net taxable property in the state, as
shown by the summaries of lite assess
nient rolls supplied bv the various
county clerks, is HiO.lStf.Srst, and the
suite levy on that amount will raise a
total revenue of 57,7!2.13. Thia is a
slight decrease from the amount ol
revenue levied for last year, and a con
siderable decrease in the valuation of
the total taxable pmpertv of the state.
I .est year's levy provided a revenue of
,761,141 3y. being5 7'10 mills on a total
valuation of 1133,533,577. The decrease
in the valuation of property is JU.'-SO,-5i8,
and the decrease in the amount to
be raised by the levy is $3,359.24. The
decrease in valuation is principally in
Multnomah county, where the total tax
able property for IftW as compared to
that of lv.i is f 11,210.?.K) less, as a re
sult of which the outside counties will
be compelled to pay the difference re

The portion to be contributed to this
amount by Columbia county is $'j,lik.-M,
an increase of $1,180 over last Tear,
when Columbia paid 7,l58.43. Mult

As a result of there being no state
board to equalize the assessment of IS
Colombia county is paying over 21 mills
tax to the state this year on the in
creased valoation in the county over the
assessment of 1898. It costs Colombia
county this year over $756 to get along
without a state board of equalization,
when, while such a board was in exist
ence it did not cost Columbia county a
ingle toe to maintain it. .
Hereto tors presidential campaigns
have had a demoralizing effect upon the
business of the country, because of the
danger of the opposition party winning
and changing the laws governing the
industries of the country. But this
Tear the business men of the entire
Country are agreed that the campaign
will not affect business conditions;
which is conclusive proof that nobody
expects the opposition party to win this
year. No, the democrats will not be
able to even create a ripple upon the
smooth surface of politics and basinets
this year.
' Tax fact that the state tax levy has
been made higher than it was last year,
the amount of cash to be used at borne
for road improvement will be cut short
several hundred dollars. It is necessary
that some money be raised for road pur
poses, yet it is equally important that
the tax levy be no higher than it ha8
been in the past, If one will take the
trouble to compare the valuation of the
property in this state on the 1899 assess
nient as compared with that of 1898, it
will be seen that a reduction of over
$13,000,000 has resulted, and while the
state tax levy is higher, the amount of
money to be raised will be several thous
and dollars less than was raised in 1898.
Interest in the coming elections is
awakening. It is only a few weeks
until the primaries will be held and pol
iticians are figuring closely. In state
matters republican success is conceded
and the big fight will be within the re
pablican party. In this district Moody,
for congress will be renominated but
Tongue will have opposition. Brownell,
of Clackamas, has already announced
bis candidacy, but he will not secure the
nomination. Daly, of Benton, author
of the new school law, and Gatcb, of
Salem, both strong and able men, may
be in the field. 'o state officers are to
be elected thia year except one member
of the supreme court. Great attention
will be paid to the legislative candidates,
for Senator McBride's successor is to be
chosen next January.
The politician proposes but the logic
of events fixes the issue of political
campaigns. The paramount issue in
the campaign of 1900 will be trade ex
pansion and no amount of discussion
of other questions will be put to one
side. On that issue the republican
party has taken high and broad grounds.
The party has ever been the party of
progress. It has the wisdom to grasp
new ideas and the courage to accept
them and espouse them. It has never
attempted to bolster up a cause that the
people did not want. On the contrary,
the democratic party has been known as
the "against" party, because it has
never been able tc keep abreast of the
times and has always waited to Qnd out
which Bide of the policy the republican
party espoused before defining its posi
tion, and then it is found opposing any
thing the republican party supports.
On the policy of expansion there is no
doubt the majority of the people of the
country are iu sympathy with the views
of the republican party. Commerce is
the life blood of a nation. So long as
the tide of trade is flowing freely and
strongly, the people are happy and
prosperous. It is only when trade be
comes stagnant and the wheels of in
dustry cease to move that the people
become dissatisfied and resort to experi
ments to change their lot.

The local Institute conducted here last
Saturday by riuperintendent Copeland
was an occasion long to be remembered
by those fortunate enough to be in at
tendance. The several subject dis
cussed were handled in a masterly
manner, and indicated that while we
are removed from many advantage
accorded those ot more favored localities,
yet the work of education goes on in
such a manner as to assure a good edu
cation to all who will apply themselves,
even in our out-of-the-way" section, and
furnish additional proof that "our pub
lic schools give preparation for life," as
was the subject so well handled by Mr.
VanDvke. Many person from dis
tance were In attendance during the day
and when the session closed late in the
afternoon, the expressions ot satisfaction
that so profitable a meeting had resulted
were numerous. In the evening Mr. 8.
B. Kose entertained the friends and
visitors by a free stereoptican entertain
ment at the achoolhouse. The only
regret is that such meetings cannot be
more numerous.
