F. At j . ...a for senatorial honor.
THinextkgWUuira should not spend
o much time in making laws, Ml
trimmiitfr up thustt already in exist'
nce. The pruning knife, could
successfully used on man laws now
on the statute books.
Thi republicans of California in
state coven tion lost week nominated
M. M. Estee for governor upon a free
silver and woman sunmge platform
It must take the news a long time to
travnl from Oregon to California,
With the nervous temperament of
tbe French people it is hard to pre
dict what the outcome of President
Carnot's death will be. There ii al
ready bad blood existing between
France and Italy, and this may result
in difficulty between the two powers,
It has been suggested that the only
way Governor fen noyer will ever
reach the United States senate is
organise a company of wealers and
march upon Washington. Why not
oncaniie the band of cut-lhroats he
turned out of the penitentiary a few
day a ago to act as an escort.
THAT times are bard and money
scarce cannot be disputed. But if. in
tead of persistently complaining, the
people who most feel the depression
would save their spare cash instead of
pending it going about from place to
lilac seilatiug, and encouraging idle
nesa, their wants might be, at least,
partially supplied. .
Orboom has outlived its present con
Utuliou and should have a new one.
There are many things embodied in
our constitution which were appropri
ate for tbe state when that documen
was framed that are not practicable at
tbe present time. There is but one
way to remedy the evil and that is by
a constitutional convention, which we
believe should be authorised at an
"early date.
Thi assassination of President Car
not, at Lynns. France, on Sunday
evening, leads to somewhat refresh in
tbe minds . 01 . Americans that thi
country baa suffered tbe same dis
grace twice wiltira the past thirty
year. It also simulates precaution
against the more vicious classes of
people bordering npon anarchy, abroad
in our land. As has already been
aid there is but one way to handle
red-handed assassins, and instead ol
calling a physician to pass npon their
aaaity, he should be called only for
the purpose of holding a post mortem
examination upon their worthless car
casses. The insanity dodge has been
worn threadbare Jong ago. lnela
against carrying concealed weapon
is very strict in France, yet, notwith
landing the law, there,' as well as in
the United Slates, cold-blooded mur
ders are committed frequently, and
upon persons well guarded, and the
courts are asked to allow tbe culprits
to go unpunished upon a plea of in-
aamty. ; -
Ttebk is one occasion to take place
In a few days, the commemoration of
American In Jepeodence.which will not
be partisan. On that occasion no pol
itic is known 1 except Americanism .
The loyal people of this great country
can mingle t etber rejoicing in the
triumph achieved by our forefathers
and propagated by their descendants
The mention of the Fourth of July
kindles anew in tbe hearts of Amen
cans loyal patriotism and develops
qualities for ' American citizenship.
The framers of the Declaration of In
dependence little thought one hun
dred and eighteen years ago that this
year its existence would be celebrated
by sixty-five millions of people. How
true it is that then they "builded
wiser than they knew." No fond im
agination could have fostered tbe
lightest hopea of what was to be tbe
result of tbe foundation which they
were at that time laying. But tbe re
sult was seen by all nations, tongue
and kindred of the world, and today
as a result of bravery and patriotism
of those wise heads America rejoices
in the grandest nation in the woild.
Next Wednesday should be the proud
est day in tbe life of every American
citizen.
Thi experience of the country in
the re-election of presidents has not
been very satisfactory. It has gf ner
, ally, if not invariably, turned out that
the man thus honored ha failed to do
as well during his second term as he
did during hi first. The cae,oJ Cleve
land is one directly and 'suggestively
in point. Hi first term gave him a
hold npon his party and the country,
that ha wa able to retain after a de
feat in tbe next election ; and he was
nominated a third time in accordance
with the prevailing opinion that be
waa the strongest man for a candidate
and the one who would make the best
president. Tbe feeling with regard
to bim today on the part of those who
nominated and elected him is one of
disappointment and antagonism. . His
second administration has been a mis
fortune to his party. . He- has re
pudiated its platform and conspired
with its enemies to defeat its purpose.
. In all important respect, he has been
a law unto himself, regardless of the
- consequence to the political element
which be 1 supposed to represent.
Hi course, in short, has been that of
a man realizing that another term is
out of tbe question, and therefore Uk
ing no pain to please bis party and
- increase bis popularity. So long a
. the hope of re election inspired bim,
be was devoted to his-duties, and en
deavored to win pnblie favor; but now
that such an incentive .is absent,, he
appears to have adopted a different
policy. There can be no doubt as to
the wholesome influence of the hope
of a second term upon a president of
any party; and it is equally true (bat
when tbe second term' is obtained its
tiled is apt to be of a contrary nature.
Thb question a to what property
should aud what should not be taxed
i causing no end of discussion at the
present time. We fail to see why any
evidence of wealth, unless appropria
ted entirely to the public, should not
bear it )ual proportion of the burdens
of taxation. Churches, sectarian
schools and univereitieR, which are in
existence a a business investment for
time particular denomination should
be taxed as well as a corporation or
ganized for transportation, lioth are
in a sense conducive of the public
welfare, yet both are wealth producing
enterprises, enjnyed only by thoee who
can afford to patronise them. The
privilege of exemption placed-"upon
church property (the church edifice
itself being excepted) has been abused
by the churches purchasing and own
ing outside real estate for rent a an
investment and claiming exemption
from taxation on it as belonging to the
church. In the state of Oregon and
in every state there are millions of
d'.llurs worth of property not paying
lax under !) eiiise of this kind of
exemption. We believe the system is
wrong. It may be right to exempt
the edifice itself but nothing farther.
