Only with the idea of doing no more
or less man aosoiute justice to all con
cerned do we call the attention of our
readers in the vicinity of Warren to the
fart that instead of Mr. R. O. Hazen re
ceiving $10 from the county for digging

proceedings, as reported, the item read

This seems like a small matter to call
lor an editorial correction, but justice
most repay an injustice.
To get the 3 per cent rebate, taxes
must be paid by tomorrow night, f be
penalties are sufficient to force anvbodv
who has the money to pay bis taxes to
do so without allowing him 3 per cent
rebate. Kobody will permit himself to
be charged xn per cent on bis taxes if he
has the money with which to pay. The
injustice of the provision is evident, for
it will take (rum the several counties
thousands of dollars that would other
wise be paid in for the purpose of de
fraying public expenses, and thus places
a greater burden upon those who are
least able to bear it, the ones who have
not the ready cash with which to meet
ibeir taxes. The law should be wisely
menaea.
Clatsop county seeds very little legis
lation at tne nanus ot the next legisla
ture. There is, however, one law that
would be of great benefit. All road dis
tricts in the county should be corpora
tions the same as school districts. Su
pervisors should be elected with full
power and authority over county roads.
The county could levy a general tax for
roads and this could be distributed
among the various road districts the
same as school monies are distributed.
There is urgent need for better roads,
out me county court is handicapped by
bad laws. Every road district could
levy a tax for road purposes and they
would take an interest in seeing that it
was properly expended. The only way
to get good roads is to have adequate

were initiations and a report from dele
gates S. G. Schoonover, John Edholtn
and N. Parker, who attended the county
Grange at Warren last week. This
Grange seems to be prospering.
W. G. Woods, of ITppr Pebble creek,
has leased the F. M. Parker place east
of town and will move bis familv there
the first of the week. They will remain
throngh the cropping season only. A.
M. Tarker, a brother of F. M's., we un
derstand, has bought this farm.
The road from here to St. Helens is
said to be in very bad condition, espec
ially on the other Bide of the mountain,
from washouts on the long hills, Sev
eral of our teamsters want to go out, but
are afraid to try it, until the supervisors
nave put tbe hills in at least a passable
condition.
Miss Alice Soute. who baa been teach
ing the Pebble creek school the past
winter, closes Friday. Miss Merle Shan
nahao, the Pittburg pedagogue, will
also close a very successful term on
tbe same day. The latter will teach a
summer school at lust, beginning in
about a month.

Tucker) m hewe marriage took place at

cial standpoint. No railroad company,
no banking institution, no mercantile
firm, no successful man in any legiti
mate business will employ a young man
these days who frequents saloons, or
keeps dissolute company, orplays cards,
or bets on horse races, or is known to
engage in tbe grosser evils of the day.
The shrewd men of business, no matter
what their religious beliefs may be, are
not bunting young men of that kind.
They are hunting clean, sober, moral
young men. It isn't a matter of senti
ment ; it is a matter of business. There
has been a wonderful advancement
along these lines the past twenty years.
The most practical and effective temper
ance organizations today are the railroad
companies and other great commercial
corporations. Indeed, they are almost
evangelists. They are now demanding
a higher and better type, of character as
a Derauisite to emuiovment. anil ar
be ping mightily to develop that kind of
character by their liberality toward the
Y. M. C. A. and other religions orirani-
cations, and by followinz a nolicv which
ia equivalent to a sign all over their por
tals: "No tippler, no gambler, no ques
tionable character need apply here for a

Mr. I. Stanwood. of Yankton, who has

was taken to a Portland hospital Wednes
day for treatment, where it is hoped

The county treasurer this week calls
for all outstanding, unpaid county and
roaa warrants, which will be paid on
presentation. He will pay also all war
rants presented to him. The state tax

county school tax, to be paid the first
.Monday in April, will be on band.

