It becomes- mora noticeable every day
that it is necessary (or the people at St
Helens to see to it that our town bas the in
let to onr market. We are situated in the
most accessabl place along the river, and
we mast furnish good highways for the
people to reach this point. Do not adhere
to the improbable theory that this cannot
be done. Furnish roads for people to com
bare over, then give them something to
oosua her (or. One is as necessary as the
other. To expend large sums of money for
roads to enable people to come here and
purchase dry goods, boots and shoe and
hardware. Is not sufficient. These neces
sary articles they ean purchase elsewhere
as well as here, and we are beginning to
find that out.
81 Helens should be made a market place
for the people who come here. People will
Ito to a town where they can receive the
largest share of the benefits; where they
ean, at all times, dispose of their products.
Purchasing and selling Inducements always
go hand in hand la building up a town.
An effort should be made to sscure (or
tab place one or more manufacturing plants.
The location la unsurpassed on the Colum
bia river, and Imported materials, if neces
sary, can be as cheaply transported to at
Helens as elsewhere on the river. In case
factory or two were in operation at this
plsce inducement would then offer to our
farmers to bring their produce here for dis
posal, and to aay that the aaoaey received
would be turned into other channels would
he repeating the first thought conveyed.
Transportation facilities to and from are
not excelled at any other point on the river,
and we believe the time is propitious In the
extreme for aoch a move to be made by the
eitfatens of our town. The water front of
onr little city is perfection itself In the mat
ter of sites for factories and the depth of
water here make it possible (or the largest
Teasels to find safety in lying at the wharves
which might be built, or lying at anchor In
the stream.
Just now th time I vastly more oppor
tune than has ever obtained for us to make
move in the direction of securing the lo
cation of a manufacturing plant of some
kind any kind it makea no difference
what it might be, its good result would be
at once noticed, and with the establishment
of such enterprises would naturally com
th improvement of our neighborisg high
way. A creamery, a sash and door fac
tory, a sawmill equipped with modern
machinery, a fruit cannery or a salmon
cannery, or all of tbem, could be profitably
operated at this point, and if we hope to
keep pace with the rapid strides of progress
witnessed at other places we must awake to
a sense of our duties and put forth out beet
efforts.
We have pursued th even tenor of our
way, depending upon circumstances to
build and develop us, and if we ar not
careful w will find ourselves at the rear ef
the hindmost part of the procession which
1 now inarching forward in a solid column,
reaching for business, offering Inducements,
and as a result is reaping it reward in an
increase of business and entero rises.
Th next few years will offer inducement
for cournercial advancement here in Co
lumbia county which rarely present them
selves, and w must be on tbe alert to take
advantage of every opportunity to forge
ahead. '
ROAD-MAKING.
Here is a little item about road-making,
says th Corvallla Union, air. Harding, the
road master of district number , has been
experimenting. One or two taxpayers In
his district did not car to work out their
time, so the supervisor hired men to do the
work. The first day the teams hired at $3
hauled five loads, the teams working out
their time hauling four loads. The super
visor, taking exceptions to this, finally In
duced the work-it-outs to haul the same
number of loads. Later the teams hired
offered to haul the gravel for fifty cent per
load, thus making six loads for a day's
labor, while tbe work-it-out plan would
give only four as usually managed, or at
best only five. And Mr. Hardinglasatisfied
that if be could let ttie whole work of bis
district to the lowest bidder the gravel could
be placed for forty cents per losd, a saving
of lt least fifty per cent, which isequlvolent
to making twice the amoual of roadbed for
tbe sams tax. This supervisor proposes
that all taxes be paid In money, and tbe
taxpayer be given the option of workingout
bis time at th rat tbe lowest bidder offers
to do the work, or paying in cash. Her Is
point for our legislators-elect. Something
must be done to improve our road laws.

