipality
are snore people than live in either the
states of Georgia, Minneseta, New Jer
sey, Virginia or Wisconsin. They mean
that there are gathered together more
people than occupy Alaska, Aritona,
('olorado, Delaware, Idaho, Maine and
Oregon combined. Greater New Y'ork
ia about twice tbe siie ot Chicago.
A wiLL-to-do farmer in Russell county,
Kansas, has traded ills 10-year-old son
and a wagon load of corn tor 13-year-
old uaughter of neighboring tanner,
equally well-to-do, and the transaction
was made matter of record in the
county clerk's office. The reason for the
trade was that in ths family of which
the boy was member there were no
girls, while tbe father of the transferred
girl had no boys.
"Bad roads" are agitating people all
over the state. The Corvallia Gazette
devotes some space to the muddy roads of
Benton county. The Gasette needn't get
"stuck up." " Wev'e got some lovely soft
roads in this part of the world. Lin

will appear that Columbia connty is not

Tax proposed initiative and referen
dum amendment discloses several com
mendable featuses. It will have tbe
effect of increasing the power of the
voter and proportionately decreasing the
power of the legislature. Tbe legisla
ture no longer will be "It." Tbe result
will be seen in the enactment of better
laws and less disregard for the people's
wishes.
A Kansas editor, who bad nothing to
do, has figured out that it cost the United
States twenty-five million dollars a year
to be born, three hundred million a year
to be married, seventy-five million to be
buried, and nine hundred tmillion to get
drunk. It will be noticed that the
largest amounts are paid for the fun and
frolic of life getting married and getting
drunk.
It is estimated that over twenty thou
sand people have coma into Oregon and
Washington since the new homeseekera
excursion rates nave been in force.
Washington claims to have received
three-fourths of them but that is doubt
ful. That proportion may bave come in
through that slate, but they have scat
tered all along up and down the west
coast.
Mb. Williamson, of Crook county, the
nominee of the republican party for
congressman from the second district, is
a man of wide experience 10 state at-
fairs and thoroughly familiar with the
needs of the state, and especially his
district. The nomination is equivalent,
of course, to election.
Dozens of towns throughout the state
are in the throea of smallpox scares, and
with vaccination and quarantine have
become three principal topics for news
paper agitation. 8t. Helens and Houl
ton bad their "whiz" at this difficulty a
year ago, but there might again come a
time.
