They were picked np heie and there

Tbb whole miserable intrigue against
Schley stands revealed. Cautious in
the protection of his fleet when caation
was essential, be proved himself a furi
ous fighter in the supreme boor of ac
tion. The country hailed him as the
hero of Santiago, and bis increasing
popularity excited envy in the hearts of
a number who thought that their efforts
were being eclipsed. The next step was
to throw false light on Schley's can
tion, misrepresent the Brooklyn's fa
moos "loop," at Santiago as an act of
cowardice, and magnify and distort var
ious movements of his before the battle.
Arrjjuum,Y the redaction of the rev
enues in the present fiscal year win not
be more than $25,000,000, although con
gress supposed, in its cat of the war
taxes made last winter, that the redac
tion would be fully $40,000,000. There
will be considerable surplus this year.
This gives a chance for another cut in
taxes, and congress will give its atten
tion to this matter in the coming session.
Of coarse the good times are largely re-1
sponsible for the swelling revenues, and
for the embarrassment which tbey

Still, as General Frederick D. Grant
once remarked, surpluses are easier to

Ma. Schley's retold story before the
court of inquiry of the battle of Santi
ago was a straightforward relation of the
affair as it occurred in detail. "My or
derly informed me that the flagship had
signaled to disregard her movements,
and that she had sailed eastward," aays
the admiral. This was at 9 o'clock on the
morning of the memorable battle. A
few minutes later a call came from the
forward bridge, "Tell the commodore
the fleet is coming out." And from that
moment Mr. Schley 'a vessel was in the
hot of the fight, and never ceasiug until
the last vessel of the Spanish fleet was
destroyed. Indeed, there is Hub evi
dence that Commodore Schley acted
with cowardice or desire to shirk a doty.
The sympathy of ninety per cent of the
people of the nation ia with Commodore
Schley, as it should be, while Mr. Samp
son is condemned as a jealous bigot.
The court ef inquiry has made millions
of friends for Schley.