takes the position that toe citizens of
ihese towns do not have the advantage
of free delivery, and are compelled to
rent postoffice boxes; and that the
amount paid in rental by each citizen
annually would often pay for his box.
He further contends that it is unjust

have their mail delivered to them free

Prospects now appear to be good for
getting a six-foot sidewalk from this city
toward Houlton to the foot of the hill,
near Plank's residence, thence a solid
three-board walk on to Houlton. The
property owners and council are about
to get together on the undertaking, and
the council will meet next Monday even
ing to formulate plans for its action,
when an ordinance will be introduced,
touching the matter. This improvement
has been a crying need for many months.
and it certainly should be the desire of
all who have the town's welfare at heart
to encenraze tbe imorovement. We
think every property owner alone the
route is willing and anxious to see tbe
work go forward.

One of the sad things that startle and
shock a community occurred bundar
morning in the death of Haltie, wife of
W. JE. Conyers, which occurred after
such a brief illness that moat of tbe
friends aud neighbors heard of the death
as their tirst intelligence ol Hanger,
tier's was one of those fortunately very
rare cases when a mother s liieaoesou
in an effort to brinz another life into ex
istence and iu this sad instance both the
mother and child were buried in one
rravn. On Thuradav morninff the ohv
ician in charge realising the gravity of
the situation asked that counsel !e
called, and Dr. Win. Jones, of Portlaud.
was summoned and came down on the
train. With the united efforts of tbe
physicians the mother was relieved, but
left in a state of collapse from which
she did not rally, and resisting all efforts
to brinz about reaction, died at 3 o'clock
Sunday morning. An early interment
waa found necessary and on Monday
afternoon the funeral services took place,
attended bv one of the largest zather-
ings that ever assembled hereon a similar
occasion, notwithstanding tbe day was
most diurnal and gloomy one on account
of continued rain. The orders of United
Artisans and Pocahontas, to which de
ceased had belonged, took charge of the
funeral services and turned out in
body lo nav their respects. A funeral
sermon at the church, which did not
hold more than half of the people that
would like to have been inside out of
the rain, preceded the monrnful proces
sion to tbe cemetery. Deceased was
scarcely 26 years of age and leaves three
children and a husband to sorrow la
their desolated home, while her fattier,
six sisters and three brother are also
bereft of a living relative.
James Lynn made the town a brief
visit this week, renewing tbe acquaint
anceship ot old menus.
A very eniovabe league social was held
at the residence of Dr. and Mrs. Hall
last Friday evening. The rain outside
did not dampen the enjoyment of the
fifty perrons in attendance. A pro

It is reported that a change has taken

regon Lumber Company. Mr. Savsge,

his place, so that the firm is now Flip
pin, Kingsley A Layton, so far as we
know. Mr. Flippin u a practical mill
man, and will add strength to the com
pany. About one-fourth of mile of
flume was built last week, and tbe sur
veyors are busy locatmz the flume tn ad
vance. Tbe action of the railroad com
pany, in regard to the extension of their
track into town, is awaited with some
anxiety, with the hope that early favor

our merchants drew out ol the agree
ment to keep stores rtosed afternoons on
Sunday, and announced open doors all
day. The result waa that all stores
were open last Sunday. It is a pity

Mr. G. L. Tarbell. of Yankton, was in
town Wednesday afternoon. Mr. Tar
bell warned as to beware of the tele
phone. It's on the way, having reached
Houlton, already, lhe city council, in
session Monday evening, granted a
franchise to the stockholders of the
telephone company to place their wire
along certain streets in this city. By
tbe end of this week the wire will be up
and the line ready for use, greatly to tbe
satisfaction of many people.

In this paper this week is to be found
tabulated statement showinz the
amount of funds available for nse on the
roads up to July, as apportioned by the
county court, as is also shown the
amounts overdrawn by the districts last
year. The center column in the table
shows tbe amount apportioned to the
districts on the 3-mill levy now being
collected, but the court has deducted
the amount overdrawn last year, hence
the small amount remaining for present
use. Of course, all the money and labor
collected by the supervisors on account
of road poll tax is to be added to the net
amount to apply.
