Politics make strange bedfellow.
Just think of Bryan, who, according
to populist stump speakers, represents
on ol the rotten old parties, and Wat
son, who has been purified out of tha
same party, running on the same
ticket, both nominated by the pop
ulists, whose aypry query is; "Can
any good oome out' of either of the old
parties?" Indeed one may safely say
politic mnke strange bedfellows.
TBt way to get prosperity is to
proceed in a direction from which it
is reasonable to suppose prosperity will
come. That direction is not toward
Bryan, whose oratory rang out through
the halls of congress in support of the
Wilson-Gorman tariff law, a piece of
legislation that paralysed every single
industry in this country. Such is uot
the way to prosperity, and from such
source it will not come. The hand
writing on the wall is so plain that :
"he who runs may read.
The threat to destroy protection and
the actual destruction of it brought on
a panic most disastrous in its effects.
Capital and labor sustained a loss
amounting in the aggregate to billions
of dollars. II the destruction of pro
tection could work such an injury to
the country and its people, the resto
ration of protection ought certainly to
have the opposite effect. The manu
facturers, the merchants, the artisans
and the bankers, too, for that matter,
feel that prosperity can be restored
tinder the protective tariff policy, and
they will rote for the party which is
pledged to that policy.
Watson, Bryan's populist running
mate, is the congressman from Geor
gia who kept the 52nd congress in an
uproar by his attacks on Bryan, and
the two men are bitter enemies, and
have been. Here is an extract from
one of Watson's speeches, where be
had a little fan at Bryan's expense:
"On the other hand, we have our hand
some and brilliant friend from Ne
braska (Bryan,) who was put forward
as the 'darling' of the democratic side
of the bouse, the prettiest man in all
. the bnnch, and his entire speech,
which ranged from Tom Moore's poe
try to Joe Miller's jest book, was the
sum and substance of the old demo
cratic position on the tariff that 'We
will practice what is wrong, while we
Know what is right"
attentive, while Garfield exhorted the
people to respect the laws and observe
order. The imagery of the opening
seatence was taken by the speaker
fiom the Psalms, he having lightly
altered the phraseology to suit his pur,
poe, but its striking force, together
with that of the closing sentence of
the introduction canned this portion
to bo remembered, whila the remain
der of the speech has been forgotten.
Under the Wilwm-German law there
has been 93.000 tons of coal shipped
into the United Slates already this
year from British Columbia. Under
the Mi'Kinley Ihw British Columbia
coal wag pratically shut out of our
market, thereby enablingour own coal
miners to supply the demand and at
the same time furnishing employment
to hundreds of our owu people at liv
ing wages, who in turn consumed the
products ot oar farms, paying cash
therefor. Under the present law, how
ever, the amount of money paid for
this large amount of coal went to
British mine owners and from them to
the British farmer for his products.

Ths uneasiuess io financial circles
caused a depression in Columbia coun
ty warrants. They are now lower
thau for a year past, in fact the firms
ho have heretofore been handling
this county's paper hsve nearly all
stopped buying entirely. This is done
upon advice from their eastern corres
pondents who have been furnishing
the money. County warrants will in
all probability go much lower than at
present. This is not the only county
where a decrease is noticeable, in fact
a marked depreciation in this class of
security is noticeable all over the state.
The present unrest and uncertainty
in financial circles is the cause of the
depreciation in paper generally. Those
who have money are afraid to part
with it under the present unsettled
state of attain.
If the demoo ratio party can devise
no better means of raising revenue
than to paralyse home industries bv
making this country a purchaser in
stead of a producer of the goods used
by its people, then the democratic
party is not fit to deal with the prob
iem. Under republican protection
there was prosperity iu all our indus
tries, and the government got revenue
enough to pay its way, and continu
ously reduce the national debt. Ver
ily, the tariff is an issue, and the duty
of tha people is to prevent further ruin
by the free trade authors of disaster.

