ENCOURAGE IMMIGRATION.
By the adoption of proper methods
and strict adherence to facts concern
ing the county the board of immigra
tion can accomplish a great deal in
the way of settling up the county.
Three or four year ago the tide of
emigration from the sections of the
eastern and middle states that bad
previously been coming to the Pacific
slope, turned southward, and the re
sult waa that many of tue toutnetn
states have increased in population
very rapidly of late years. The south
ern climate and custom, however,
have not proven what northern emi-
errant expected, and not only has the
tide of emigration been checked, in
deed, almost stopped entirely, to the
South, but many of thoee who went to
the southern states are now anxiously
inquiring about the Pacific North
west, while in the North and East the
general tendency once more is west
ward. It will also be remembered
that the class of people now seeking
homes in our state differ widely from
the class, generally speaking, that
came here a few years ago, inasmuch
as those who came then, or a large
per cent of them, were single men, or,
in other words, a floating population
seeking adventure and looking at the
country. This was immediately fol
lowing the completion of the transcon
tinental railroads, and as a natural re
sult a great many shiftless adventur
ers were turned loose in the Northwest
wbo bad neither money to invest or a
desire to till the soil.
Things have since changed ; there
are no more railroads building; no
boom towns to attract the reckless;
the floating population, of which the
Coxey array was principally made up,
have scattered to the four quarters of
the earth; sober reflection has taught
the people an object lesson, and we
now have a class of people seeking
homes among us who have families
and children to educate ; who are pre
pared to produce ss wU as consume
the products of the soil; who are of
the more sturdy class of people, will
ing to cut away our forests and build
bomes and to take part in the gen
eral development of the state and to
assist in advancing our tocial, moral
and financial standing. Let us offer
to such people every possible encour
agement, without misrepresentation,
to come into Columbia county and
take part ia its advancement.
Nxxt Tuesday is the day en which
the republican primaries are to be held
in the various precincts of the county
to select delegates to the county con
vention to be held a week later. In
order that the people may be repre
sented in the county convention by
representative men it is necessary that
the primaries be well attended, so that
the men elected as delegates may go
to the convention knowing well the
wishes and desires of those with whose
interests they are entrusted. Har
mony at the primary, followed by fair
dealing at the convention will mean
the success of the ticket, under ordi
nary, circumstances. On the other
band, unfair methods need in the se
lection of delegates, followed by trad
ing in the convention often results
in defeat at the polls. The man who
is placed on the republican ticket this
year as the satisfactory choice of the
convention will be elected by a hand
some majority; but let it be said here
that the candidate whose nomination
is secured by other than a fair and
open contest will find himself far short
of a majority when the votes have
been counted after the election. The
people are in no mood this year to
nave their rights bartered away, and
will resent such a condition at the
polls on the first day of June.
Only a few days ago the Oregonian
said any man wbo favored silver was
a populist. In the same paper last
Tuesday this' statement occurs: "In
a year from new, however the presi
dential election goes, the United States
senate is practically sure to be repub
lican." The Oregonian appears a lit
tle inconsistent upon this point,
since that paper has denominated ss
populists Senators Carter and Mantle
of Montana, Teller and Woolcott of
Colorado, Perkins of California, Hitch
ell of Oregon, Squire and Wilson of
Washington, Dubois and Shoup of
Idaho, and four senators from Wyom
ing and Utah. These were all elected
by the republicans and are still repub
licans notwithstanding the Oregon
ian's efforts to read them out of the
party. But if the above-named sena
tors are populists, as claimed by ths
Oregonian, then in order for the next
senate to be republican that party
must elect 21 senators from the solid
south, next year. The Oregonian's
statements are as inconsistent as they
are ridiculous along this line.
Thxbi are two ways to protect the
industries of America. One is to place
an import duty upon foreign goods
coming to our shores in competition
with those manufactured by our own
people., Another is for Americans to
be endowed with such a degree of pat
riotism and love of country and its in
stitutions that they will buy the prod
ucts of home industries in preference
to the same articles from abroad. The
idea ia too prevalent among our peo
ple that because a dress comes from
Paris or a suit of clothes from Han-.
Chester it in superior in quality to that
manufactured at home just because
it is "imported," you know. All good
citUeni first patronise their neighbor
in auything they have to tell, and
sboye all things American should
patronise the institutions of their own
country in preference to those abroad.

