A very diffident young man, whoisstrug-

When the family awoke the next morn

Burglars had invaded tbe bouse during the

diffident young man was awakened by the

The Dog Cot A way.
The dogs of. Paris are giving good
deal of trouble to the police as well as to
their owners, who scarcely dare let
them go ont of their sight lest they
should be pounced upon and taken off
to the Fouriere to be forthwith destroyed.
There can be no question that in tbe
very hot weather stray dogs constitute
certain danger. It appears, however.
from all that is said on the subject,
that the new police regulations concern
ing dogs are rather heedlessly severe,
the consequence being frequent colli
sions between dog owners and the police.
The other day, for instance, an almost
serious scuffle occurred in Paris,
cans of which was a dog. The animal
was mowed by

and was at ones "arrested," if the ex
pression may be used. ' -- -
A troman claimed the animal as her
property in presence of a crowd of COO
people. Tbe affair took such a lively
turn that the police offcers were com
pelled to draw their sword bayonets in
their own defense. The upshot of the
matter was that one of the officers was
rather severely injured, and that had it
not been for the arrival of a party of
constables on the scene it is probable
there wonld hare been serious fighting.

and the sunniest of golden "fringes."
Indeed, the fair curls escaping from the
old fashioned "granny bonnet" were of

However, it was the dress which at
tracted and held your attention, for the
little cavalier was in full Scottish dress,
with hose and kilt of the gayest tartan,
the latter rolled down to show a glimpse
of dimpled and aunbrowned sturdy
knees. The coat was of black velvet,
the bonnet of hunter's green, and the
plaidie thrown over his shoulder, which
was to be thrown down over tbe sand in
a coach for the little maid, had tbe color
of the autumn moors in its checkings.
And the tiny lady wore a coat of the
dull soft green that lichens show, with
a brocade of darker greens and paler
grays. This coat was laid in deep tuck
about the edge, and had huge mutton
leg sleeves tucked to the elbow, the
whole finished with yoke of Irish

TH8 NEW CHINESE BILL.
The photograph' Frovltloa and the Decla
ration Concerning Merchants.
The annate of the United States on the
day before its adjournment passed the
act for the amendment of the Ueary ex
clusion law precisely as It came from
the house, lu view of this decision and
of the overwhelming majority which the
measure had received in the house,
must stand as the matured expression of
the judgment of the representatives of
the American people as a whole.
It is rather noteworthy that while the
period of extension granted to the Chi
nese for registration is six months after
the enactment of this new law, the time
will expire during the first week of next
May, or alimwt exactly one year after
the period fixed in the original ueary
act. That year will have taught nine
to our Mongolian fellow residents, aud
they may be expected to avail themselves
almost to a man of the privilege now ac
corded by congress.
The new law requires of the applicant
a photograph, and this provision has
sometimes been stigmatized as import
ing rogues' gallery methods Into Its ex
ecution. This criticism is not sound
Many railroads, as was pointed out in
the house debate, in giving their most
favored customers the privilege of what
are known as 1,000 mile tickets for a low
er price than ordinary mileage rates, re
quire that upon such a ticket shall be
placed uot only the purchaser's unme,
but bis photograph. In order that no
body else may tine it. Most of those
persons who had season tickets of free
admission to the Chicago fair were in
like manner obliged to attach their pho
tographs to the tickets. In these and
similar cases the purpose is not humilia
tion, but identification, so that privileges
grunted may not lie misused by persona
who come wrongly into possession of
them. That is exactly the case with the
Chinese, aud there is nothing else in the
requirement of a photograph for the cer
tificate of protection.
Another important new feature of ths
amendment act is that which defines the
word "merchant," as used in the Geary
law. No one can question that it is bet
ter to have a precise description of what
is intended by this term than that it
should be left to conjectural interpreta
tion outside of the lawmaking power.
A merchant is now declared to be, fir
the purpose of this act, "a person en
gaged in buying and selling merchandise
at a fixed place of business, which busi
ness is conducted iu his name, and who,
during the time he claims to be engaged
as a merchant, does pot eugsge in the
performance of any manual labor, ex
cept such as is necessary in tne conduct
of bis business as such merchant." This
does not appear to bean unjust definition,
or one unduly strained for the purpose of
excluding persons from the status of
merchants who are fairly entitled to it
Cut however that may be, the words
thus nsed in tbe amended act are direct
ly drawn from similar definitions, either
in preceding Chinese exclusion acts or
in existing treasury decisions interpret
ing those acts and establishing rules for
their execution. New York Sun.