of our climate escape your notice. Our
people are but little better understood. Tbe
pioneer men and women who, settled the
West were strong and rugged In health as
in character, f all of energy, courageous in
enterprise, thoughtful and ambitious. The
people of the West are bouad but little by
ancient prejudtcea. They look little to the
past rather to the present and th future.
They "prefer yourself to your ancestry,
They care little tor what you have been or
what you possess, but much (or what you
are and what yoa can do. In the West
honest work has never ceased to be honor
able. Wilh her ragged people the sweat of
labor is a kingly crown. Wealth and posi
tion earned by honest toil and laudable en
deavor la esteemed more than those ac
quired by tbe toil and effort of others.
in the coming century the great develop
ment of the Old World will be on the east
ern shore of Asia, so th greater growth
and development et the New World will be
on the shore of the Pacific. It will be in a
country of magnificent scenery, where the
tourist and the scientist find perpetual de
light, where the husbandman never culti
vates the soil or herds his flocks in vain,
where snowcapped mountains surpass ths
eagle in its flight, where the wealth of for
ests is inexhaustible, and the valleys ex
ceed in richness the golden sands of Africa;
where neither the strength or energy of
man, or beauty of woman, is destroyed by
winter's chilly blasts, or the fierce heat of
summer suns; where cyclones and sun
strokes alike ar unknown; where no lin
gering fevers wear out the life; where men
are brave and strong, and maidens fair, and
all instinct with life and health and happi
ness; where every breese color th cheek,
nerve the arm and clears the brain. It la
there, where in future years will be tbe cen
ter of wealth and commerce and power of
this government.
"As the Old World energies ar develop
ing and expanding in Asia, as new avenue
of trade and commerce are opened up
there, and in our own land 'Westward the
star of empire take it way,' the Pacific
ocean win rival the Atlantic in the number
of ships that plow its water. The white
wings of commerce to the West of as will
equal those of the East. Great ports where
oar immense productive interests find an
outlet great ports of export will be not
only on the Atlantic but on tbe Psctno.
They will be at San Francisco and at Port
land, and Tacoma and Seattle. We must
have room to expand and develop our en
ergieaanda market for our productions.
The Hawaiian islands must not be in tbe
possession of commercial rivals er powerful
enemies. Our opportunities have corue
now. This 1 the 'tide in tbe affairs' of our
nation, which, 'taken st Its flood, leads on
to fortune, and fame and wealth, and com
mercial power.' We must not let the op
portunity slip by os. W must six it and
improve it before it is too late. In every
harbor of the Phiilipina Islands, in every
port of Hawaii, upon the battlements o(
Porto Rico, and open vast fleets of com
mercial ships that traverse the wstsrs of
th Pacific, and throngb a Nicaragua canal
to be constructed by this government

P ARSONS ON POPULISTS.
Parsons, of th Alliance Herald, th Pen
dleton populist organ, says, speaking edi
torially of tbe late election :

county is a deal deader than a drowned rat.
The pitiful handful of middle of-the-roders
is all that remains of a strong organisation
which two year ago came within two hun
dred vote of carrying th county. Two
year hence it will not poll three hundred
vote. It day is over. If the pop
ulist had all turned out and voted tb
ticket straight w would have elected' the
entire ticket, but populist don't believe in
that sort of thing they prefer to "exercise"
what they fondly call their own "Judgment.1
And most of tbem have no more Judgment
than a razor-back swine with the blind stag
ger. "Judgment," forsooth I There is not
a lunatic In the asylum who has not as
much judgment as tbe average populist.
Ws've trained with that populist push for
six years and know whereof we speak.
On some political question tbe people
party is eminently correct. The Initiative
and referendum, the government ownership
of railroads and telegraphs, the abolition of
the national banking system, and the grad
uated Income tax, are good measures; but
they will neyer become law until advo
cated by some party of political intelligence,
instead of a disorganized mob of bewbisk-
ered Jeremiahs, who Imagine that the free
coinage of silver is a part of tbe fifteenth
amendment, and that steel rails ar full
legal tender for pie-bald pink postage
stamps at a ratio of 18 1 1. W have a few
a very few populists who are blessed
with moderate intelligence, hot tbe aver

lunatico lnquirendo would have a continu
ous session if it once began on the populist
party, for, certec, such a hungry sanhedrim

Hendrickson, Henry Lumijarvi. Zella and
Leila Jones, Andrew Mostola, and Wilbur
Pna. Tbe recitation. '-Have You Writ
ten a Letter to Mother," was very prettily
rendered by little fearl uwings, a visitor
from tbe Barr school. As a compliment to
her friend. Mrs. Wav. Miss Mrrtle Jones,
of Portland, whe at present is teaching the

present and sang several pieces. Her ren
dition of "The Star Spangled Banner'- was
exceptionsllv fine, and the encore that it

ments. Miss Jones, wbo is a pupil of Rose
Rloch. one of the Pacific coast s most noted
singers, baa already won a reputation as a

and the teacher. A befitting th lime
when our country is engaged in a foreign
war, the exercises were largely of a patri
otic nature and tke room was canasomeiy
decorated with tiara and the national colors.
Our common schools should be the nursery
of American patriotism, wherein our Dove
and girls are taught to love and honor their
country and to become law-abiding citizens.
That patriotism should be taught in our
schools is an imperative duty we owe to our
nnnntrv. when we remember that there are
hundreds of thousands of children ef for
eign parent wbo are largely dependent
npon the schools for their knowledge of onr
government, and (or the development of
that spirit of patriotism which will make
tbem loyal citizens of ths United States.
Our school will close on Friday of this week,
after one of tbe most successful terms in
it history. Mrs. S. S. Way has bad rare
success in bsndling her pupils. Tbe prog
ress made in tbeir studies bas been ex
tremely satisfactory. Both the board and
natrons hare onlv words of commendation
for ber. Tbeir only regret is that tbsy can
not secure her for tbe ensuing term, sb
being under previous contract to leacn in
St. Helens.
