The "new woman," "bloomers," "the
wheeling Bin. "kuiokerbockera" sod

guation regarding the development of
bicycling among women will be sung

subject of jokes until we are daft. The
first minstrel snow to be given tins
season in Boston brialled with allu
sions to the bicycle-riding woman and
her attire, and there whs one song
"Since Hannah Learned to Kide the
Wheel 1" which foreshadows all man
ner of lvrio horrors to be heaped upon
us before summer conies again. It is
difficult to realise how swiftly this rage
lias taken possession of womankind
until one reflects that last season the
wheeling-woman was unknown in bur
lesque, taroe and comedy.
The Mibt is strongly of the belief
that if Columbia county citixeos would
confer and arrange for a display at
the Portland Exposition great benefit
would come from it. We wish to urge
the advisability of such action, and
will lend what assistance we can. We
have no hesitency in saying we believe
no county in the state could produce
a more attractive or Taxied display
than Columbia county. Our people
should take into considration the fact
that the Exposition will be visited by
thousands of people from all parts of
the country, and a display of our prod
ucts there would be of incalculable
benefit. Let the county court com
mission three or five energetic citizens
to see that this county is properly
represented at the Portland Exposition.
Every variety of agricultural product
peculiar to the Northwest is success
fully raised here, and it is most surety
not the proper thing for Columbia
county to be behind other counties in
the state in making known what can
be so successfully produced by us.
Thk opening of the direct road from
Scappoose to the Nehalem valley is a
matter of considerable importance.
When completed, if ever, it Will mater
ially reduce the distance between that
valley and this place, and will bring a
great amount of trade to this county
which now goes out to Washington
county, and it would prove itself to be
a very practicable route. The road is
partly opened, we understand, on the
Nehalem end, and the rest of the way
is of easy construction, following, as it
would, the low ridges down the Scap
poose, and connecting at Scappoose
station, with the main county road
from this place. To open this road
will require considerable work, to be
sure, but we believe the benefit de
rived will more than doubly repay for
its cost in a short time. By this route
several miles of distance will be saved
and several hundred feet of elevation.
The course is almost a direct line, and
the road will follow a comparatively
low ridge almost the entire distance.
The advantages to this part of the
county by this road are alike to Neha
lem valley and are sufficient to war
rant its construction, and to incite the
people to take action, or even to
take hold and build it immediately.
The speeches of Congressman Clark,
of Missouri, who is now makiug a tour
of the Pacific Northwest, in which he
decries especially the improvement of
the Columbia river by government ap
propriations will have little or no ef
fect upon congress except it be to de
preciate the author s valor among
members t that body. Nor will his
utterances shke in any considerable
degree the confidence now held in
commercial circles that river and har
bor improvements will be carried
forward in future as in the past. Mr.
Clark presumes that he, though neyer
before having been in congress, will
be given a place on the rivers and
harbors committee, and with this vain
hope in view, n. doubt over-estimates
his ability to control the appropria
tions asked of congress for the im- j
provement of waterways. The gentle-
man will doubtless be brought to the
stern realization before congress is la
session very long that the committee
appointment "be longed lor never
came." It might be predicted that
thu brand new congressman from Mis
souri is just a little fresh and reckons
without his host. When be "stacks"
himself up alongside of men who have
had years of experience in framing
laws he may be taught that the future
improvement of rivers and harbors
does not rest entirely upon bis shoul
ders. Congressmen, as well as others,
to use a coined phrase, too often pick
themselves betore they are ripe.
Several prominent business men of
the county were in conversation a le
days ago discussing, among other
things, the road question. One gen
lleman advanced the ides, which was
concurred in by the others, that the
only way Columbia county would ever
acquire good roads was to begin by
building each year a certain amount
of road and make it permanent. No
matter if no more than one mile was
built in one year, make that mile sub
stantial. The idea is a good one, and
if put into execution, we believe, would
result satisfactory. The concensus of
opinion among the gentlemen was
that it would be profitable to buy a
rock crusher and macadamize what
ever road was built. There is an
abundance of stone in the county for
this purpose and at no point would it
he necessary to haul a great distance.
tThis conversation was bad with spec-
ial reference to roads leading into the
Nehalem valley, from which the Co
lumbia river was the natural outlet,
but owing to the bad thoroughfares a
large part, in fact the principal traffic,
goes out through Washington county ;
on the south, and a large part into
Clatsop county on the west. This
proposition has been discussed more
or less for several years, but like many
other new methods, while all or nearly
all agree that it is practicable, it is slow
to develop. However, it is not among
the possibilities thai this method of
rosdmakiug will not be adopted in the
near future.

