taxation, thus expending large sum

there are many, upon which patent is
issued, at once yield a revenue to the
county. The tame may be said of
older property which has long since
been deeded. Increased improvement
upon all holdings increases the valua
tion and consequently increases the
amount of revenue derived therefrom.
Hence with due caution in the man
agement of county affair there seems
no good reason why the amount of
outstanding warrants should not be
decreased annually until the entire in
debtedness of the couuty is wiped out.

one, (wo of perhaps three years, but it
can or otight to be done in a few years
at most.

TBt NICARAGUA CANAL
While in Ban Francisco a few days
go Senator Mitchell was interviewed
by the Chronicle. Among other thiugs
be expressed the opinion that the next
congress would pass a bill providing
for the construction of the Nicaragua
canal, tinder the control of the United
States, and cited the fact that th com
pletion of the canal would bring the
wheat and other prod acts of the Paci
lio coast ten thousand mile nearer the
Liverpool market, which i our recog
nized wheat market. It will be re
membered that largely through Sena
tor Mitchell's effort the bill for the
construction of the Nicaragua canal
was passed by the senate during the!
latter part of the last congress, but was
not again heard of after it reached the
house. However, the more the canal
proposition is studied the stronger be
comes the sentiment in favor of gov
ernment appropriations for it con
struction, and the more thoroughly
people who have, heretofore given the
matter little thought, become con
vinced Of its great importance. Though
it would take several year to com
plete the work if begun at once, the
fact of it assured construction would
greatly stimulate business in all chan
nels at present, Aside horn the res
toration of a substantial specific duty
no the prod nets of this country, the
Kicaragrja canal bill is probably the
most important measure that will be
taken up by the next congress, and
Benator Mitchell will undoubtedly be
one of the most conspicuous figure
on tbe floor of the senate advocating
its passage.

spicuous ones are Reed of Maine, Al
lison of Iowa, McKinley of tMio,- Mor

seems pretty welt divided rt this time.
While aH of these yrttlemou favor a
high protective tariff, by tbe more en
tutwinstiu protectronibt McKinley is
regarded as the more preferable, be
cause, perhaps, of the fact that his po
sition on that important question is
more familiHr to- all clause of people.
The question a. to whether or not the
tariff is the policy from whielv the
country looks for future prosperity,
would be definitely settled by the nom
ination' of McKinley. Slioultf he be

next national convention, and be suc
cessful in tlte electron, H would be
proof positive llrat the protective sys
tern is paramount to all other issues,
and is desired by the American people.
Contracts for the construction of
the Astoria railroad were signed last
week, the eon tractors beiug Corey
Bros., of Salt Lake, and according to
reports sent out immediately after the
signing of the contracts, actual grad
ing was to have commenced at Tongue
Point Monday last. We have not beeu
informed since whether work did really
commence as stated, but presume it
did. It is hard to convince tome peo
ple that the Astoria road will be built,
but as the links in the chain of evi
dence are welded together person who
heretofore scouted the idea of a rail
road to Astoria now frankly admit
that the project looks favorable, and
some are even sanguiue of the ulti
mate success of the undertaking. Not
withstanding lack of confidence ex
pressed by mauy, al! are agreed that
the buildiug of the road means a gretl
deal to the strip of country through
wnicn it passes.
EASTERN AND WESTERN FARMING.
The census figures show that Lan
caster county, Pa., is the leading coun
ty in the United States in the value of
it agricultural products, the total be
ing $7,657,790. Next comes St. Law
rence county, H. Y with $6,054,160;
then Chester county, Pa., with $5,863,-
800; then Worcester county, Mass.,
with $9,489,430, and then Buck' conn
ty; ra., o.uim. it will surprise
the general reader to learn that the
lite counties ranking highest in this
respect are not in tbe great agricul
tural empire of the West, but in the
manufacturing region of the East,
three of tbem in one state. This cer
tainly does not indicate that tbe pro
tection tariff under which tbe manu
facturing industries of the country
have been established has proved det
rimental to the farmers. The fact is
that such industries have provided an
enlarged market for farm products,
and thus made agriculture more prof
itable, and increased tbe value of lands
used for that purpose. There are many
drawbacks to farming in the East, but
tbe advantages of being close to a
good market are sufficient to over
come them and to insure success
where it would otherwise be practical
ly impossible.
It is not to this fact alone, however
that the prosperity of the Eastern
farmers is attributable. They man
age their affair in a different way
from that which i followed in the
West. Their farms are comparatively
small, as a rule, and they cultivate
them thoroughly, thereby Obtaining
the best results. Then the are also
economical and careful to utilize every
thing that they produce, whereas the
Western farmers, generally speaking,
waste almost as much as they save,
because of their larger farms, and the
loose meljiods that come from trying
to accomplish too much. A good deal
of this waste is unavoidable, of coarse,
since 1,1)8 great staples must be exten
sively raised in order to yield a satis
factory return; but it might be mater
ially reduced by the adoptinn of a
butter system of farming. . The aver
age Western farmer is at a'disadvant
ii ge, further more, by reason of his ob-
titinale reliance upon a single crop.

not see how much better it would be

WESTERN OREGON.

will be little threshing to be done after the

Peaches and pears are ripening rapidly.
The weather is moderately favorable to
them, yet a greater amount ot sunshine
would be beneficial. Prunes are ripening.

Owing to the long period of dry weather
toe grass has dried up, more so than usual,
and as a result tbe dairy interests are af
fected quite materially. Several corres
