Populist paper now a-days are not
sayine very mui'li about Mia "rotten
ness" of the party of which Mr. Bryan
is the nominee. Perhaps-such asser
tions woujd cast an odium on Mr.
Bryan's populist running mate, Mr.
W atson.
Thkrk seems but one tiling for re
publican! to do this year, and that is
to tote for McKinley. Protection is
the only visible evidence of republl
canism, and is fully represented by
Mciuniey, consequently true protec
tiooists have but one alternative in
the premises.
Candidate Bryan says "it is imma
terial whether the sheepgrower re
ceives any benefit from a protective
taritt or not. Whether he does or
does not I am for free wool." It Is
reasonable to suppose also that he is
for free lumber, free hops, and free
trade in general. His speeches in
congress in support of the Wilson bill
are sufficient proof of this fact.
Tuibi is again a movement on foot
in this state to have the election law
so changed that state elections will be
held in November instead of June as
at present. This would save the state
the expense of the presidential elec
tion every four years, as the state and
national elections would be held on
. the same date, thereby making a large
saving to the people, besides the gen
eral falling off in business during an
extra campaign every four years. In
oar opinion this change in the consti
tution should be made solely in the in
terest of econony.
Gotishor Lord has declined to is
sue a writ authorizing a special elec
tion in Coos county (ur the purpose of
electing a representative to the legis
lature. At the June election the pop
ulist and democratic candidates re
ceived the same number of votes, and
consequently there was no choice.
The governor holds that it is substan
tially the duty of the sheriff of the
county, under section 2638 of the stat
utes, to call a special election, bnt
that this section is in conflict with
section ll, art.cie o of the constitu
tion, which provides for the filling of
vacancies in tee legislature by reason
of death, resignation, removal from
the state, etc. The governor declines
to issue the writ, and suggests that
the better way would be to bring the
natter to the attention of some tribu
nal that would be authorized to pass
on the validity of the law, and thus
determine the duties of the executive
in the premises.
Until the doctrine enunciated in
the demecratio platform at Chicago in
lsaz, all parties conceded the consti
tutional power .to levy tariff duties
with a view, not merely of raising rev
enue, bat of giving at least incidental
protection, while the republican party,
.iouowmg in the grand footprints with
which the legislative and administra
tive records of this country are dotted,
01 sucn men as Washington, Hamil
ton, Jefferson, Monroe, Jackson, Clay,
Webster, and other like men whose
names are immortal, has held and
still holds to the doctrine of the con
stitutional power to levy impost du
ties on foreign productions which
come into direct competition with
home productions and thus destroy
our industries and reduce the daily
pay roll of the wage workers of this
country, which are absolutely pro
hibitory in their nature and not in
tended or expected to raise a single
dollar of revenue. Senator Mitchell.
a ssloon of their own. Of course this
is only hearsay. Very little excite
merit is occasioned by the faot that a
railroad is actually being constructed
between the two largest cities in Ore
gon, but the work goes quietly for
ward and a complete line of road into
Astoria will be reality within the
next twelve months. To the people of
Astoria it matters little how the con
struction is conducted. What they
want is rail connection, with the out
side world, and they want it as quickly
as possible.

Si A sog come and seasons go, and
with them changes in the accustomed
conditions of weather take place. The
year 1896 has not been without its
peculiarities. Usually at this time of
year In this part of Oregon meteoro
logical conditions ara such that life is
made more or less burdensome from
tbe fact thtt depressing heat and
sraoke are prevalent. It can truly be
said that the summer season of the
jear 1896 has been an exceptionally
pleasant one, an inings being consid
ered. While there existed for many
weeks a feeling of uneasiness and dis
couragement among our farmers, it is
pleasing relief to know that there
now prevails encouraging conditions
among ine producing element. Sum
rner rains occurred, and the feeling of
luawurny nas oeen replaced by a
universal verdict that all conditions
are favorable to an increased yield of
all products. Not so much damage
as usual, either, will be occasioned
from forest fires, and all conditions
being carefully studied, evince the
iaci mat tne summer of 1896 has been
pleasant one.
Work on the Astoria railroad has
had very little effect on business along
the route. The contractors seem to
realize they have a monopoly of the
sitnation and propose to make the
best of it, which of course is all right,
but rather out of the usual order in
railroad building. The contractors
not only board their own men, but
also bsve their own stores, and in
order for a man to retain employment
it is said he is required to board at the
company boarding bouse and patron
ise tbe store. In addition to this a
rumor was current a few days ago that
the contractors contemplate starting
