wealth owns itself, and presents a poor
field for the calamity orator.

000, and the French people subscribed
for it seventeen times over. Americans
can afford to do as well. Their na-
tional debt is but $14 per capita, while
that of France is 1 116.
TBS NATIONAL CONVENTIONS.
Cuba baa an area of 43,220 square
miles, of which about 43,000 are ap
parently in the bands of the insurg
ent. Under the circumstances it
might be unwise (or the Spanish gen
eral to adopt a policy of extermination

king of England are the sons of two
sisters, but this will not count for
much when the world has just wit
nessed the spectacle of a young em
peror shaking his saber at his grand
mother.
Japan has ordered tha largest bat
tleship in the world, and it will soon
be launched in England. It will be
paid for with Chinese money, which
illustrates the fact that a nation with
out warships must build them for
some other country.
Japar will invest the whole of the
200,000,000 taels of silver received from
China in battleships and coast forti
fications. The year 1895 opened quite
promisingly for the peace societies,
but the tide now is running strongly
in the opposite direction.
Ambassador Bayabd is likely to get
off with a mild censure so far as con
ajresa is concerned, but the "roast" that
he has received from the newspapers
will stand as the true expression of pop
ular sentiment with regard to his
abuse of his native country.
It is a eurious fact that while Great
Britain looks the world over for an
ally, Bussia has a choice of every
country in Europe and Asia, includ
ing Great Britain itself. Mr. Bull's
reputation as a partner is that he al
ways expects 100 per cent of the profits.
The first of the regular national
delegate conventions for Die nomina
tion of candidates for president and
vice president were held in 1831 and
1832, to put up candidates for the
election which took place in the latter
year. The Anti-Masonio party, the
first of the "third" parties which have
figured in national politics, was the
earliest organisation to adopt this
system. It made its nominations in a
convention which met in Baltimore
September 26, 1831. and put up Wil
liam Wirt for president. The great
parties of the day at once adopted the
system. In New York, Pennsylvania
and New Jersey at an earlier date the
term of this plan was seen in opera
Hon, but the system was not adopted
on a national scale until the cam
mien of 1832. Previous to that time
presidential nominations were made
by caucuses of the parties' member of
congress, by expressions of preierence
by the parties representatives in the
legislatures, or by common consent.

The Charleston convention of 1860
split sectionally without making a
nomination, and each faction after
ward put up a candidate in Baltimore,
Stephen A. Douglas being nominated
in the gathering in which the north
ern end of the party was predominant,
and John C. Breckinridge in the one
in which the southern element was in
control. This is why three national
conventions of the democratic party
appear in the table in lebU. Two con
ventions appear in "78, but the first was
a liberal republican gathering, which
nominated the ticket that the demo
crats two months later indorsed. The

tivate self-reliance and the arts of de
fense, as well a look to the Monroe
doctrine for a general guarantee of
their territorial right against foreign
invaders.
Edisoh's promise to take an invent
ive part in the next war of the United
State excite amusement among the
English paper, but all the same the
electric current, dynamite and sub
merged torpedo boat are almost cer
tain to make a new era in fighting be
tween leading nations.
Thb governor of Alaska report that
more than a hundred species of food
fish swarm in the water of the Terri
tory, and that the value of the salmon
prepared for market now exceeds 93,
000,000 a year. With proper regula
tion the supply of none of these fish
will be seriously reduced, and con
gress would be well occupied in giving
the matter attention.
When to Bhoot Bird.
Below will be found some nsetnl informa
tion in regard to the killing of geese, ducks
and other kinds of wild fowl:
"No person shall remove the eggs from
the nests of wild docks of any kind or any
other game birds or wild fowls, or have
them In possession.
"No person shall nse a sink box for shoot
ing ducks, geese, swan, etc, or any battery
or swivel gan.
"No person shall build or use any blind
or ether structure in any public water
more than 100 feet from the Bbore for the
purpose of shooting water fowls.
"No person after night, shall fire off any
gnn, or build any fire or flash any light or
born any illuminating snbstance on lake or
river margins, by the aid of which to shoot
water fowls.
"No person shall kill or have in posses
sion or offer for sale any wild swan or wild
duck between March IS and September 15.
"No person shall enter growing grain not
bis own for -hunting purposes nor permit
his dog to do so, without proper concent;
no person shall shoot upon or from the pub
lic highway.
Violation of the foregoing provisions are
declared to be misdemeanors and are pun
ishable by a fine of 25 to 1200 and costs, or
imprisonment in lieu thereof."
Thk government issued a call for a
popular loan of $100,000,000 a short
time ago to bo subscribed by the peo
ple ot tuis country, offering United
Slate bond u security. The bids
for the bond were opened last Wed
nesday, and the amount of the bonds
asked for was over five time the
amount required, thus showing that
confidence in this government still
bold good.
Thk official return of the elec
tion of last November in Mississippi,
which have jnst been published, show
that of the 266,049 males ef voting age
in the state, only 64,339 went to the
poll. Excluding- the 150,000 colored
citizens, who are mostly disfranchised
by the new constitution, there remain
110,000 whites, and only 45 per cent
of them voted. This goes to show, ap
parently, that since gunning for ne
groes has been done away with, the
white no longer take much interest
in politic.
Thk Clatakanie republican club has
adopted and forwarded resolutions to
Oregon' representatives in congress
urging them to use their efforts in se
curing an appropriation for improve
ment of the Clatekanie river. The
necessary appropriation in the aggre
gate would be small, but it would be
productive ot Urge results to that sec
tion of country tributary to Clatskanie.
Buch an appropriation ha been a
matter of urgent necessity for a long
time, and there is little doubt that the
amount required can be incorporated
in the river and harbors appropria
tion bill if an ernest effort is put forth
by Oregon's delegation in congress.
While the improvement of the Clats
kanie river has been very essential for
many years past, as time goes on and
the county becomes more thickly pop
ulated the demand for an adequate
outlet becomes of vastly more import
ance than ever before. It is safe to
aay there is not a river or harbor on
the coast that would produce greater
result for the money expended than
the improvement of the Clatakanie.

