UQOIDATING INDEBTEDNESS.
"Eternal vigilance i the price of
liberty," Mid an eminent writer. Eter
nal vigil. noe ia the road to suocees
also, says every man who ha prao-
tkied it. The county court ot Colum
bia county ha been practicing eter
nal vigilance for the past two or more
years, and a a result the county' in
debledness hat been rapidly decreas
ing. From the report of tt)e county
elerk rendered to the court at the
July. 1897, term it will be teen that
the amount of warrants redeemed
during the year ending July 1, 1897,
incloding the amount of money on
hand applicable to the payment of
outstanding warrants, exceeds the
amount issued during the same period
ia the sum of f 16,47.tQ, or ia ottier
words, the county's liabilities hare
been decreased in that uru during the

Am oust of fee collected by tbe
county clerk and paid over to
the treasurer during year. SSOOJiO
' It ia Indeed gratifying to tbe county
court to be able to make such a favor
able showing, and it ought also to be
aono the leas gratifying to the tax
payers that such a redaction in lia
bilities baa been made. The county
court, in tbe past three or four year,
has bad aa elephant on its hands in
the' Hastie and Meeker cases, from
which the county not only suffered
the) laws of the actual abertage, but
also has been subjected to very great
court expense in trying to recover
row the bondsmen which, it failed to
do. This bugbear has at last been
finally disposed of, and henceforward
the indebtedness of the county may
be expected to decrease, materially
from year to year until the last dollar
of outstanding warrants sro called in
and laid safely away in the clerk's
office, where it win not require an ex
pert accountant to compute the inter
est thereon.
la the way of economy the county
clerk's office has furnished no small
item, since coder tbe salary system
the fees collected by that official has
almost if not quite paid the running
expenses of the office, whereas under
the old system tbe clerk received all
the fees from outside sources in addi
tion to regular fees for county work.
It is not so with the sheriff's office for
the fees collected fall far short of pay
ing current expenees, though tbe ag
gregate expense of the office to tbe
county it not so great as under the
old system.
The county court is deserving of
the thanks of every taxpayer in tbe
county for the splendid shewing they
are able to report upon the finances of
tbe county. While the members of
that tribunal have been maligned and
abused day alter day and month after
month, they have gone steadily on
scrutinizing the minutest details of
county affairs, always endeavoring to
deal justly with tbe publie at every
turn and at tbe same time overlooking
no item from which the county treas
nry would suffer.
Mb. Bbyab" still draws the crowds,
as be did last year, but it is doubtful
if as tossy of his auditors believe in
. his financial doctrines now as did
then. He is looked at and listened to
by great multitudes, but if his mono
tary scheme were put to a vote again
! . ,1 ... . .... . ff.
wouiu receive less support man n
did last falL The world is discarding
silver as standard money, and H can
never be made so again by progressive
nations. Even since Mr. Bryan's de
feat Japan and Chile have gone to the
guld standard. Iff. Bryan's fluent
talk sounds quite well, but it won't
stand tbe test of close investigation.
As time goes on he will be able to de
lude a constantly decreasing number
of voters, Mr. Bryan is not a bad
fellow; probably he is sincere in hit
preaching; but the country will never
aocept hie theories on finance. In a
lew years men who now unnort him
will wonder bow thty could ever have
been led into such economio error.
