The third economy and reform bill
passed the senate Thursday afternoon
repealing the law creating the state
board of equalisation. Considerable
oratory was indulged in before the bill
was put on its final passage. It was
finally passed by a vete of 17 to 13.

in the house today was the passage ot a
bill abolishing the board ot stats rail
road commissioners. When the bill
oame up on final passage, after a sus
pension of rules, there were but four
absentees. The vote of those remain

held a Joint meeting, and, among oth-
era, listened to the oase ot the Salem
Orphans' Home, which asks for $5,000;
that of W. T. Wright, of Union, who
is out of pocket 35,OO0 and four years'
interest by reason of the hitch in the
Eastern Oregon asylum matter, and
that of John Hull, who wants relief to
the extent of nearly (10,000, being 10
per cent and interest for collecting the
state's pait ot the mortgage taxes from
Multnomah counnty in 1894, when he
was depnty district attorney. He al-
leges that he was employed by ex-Sec
retary of State McBride to assist the
attorney-general. The ways and means
committees expect to complete their
work early next week.
Michell of Wasco, in the senaie, and
Myers of Multnomah, in the house, in
troduced a bill authorising expieas com
panies to bring sheep into the state in
lots of not more than five animals each,
without having them inspected. The
object is to do away with the trouble
some and expensive requirements which
subjects even a single sheep to official
inspection. : Express companies do not
transport sheep to market or between
ranges, but handle chiefly the finest
animals ..designed for breeding pur
poses.
Flaggof Marion, Introduced in the
house a resolution calling npon the sec

supposed that snch an arrangement will
greatly improve the wretched acoustics

tory rate of interest at 6 per cent.

charter, which has passed the senate,

The charter now authorizes the council
to grant street railway franchises for a
period of years only.
Sherwin of Jackson, introduced in
the house a bill for an act to promote
the beet-sngar industry in this state br
paying a bounty of $1 per ton for all
sugar oeots narvested lor the purpose
of being manufactured into sugar, for a
period of six years. It carries the
emergency clause. .
Senator Porter's bill to amend the
code provides that in all cases where
service of summons is made by publica
tion, the defendant shall appear imme
lately on the completion of the notice
or judgment may be taken. It also
authorizes the county judge to grant an
order for service of summons in the ab
sence of the circuit judge. This is to
avoid tedious delays where terms of cir
cuit court are infrequent, and does not
pply to cases where personal service is
obtained.
Freeland of Morrow, introduced a
resolution asking the appointment of a
lomt committee to Investigate the best
means of improving the Columbia rivet
Celilo. The committee is to report
at the next session.

In the senate, Kuykendall's bill de-
ning the qualifications of voters at
school elections, which lacked one vote
of passing Friday, was brought forward
again as a new bill, by nnanimons eon
sent, and finally passed nnder suspen
sion ot the rules. The property quali
fication of the present bill is only
$100, which must stand on the assess
ment roll to the credit of the voter in
the regular assessment prior to tlit
election at which he or she is then
qualified to vota The new measure
also provides that in sohool districts
having less than 1.000 inhabitants, a
widow or male oitizen, otherwise qual
ified, may vote without the property
qualification, if he or she have chil
dren of school age in the district.
The committee on ways and means
reported back to the senate a joint res
olution authorising the secretary ol
state to turn over to the officers of the
Indian war veteran camps copies ot the
history of the Indian wars. The res
olution was adopted.
Mulkey offered an amendment to the
house joint : resolution providing for
the payment of $1.60 per day to reject
ed recruits by adding that the further
sum of $3 per month be paid to those
mastered into the serivce, and that
such payment continue until they are
mustered out. The amendment was
debated. , The resolution and amend
ment were referred to the committee
on judiciary.

Joseph Simon, the now United Status
onator from Oregon, was born in tier.
many In 1861. Tho family moved to
California when Joseph was but one
year old, and, aftet five years' residence
there, onuio to Oregon, in 1867. Since
that time Mr. Simon has continuously
resided in the city ot Portland. Ho
obtained his education in the public
schools of Portland. In 1873 ha wn
admitted to the bar, and Is now at
for many years past has been a men
ber of the law firm of Dolph, Mallory
ee Simon.
In 1877 Mr. , Simon was elected to
the city connoil of Portland, and served
as a couoilman for three years. In
1878 he was elected secretary of tho
Republican state central committee,
and managed the state campaign of
that year. In 1880, 1884 and 1886 he
was chosen chairman of the Republi
can Btate central committee of Oregon,
and had charge of the national and
state oampaigns of those years in Ore,
gon. In 1893 he was ohosen a delegate
to the Republican national convention,
which met at Minneapolis, and was
there selected as tho member of the
national committee for Oregon. In
1880, 1884, 1888, 1894 and 1898 Mr.
Simon was elected to the slate senate
from Multnomah county. Al the ex
piration of the present term, to which
lie has just been re-elected, he will
have served 30 years as a member of
that body. .
At the sessions of the state senate of
1889, 1891, 1896 and 1897, and th
special session of 1898, Mr. Simon was
chosen president of the senate, and,
the state having no lieutenant-gover
nor, he presided over the senate and
over the joint conventions of both
houses. .

persons, upon conviction thereof, shall
be punished by imprisonment in the