are in circulation, rat salaries seem
to be the principal inducement for as
piring to a city office, especially coun
oilman.
The steamer Thompson has been
placed on the Astoria route in place
nt the Potter, the latter having been
laid up for repairs before the summer
trade begins seaward.
Rev. C. N. Plowman, who haa been
absent from this county for three or
tour years, returned last week witn
his family and has again taken up his
abode ou bis place at Yankton.
Circular have been sent out by the
state superintendent urging that Arbor
Day, which occurs on the lO.h of April,
be observed with appropriate exercises
iq the public school of the slate.
According to newspaper 'reports the
long-drawn-out and intricate Oregon
Pacific railroad suit is in a fair way for
final settlement at the regular April
term of the circuit court at Corvallia.
Mrs. A. J. Conyers, of- Clatskanie,
was a passenger down on the Shaver
Monday morning. She had been at
the bedside of her sick daughter, ftlrs.
Chas. Heserve, at Oregon City, for the
past month.
A few friends were invited to the
home of Mr. and Mrs, W, H. Dolman
last Friday evening to partake of a
birthday dinner in honor of the izad
anniversary of the birth of Senator
MC Bride,
A woman in Heppner went to a
physician te get a prescription for ten'
der feet. He gave her a mixture con
taining two quarts of water, one table
spoonfull of bay rum and two table-
spoonfulls of amonia. He did not tell
her how to apply it, and she drank the
mixture in six doses. She says her
feet navn t felt tired since.
C. W. Herman, of the Rainier Re
view, waa in this city a short time last
Saturday reminding readers of the
"great family necessity" that it take
money to run a newspapper. How
well he succeeded ia only surmised by
those who met him during his stay
here. He returned the same evening
by steamer.

SPANISH SOLDIERS COLLIDE
Divisions Attack Each Other
by Mistake.
Outrages Perpetrated Upon Inno
cent Men, Women and Girls
by Spanish Soldiers.
Havana, March, 15. A terrible mistake
has resulted in ths kilting of a number of
Spanish soldiers by their fellow-Spaniards.
The battalion of 6u QuinUn waa ap
proaching the town of Cano, seven miles
from Havana, to save the buddings of a
burning plantation. The towu shortly be
fore that had been attacked by Insnrgenta,
and the garrison, without hailing the bat
talion, and taking them for insurgents, re
turned to a second attack and opened upon
thsm with volleys. The San Qulntiu bat
talion, on the other hand, mistook the gar
rison tor the Insurgents, and charged three
times with great determination, taking the
town. The blasts from the cornet and the
cries of "Viva Kspana," on ths part of the
San Quintin soldiers, were not sufficient to
put a stop to the fiahung on either side.
Before the mistake was discovered the San
Quintin battalion had lost twelve soldiers
killed and a captain, four lieutenants ana
27 soldiers wouaded.
This Episode was pointed to aa a proof
that the Spanish soldiers fight well if they
have occasion to do so.
The 8an Quintin battalion sustained
more loss in a few minutes than they
would have done in a great engagement
with the insurgents.
Antonio Maceo, Bandero and La Crete
attacked the town of Batabano Friday
night, and an obstinate fight ensued. The
garrison of the forts, consisting of 66 men,
made a heroic de'ense and two Spanish
gunboats in the neighboring waters assisted
by bombarding the insurgents. The ut
most efforts of the Spaniards, however, did
not avail to prevent the insurgents cap
turing the town. They had possession of
it for a time, and apon retreating in the di
rection of Pinar del Rio they burned the
greater part of the town. The insurgents
are reported to have sustained great loss.
Colonel Figuerro, with two squadrons,
Piuaro, Aguenilla and the battalion of
Valencia overtook the band of Pancho
Peru, numbering 500, at the Palmas plan
tation, and opening fire they charged. The
insurgents took flight, leaving six dead.
Enrique Macheo, a former insurgent
leader in the last war, and an officer of the
Santa Clara municipality, has Joined the
insurgents with six others.
Advices from Havana say that Colonel
Oalvis has routed the insurgents under
General Gomes, killing five. The Spanish
columns, it is reported, continue to press

Butchered by Spaniards.
Ntw Yokk, If arch 15. Dispatches from
Havana, sent via Key West, describe a
series of horrible massacres perpetrated by
Spanish soldiers.
March 10, in Havana precinct, six small
Cuban boys were met on the public road
by a detachment of Spanish infantry, wbo
shot and killed them. At Palmas de Pe-
droso the Spaniards shot fifteen noncom
batanta, among them being a man named
Perdome, a Cuban by birth, but a natural
ised citixen of the United States. Ten days
ago a detachment of Spanish troops en
tered the town of Artemisia. The women
of the town were violently treated and
many young girls were carried off to the
Spanish camp, where they were detained
overnight. Two of the girls committed
suicide the next day. The old men who
protested against the outrages were shot.
The correspondent in Havana sends de
tails of the massacre of six persons on the
Morales, or Dolores sugar estate, two miles
from Bainoa, and the serious wounding of
Dr. Jose Mannel Delgardo, sn American
citizen, by Spanish troops, under command
of General Melqoize.