the direct guidance of an experienced
educator. Tbe salary tbat Mr. Miller
draws in thia new position is tbat
much money worse than thrown away,
for besides having an inexperienced
man at the head of tbe school, it ha
baen necessary thereby to add a new
chair to tha faculty at a salary of II,
500 a year to do tbe work of the presi
dent. This ia a stroke of economy (T)
which should be denounced by all
mends of education in tbe state. .
It seems a little singular tbat the
contractors are having so much diffi
culty in securing men to work on the
Astoria roilroad. The waees offered
are 11.50 per day, which is somewhat
lees than nas formerly been paid
lor railroad construction work, being
luuy up to tne standard oi these pros
perous lueveiana times. I tie price
offered compares favorably with other
prices, nd people who are idle and
really want to work should not look
further for employment.
Institute Resolutions.
Hav you ever heard a populist
denounce the two old parties aa being
rotten to tne core, composed oi boou

seen many pcpnliats. But how about
Mr. Bryan, the democratic nominee
whom the populists indorse for pres
ident! lias ne not been a democrat
all bis life, and in turn if tbe party to
which be belongs has been so corrupt
and rotton, bow can a populist swallow
so much rottenness at one gulp?
Again tbe populists at one turn of tbe
gam were wild to nominate Mr. Tel
ler, a life long republican who has
taken an active part in all tbe import'
ant legislation of the country for years,
dunng a time when all this alleged
rotten legislation nas been enacted.
Indeed they seem to have an especial
appetite (or rottenness, and hasten to
gobble up the very essense of tbat ar
ticle as fast ss it is squeezed out of the
two old parties. Where is the consist

Owi of the most remarkable ex
amples of the influence of one man
over a mob waa seen in the speech of
James A. Garfield, in front of the Mer
chants' Exchange, New York, on
April IS, 1865, the date of President
Lincoln's death. There waa great
publio excitement, tbe crowd waa de
manding vengeance on the one or two
newspapers that had given vent to
treasonable utterances, a couple of
men bad just been fatally assaulted in
the alreet for rejoicing in tbe assass-
inatioa of tbe president, and there
were indications of serious rioting. At
thia juncture, Garfield, then but little
known, stepped to tbe front, beckoned
silence and spoke : "Fellow-citizens
Clouds and darkness are round about
him. Ilia pavilion is dark waters and
thick clouds of the skies. Justice and
Judgement are tha -establishment of
is throne. Mercy and truth shall go
before hia face. God reigns and the
Government at Washington still lives."
Tbe crowd became instantly quiet and
Tbe following resolutions were adopted
by tbe Teachers' Institute at it last ses
sion:
1. Be it resolved that we, the teachers of
Columbia county, in institute assembled,
tender to the reception committee and to
tbe (rood people of St, Helens oar sincere
thank for their cordial welcome, for their
kindness in furnishing as tbe best accom
modations in their city; for their thorough
hospitality and for the interest they hare
shown in our work. We would not forget
to mention the special honor shown as bv
Mr. and Mrs. DiUard in inviting us to their
own boms and in entertaining us in a
manner so very acceptable. To our in
structor. Professor W. A. Wetzell, for but
able and earnest work, we wish to express
our highest appreciation. Among ethers
to whom we ewe, at least, an acknowledg
ment, are Superintendent Irwin, President
Campbell, Professor Hoadley, Professor
Strange and the Multnomah Quartette.
2. Believing tbat the work of teachers
becomes more effective as they broaden
their knowledge of methods, we would
recommend that tbe teachers of each vi

taught to both girls and boy in our public !
schools, and as one of the means toward
accomplishing this end, a flag should be
purchased by every school district in Co
lumbia county.
5. Resolved, that it is the teacher's doty
to try to awaken a desire in both pupils
snd parents for the possession of a school
library; and that all reasonable means be
used to belp secure tbe same by assisting
the school to give at least one public en
tertainment daring each term; tbe pro
ceed of the same to be used for said school
library.
6. Resolved, that we favor equal wages
for equal work done by teachers, and that
qualification and not sex, should be the
only basis on which wages should rest