Business Transacted at the Iterular
September Term.
Be it remembered that at a regular
session of the County court of the state
of Oregon, for the county of Columbia,
begun and held at the county court
house, in St. Helens, on Wednesday,
September 4th, 45911, that being the
Wednesday alter tne nrei nionuny in
said month, and the time fixed by law
for holding a reeular session of said
court ; present, Hon. Dean Blanchard,
i ridge; 8. G. Schoonover and r. a.
f rakes, commissioners; Judson Weed,
clerk ; C. F. Doan, sheriff.
Due proclamation being made the
following proceedings were had:
In the matter of the resignation of
Chatman Monroe, as supervisor of
road district No. 24. Chatman Mon
roe files his reDortassuDorvisorof road
district No. 24, and asks that he be al
lowed to resign as such supervisor and
that a successor be appointed to fill
out the unexpired term of office. Be
port approved and resignation ac
cepted, and P. O. Marks appointed to
till out the unexpired term.
In the matter of the appointment oi
justice of the peace for Soappoose pro
duct. It appearing that there is
no legally qualified and acting lattice
of the peace for Soappoose precinct, it
was ordered that A. D. Holaday, jr., be
appointed to serve until his successor
shall be elected and qualify.
In the matter of remission 01 tax oi
Muckle A Tedford. It appearing that
the assessment of Muckle A Tedford
for the year 1894 is excessive, it is or
dered that there be remitted 126, and
the sheriff have credit for the same.
In the matter of the assessment ol
property of the Oregon Jt California
Railroad Co. The court sitting as a
board of equalisation, comes George
H. Andrews, the secretary Ot said com
pany, and asks that the valuation of
lands assessed, to said company be re
duced, and the court not being suffi
ciently advised in the matter, it was
ordered that September 24th be fixed
for considering the matter oi the equal
ization of the assessment roll for the
year 1895.
In the mattet of the petition ot a.
D. Holaday and others for a county
road. Petition granted, and A. I).
Holaday. W. T. Watts and U. S. Ad
ams appointed viewers, and W. N. Me-
serve surveyor, to meet at the residence
of C. H. Sierks on September 16, 1895.
In the matter of petition of Johu
H. Adams and others for county road.
Petition granted, and Thos. Solomon,
K. Sesseman and E. Uoberts appointed
viewers, and W. N. Meeerve surveyor,
to meet at the residence of John H.
Adams on September 26, 1895.
In the matter of viewers' report on
J. W. Foster road. Report read sec

Ballard road. Report continued for
the term.
In the matter of the bounty on
scalps. It was ordered that a previous
order allowing a bounty on scalps ot
wild animals be vacated from this oste.
Judge Blanchard and Commissioner
Frakes voting to vacate the order and
Commissioner Schoonover voting to
retain the bounty.
In the matter of the tax levy for the
year 1895. This matter coming on to
be heard, it was ordered that the mat
ter be continued for the term.
In the matter of the settlement with
the various county officers. The ac
counts of the county clerk, sheriff and
treasurer were examined, iound to be
correct and approved.

THE CENSUS COMPLETE.
Colombia County's Population, and
the Production of Last If ear.
After many months of hard labor the
assessors of this county have completed the
census enumeration, and now we are able
to furnish our readers with the compute
figures. The work was necessarily made
tedious by the tact that the assessment of
the county was made at the same time.
Mr. White and his deputy, Mr. Barnes,
have not slighted the work in any way, and
if the blanks furnished by ths stats for such
purpose had been arranged so as to allow
of enumerating less important articles, such
as beef, chickens, eggs, etc, we would have
been able to tell exactly the output of the
county for the year 1884 in every detail.
The following are the figures taken from
the census book in the assessor's office, and
include population and production :

Palm & Company keep crowded to get
lumber sawed fast enough to supply the de-
mana.
Mrs. Phil Stout, of Ilwaco, made her par
ents a brief visit, leaving again ou Monday
evening.
C. Loverren was a nassenirer on the oat-
going steamer Monday evening, bound for
1'ortiana.
W. E. Conyers has bean supplying roast
ing ears of a very excellent quality. They
can be found at the store.
Mrs. S. Lindgren passed through town
last week on ner return from rortiana
where she made a brief visit.
Miss Gertie Badger arrived Monday from
the Nehalem valley. She will probably
apena some unit at ner nome near mis city
Frank Merrill and others are getting
things in shape to locate the co-operative
sawmill near iseaver, on Harvey uienn
place.
Some voting folks gathered at the resi
dence of Mr. and Mrs. W. H. Conyers on
Monday evening for a so-called surprise
pany.
It is interesting to visit the shingls mill
and see the double-action process of mak
ing shingles. Every one is busy when the
mm is going.
We thought we noted the visage of J. R,
Beeele. of The Mist, on our streets Mon
day, and learned that he waa on bis wsy to
ztenaiem vaney.
Onr veteran farmers, O. J. Bryant and
wife, were in town Monday doinai some
shopping. They are supplying some excel
lent jrmt ror market.
A photographer's scow is another addi
tion as well as attraction. The usual ssm
pie pictures were swung to the breese and

G. F. Lindgren, of Mist, was in town last
Monday with his young daughter, on their
way to Portland. He expects to leave his
daughter there to attend school this winter.
Mrs. J. T. Johnson was bronght home
last Friday from jucfteeley s, where she
has been since the injury received in being
thrown from a horse. She is imnrovintr.
but is very much disabled by the injuries
