old system. The commission is com-
poaed of men whom no book company
would confidently approach with offers
of bribes. They are men of honor and
with full aenee of their duty to the
people, the parents, children and the
cause of education. They have proved
false the theory that a few in tbia re
aped are not better than many.
Thi result of this year'a work will ar
tist materially in shifting the center of
wealth and population westward. There
ia a hamper crop in almost all lines on
the Pacific coast. This is true of every
section of Oregon, California, Washing
ton, Idaho and Montana. The grain
crop will exceed anything ever known.
The fruit crop is the largest ever har
vested. Live stock interests are in an
unusually prosperous condition. The
mineral resources are being developed
as never before. The influx of new
people and capital and industries will
receive renewed impetus on account of
the crop failures and outlandish climatic
conditions in the East. The country
west of the Rocky mountains U in for
period of development that will put to
shame anything ia the way of growth
in the past.
now is the time lor the prosperous
counties of Oregon to make a long stride
toward following the example of Colum
bia county and getting out of debt. It's
such a peculiarly thrilling sensation, and
has such a soothing effect on the nerves
that its worth your time to give it a
trial. One dose will not cure, but the
ailment ia not disastrous in its results
and you can afford to take the medicine
in large and increased doses. Farmers
1 and the others in the agricultural coun
ties can afford to pay pretty high taxes
for a year or two for that purpose. It's
great. Try it. After a little experience
that's our advice. All floating; debts
should be cleared off; bonded debts re
funded at lower rates, and everything
made snug and trim, with far lighter
burdens aboard, in preparation for fu
ture calms and storms.
Thi terrible heat and drouth in the
states throughout the central states are
very serious in their effect on animals as
well as on grain and other crops. The
water courses freqoented by the flooks
and herds of the farmers in Missouri,
Arkansas, Kansas and in other states
are dried up or afford the smallest sup
ply of water in stagnant pools unfit even
for the use of animals. Artesian welts
on farms and In village or cities are
yielding but shaft supplies of water.
In localities where waterworks are fur
nished by wells the inhabitants are
placed on short famine rations. Water
for sprinkling lawns and gardens is
barred. , The great drouth increases
everywhere the danger of fire. Wooden
buildings in cities and on farms are as
dry as kindling wood. Forest and field
fires have spread over vast extents of
country. The dairy sections suffer also.
The assertion that the reports ot blighted
crops originated in speculative quarters
ia quite unworthy of credence. The
famine panic is not without cause.
The next map of the United States,
prepared by the general land office,
which will be ready for distribution one
year hence, will be on practically the
lines of the latest edition, except that
Commissioner Hermann intends to
mark across its face the route traveled
by the Lewis and Clark exploration
party from Virginia to the Columbia
river ana return. Commissioner Her
mann aays the accomplishments of this
expedition have not yet been properly
recognised by the government, and he
intends in this way to call attention to
that history-making event. Incident'
ally he intends it will call attention to
the Lewis and Clark centennial to be
held in 1905.
Thi experience of the past few davs
has vindicated the stand taken by the
supporters of artificial propagation of
salmon and has shown conclusively the
great benefit the hatcheries have been
to tne nsmng industry. There la no
question but that a goodly portion of
the salmon caught during the present
big run were those turned out from the
various hatcheries, as anions' them are
marked fish. This visible proof of the
success of artificial propagation should
act as an incentive to the officers in
charge of the hatchery work and encour
age them to establish inoie plants at the
quickest possible moment.
Thi immense silence which emanates
from the vicinity of the Hon. Theodore
Roosevelt just now is becoming oppres
sive. The honorable Theodore is not
much accustomed to silence, and there
are those who think that soon there'll
be something doing in bis neighborhood.
He is not the man to be snubbed into a
total and permanent eclipse. He prob
ably baa some interesting views upon
the one Southern subject upon which
the president is dumb during his trip
the race question. We would like to
hear from Mr. Theodore; life being very
dull when he is not in active eruption of
some kind or other.
Tax manager of tbe Southern Pacific
system baa just resigned after nearly
thirty years of service with the com
pany. He ia not particularly in need
of sympathy, for he needa a vacation,
and, on general principles, ought to
have it. The soulless corporation has
not cast him off. On the contrary, he
is to receive for the rest of the present
year $1,000 a month, and thereafter $500
a month, or, at least, such is tbe report.
Nobody will blame Mr. Fillmore for ac
cepting this pension, and yet in doing
so be is going counter to the doctrine
that decrees the old-age pension some
thing that will rob men of their ambi
tion. He has earned all the company
can ever pay him, and has earned it by
devoting to the interests of the concern
all bis time and all his ability. It is
. true that not every employe of rail
road can become a superintendent.
Some have not the ability, and to others
the opportunity will never come. But
every employe in the niche he may
chance to fill can do his duty as faith'
fully and well as the employe who bas
' just retired, and become in all equity
entitled to similar consideration.

How happy we of Oregon ought to be.
Truly, sincerely, Oregonians, do yon
ever stop to think what wonderful ad
vantages we are enjoying and what fear
ful catastrophic Eastern states are con
stantly meeting with? We have, per
haps, become so accustomed to these
luxuries of nature that we look upon
them as something that rightfully be
longs to us. Nature bas cheapened her
self in Oregon, a we do not value ber
gifts here aa oaifsuffering fellow citizens
in the East do. What would Kansas
give for one or two of our honest rains,
or an ordinary mist at sucb intervals as
to reduce tbe temperature to below tbe
100 markT You who are inclined to
complain at what ia really a backward
summer in this locality should stop to
think of arid, sun-parched Kansas, of
tbe intense suffering during the recent
bot wave, and of tbe dismal failure of
crops, something that is here unknown.
Verily, our to have and to bold is too
much unappreciated by our people.
Ths Southern Pacific railroad has gone
prohibition. For many year that com
pany baa forbidden drinking by their
employes, especially while on duty. The
company is responsible for tbe acta of
its employes and wants no hadled heads
in charge of any important part of their
work. Their latest move ia to abolish
the saloons on their ferry boat in Cali
fornia, institutions which have been
maintained for many years. Today,
August 2, all saloons on the company's
ferry boats will be closed. This change
is made for the purpose of consistency
in its policies.
Unbiased people who are interested
in the fishing industry have generally
come to the conclusion that the present
run of salmon is due to artificial propa
gation and that the fish now being
canghtare hatchery fish. One reason
why this ia believed to be true is the
large number of marked fish with tbe
adipose fin missing that are being
caught. Fifteen fish with this mark
were delivered on Saturday to 8
Scbinidt&Co. and eight toTrescott & Co.

silo, not only as an adjunct to the dairy,

then we will understand that we were
wise in holding fast to the alio faith, and
