From thia time on. during the next
ten day", will be lively timea in Port
land. Kingling' cirrue shows there two
daya yesterday and today besides tlie
atreet carnival, which is now in progress
and will continue until Saturday, the
15th, To these attractions thousands of
people will Hock, bent upon eeemg tlie
lights and unconsciously, and with a
lavish hand, spending the hard-earned
dollars, the rernilt of. many months of
ateady labor. But why not? The an
nual outing must be had, and this oc
casion offers greater advantage to the
granger tor a pleasant time than others.
TOe harvest is garnered and the equiv
alent in cash ia in hand. The little
articles which fancy pictures as an
addition to the pleasure and comfort of
trie ordinary individual rroin trie rural
regions will" be purchased in innumera
ble quantities, making the heart happy
and former privations forgotten. While
thousands of people will go to view the
many attractions of the carnival, thous
ands of others will be attracted by the
presence ot tlie circus, and everybody
will incidentally go to see tlie elephant.
But what makes life worth the living?
(Certainly not the humdrum of every
day routine uusineeeanaire. ixitumina
and body need recreation, and certainly
bo better opportunity offers than a visit
to trie metropolis, where new tacts, new
and many attractions are encountered,
even though the pocket book does suffer.
Our advice to our readers is to fling care
to the wayside for a day, at least, and
teal away to the circus and carnival.
Your time wilt be profitably employed
and you will, in many respects, be
amply repaid.
QUALITY AND DEM AS D.
Supply and demand, as a matter of
lact, regulate prices, but some ot the
farmers of this County have just re
cently encountered a new obstacle in
the disposition of their products, es
pecially bay. There can be no hue and
cry raised about demand, unless it be
failure to supply it. There has been a
strong demand of late to supply the
Government with 3000 tons to be
shipped to the Philippines. Local mer
chants have made repeated strenuous
efforts to supply a portion of the hay
required, but to a degree failure has
attended their efforts. The Government
is somewhat exacting in the matter,
but not overly so. It wants a good
quality of hay, and is willing to pay for
it, but the quality of such an article,
especially in this vicinity, is limited.
The Government's refusal to accept any
and all kinds of material labeled hay is
s very good lesson to some o our far
mers that bay must be hay, not cheat,
thistles, fern and other inferior and
detrimental weeds and grasses. The
freat difficulty is neglected meadows,
hey have been allowed to "run out." !
The timothy that grows in many
meadows tonne bat a very small per
cent of what the ground produces, yet
the product is prepared and put on the
market resardless of its inferiority.
There need be no surprise that diffieultyi
in disposing ot such an article is en
countered. It falls far short in required
quality and is labeled "refuged" at the
hipping station. To Overcome this
difficulty our fanners must plant and
resow the grass ground. Such should
be done at least every four years, and
oftener would repay the effort. The
less clover that is mixed with the tim
othy renders the product all the more
salable. Hence, care in the growth of
s good quality of timothy hay is becom
ing one of the necessities in agricult
ural pursuits in order to be successful
Good quality always commands good
prices.
BAISE BATS OF ASSESSMENT.
It is evident that methods are soon to
be inaugurated which will make capital
ists or speculators, rather, weep. Most
of the timber lands of the Coast Coun
ties are now owned by speculators. On
these lands taxation bas not been bur
densome, materially- enhancing the in
ducement to buyers to acquire: larger
holdings. A plan is now well under
way in Clatsop County to raise the valu
ation of timber lands, next year. The
average valuation of timber land in
Clatsop last year was $1.02 an acre.
The average in Columbia County last
year was $2.35, which, perhaps, was
somewhat too low, but under the cir
cumstances it was as high as it justly
should be placed. The rate in Clatsop
County should be raised. Capitalists
have nocked there and acquired title to
thousands of acres ot valuable land, yet
the assessment is not anywhere near
as high as that paid for improved
land. The timbered lands mentioned
possess far greater value than the im
proved lands and ahonld be compelled
to pay proportionately to their real
value to their owner. The rate in Clat
sop County is outrageously low. Two
times the amount would lie too low. In
18119, twenty-eight timber syndicates
owned 102,000 acres of selected timber
lands in Clatsop County, the assessed
valuation being 1195,000. It is the in
tention to asseeg this land at not lens
$2.50 an acre, which will increase the
total assessed valuation by .$86,770, and
increase the total amount of revenue by
over $3000. With this additional sum.
many new roads can lie constructed :
throughout the country districts. The
matter has already been placed before
the Assessor of that County, who favors
it, and will assess the lands at $2.50 an
acre. Kven with this increase, the as- j
sessml valuation will lie lower thau that
in neighboring Counties in Oregon and

of any country when its salvation de
pended upon a lot of office seeking po
litical adventurers whose claim to states
manship rested alone on criticising the
work of better men and trying to delude
the people w ith promises impossible to
fulfill.
Ths total vote of Alabama in the re
cent election was 150,000. Alabama has
two United States Senators aud nine
members of the House of Representa
tives. According to the census returns
there must be some "government with
out the consent of the governed" in that
State.
Now that all the legationers and for
eigners are safe, of course it is possible
for some people to look back and see
how little cause there was for real alarm
at any time. The people who can look
back and see things are as plentiful as
ever, say the Chicago Inter Ocean.
Ths volume of money in the United
Slates, gold valuation, has increased
more than $100,OOU,OUO each year since
McKinley'a election. It is a financial
fact of the first magnitude and refutes
the silver argument heard most fre
quently four years ago.
The population of Greater Xew York,
as indicated by the count just given out
by the Census office is 3,437,202. - An
approximate estimate of the increase
since 181H) shows it to have been 37.9.
per cent.
Ma. Pettiokew expects to be re-elected
to the Senate, which is the hardest
thing that could be said of Sonth Da
kota. The prolnbilitv is that the State
will repudiate him with a resounding