The bond bill, with its free coinage sub
stitute, was passed by the United Bute
senate last Saturday by a vote of 42 to 35,
thus giving a majority ot seven in the
senate for free silver.
Ths public interest in tho culmination of
the protracted struggle wss shown by
crowded galleries and a full attendance on
the floor, 77 senators being present, and the
others paired. Baron von Thielmann, tb
German ambassador, occupied a front seal
in the diplomatic gallery, showing keen in
terest in the final vote. Members of the
house crowded th chamber, filling availa
ble seats and standing room In th rear
and aids areas.
Every Western senator, except MoBrlde
of Oregon, either voted for or Was paired in
favor of the blU, and In all 31 out of tbs 44
republican senators supported th measure
on its final passage.
Ths full text of the substitute bill, as re
ported by the finance committee, and
passed 8atnrday, is:
That from and after th passage ot this
act, the mints of ths United Bute shall be
open to the coinage of silver, and there
shall be coined dollars at the weight of
412 H grains, Troy, of standard silver, nine-
tentbs fine, as provided by ths act ot Jan
uary 18, 1857, and upon the same terms and
subject to the limitations and provisions of
the law regulating ths coinage and legal
tender quality of gold, and whenever the
said coins herein provided for shall be re
ceived into the treasury, cerUBoate may be
issued thereon la the manner now provided
bylaw.
Sec 3. That ths secretary of th treas
ury shall coin into standard silver dollars
as soon as practicable, according to the
provisions of section 1 of this sot, from the
diver bullion purchased under authority of
the act of July 14, 1890, entitled 'An act di
recting the purchase of ailvtr bullion and
the issue of treasury notes thereon, and for
other purposes,' that portion ot said silver
bullion which represents ths seigniorage,
or profit to the government, to wit, the dif
ference between the cost of ths silver pur
chased under said act and its coinage value,
and said silver dollars so coined shall be
used in the payment of the current ex
penses of the government, and, for the pur
pose of making said seigniorage Immediate
ly available for use as money the secretary
of the treasury is hereby authorised and
directed to issue silver certificates against
it, as if it were already coined and in the
treasury.
"Sec S. That no national banknote shall
be hereafter issued tor a denomination less
than $10, and all notes of such banks now
outstanding of denominations less than
that sum shall be as rapidly as practicable
taken up, redeemed and canceled, and notes
of 110 and large denominations shall be is
sued in their stead under tbs direction of
the controller of the currency.
"Sec 4. That the secretary ot the treas
ury shall redeem the United States notes
commonly called greenbacks, and also the
treasury notes issued under the provisions
of the act of July 14, 1890, when presented
for redemption in standard silver dollars,
or in gold coin, using for redemption of said
notes either gold or silver coins, or both,
not at the option ot the holder, but exclu
sively at the option of the government, and
said notes, commonly called greenbacks,
when so redeemed, sball be reissued as pro
vided by the act of May 31, 1878."

At S o'clock p. m., the bridal party, led
by two little maids, Nora Little and Ethel
Wonderly, nieces of tbs bride, proceeded
down the stairway, through the hall and
parlors to the strains of a short wedding
march executed by Mrs. James Douglass,
and took their places beneath a prettily
decorated arch of Ivy and fern, from
which was suspended a beautiful bell of
chrysanthemums. Her they were joined
by Judge Doan, who read the marriage
service in a very impressive manner. The
bride looked very charming in a dress of
soft white goods, elaborately trimmed with
plain chiffon and ribbon and carried a bou
quet of English violets, wearing also a knot
of these flowers on her right shoulder snd
iu her bair. The little maids, gowned in
dainty dresses of white Swiss and carrying
bouquets of red carnations and smilsx,
looked particularly sweet and pretty. After
the ceiemony was over and the hearty con
gratulations of the guests were extended, a
picture was taken of ths bridal party as
they stood during tbs ceremony and of
the dining room, which was beauti
fully decorated with ivy, Oregon grape,
ferns and flowers. The newly married
couple then led the way to the dining room
where a table spread with snowy linen
draped with violets and center-phtce of
pink chrysanthemums, was almost hidden
by its load of good things to tempt the ap
petite of the inner man. Boon after this
the guests living near by took their depart
ure, but those from a distance remained
over night and a most enjoyable evening
was spent in singing and dancing. Later
on a tin-pan and cow-bell serenade was
tendered.
Miss Meserve is one of the most estima
ble and best known young ladies in this
section, she hsving been a teacher in the
public schools throughout the county for
several years snd her friends are found
wherever shs has been. Mr. Laugblinis
one of the most popular of Yamhill county's
young nstives and is an extensive farmer
and hop-grower of North Yamhill, where
be and his bride will hereafter reside, they
having left for their new home on Tuesdsy
of this week.
Among the relatives snd Intimate friend
present to witness the ceremony were: Dr.
and Mrs. J. W. Meserve, Mr. and Mrs. A.
B. Little, Mr. and Mrs. O. E. Wonderly,
