CHSAP MACADAM.
In a recent edition of this paper we
devoted considerable space to the sub
ject of macadam roads, and the bene
Ills to be derived by establishing them
ill this county. We do not undertak
to nay I hat these roads are the chenp
est in point of actual construction, but
. wu do maintain that they are by far
the most sntUIactory and economical
lor tins county to build. The exper
ience of road building in this county
lias been, and will continue to be.
identical with that of other counties
in our state, especially that part of it
lying west of the Cascade range.where
much rain prevails, and this exper
ience has been that earth roads are
out of the question altogether, and
that planked roads are not satisfactory
for two reu8ans-7first, they are not
sufficiently durable for continuous
heavy traffic, aud secondly they are
too sjippery ii) suowy or frosty weather
for mountain roads. None of these
charges can be made against macadam
however, and the weight of argument
is, therefore, largely in their favor.
As above stated, we advocate mac
adam roads, and in the article referred
to we recommended the coqnty to
purchase stone-crushers for tbe manu
facture of its own macadarn. We have
since devoted some pains to. the col
lection of tacts as to tbe cost aud c
pftcity of these machines, also the re
sults to be obtained from a day's rnn
and the average cost P operating
them. We find that a crusher, such
ns is used by Messrs. Burke & Cbap-
tiwn of this place4 can, be purchased
at a cost of $500, and that iu a ten
hours' run it will crush 125 yards of
roc suitable for use on county roads.
'ba average operating expenses of the
plant, we are assured, will not he more
than ten cents per yard, and 125 yards
of rock will macadamize 375 lineal feet
of road, six inches deep, and sixteen
fuel wide. These results recommend
themselves without farther argument,
Another phase of this matter is the
question of road taxes. We are con
firmed in the opinion that this county
should collect road taxes in cash and
put tbe fund thus created at the dis
posal of qualified supervisors to be
used in operating stone-crushers aud
macadamizing the roads. Multnomah
and Washington counties are using
- (his system of road-making success
fully and with entire satisfaction, and
the roiids of those counties are both a
pretiit to their enterprise and a com
fort to the people. This county roust
adopt? a sirailiar system before we will
ever h,ve a satisfactory solution of the
road question.
CABSFVl INVESTORS,
Tbe eagerness with which capitalists
are clamoring for an opportunity to
invest their money in the 150,000,000
ix-per-cent government bonds, which
Mr. Carlisle proposes to issue in order
to replenish the $100,000,000 gold re
serve, is conclusive evidence of the
fact that there is yet a little money
left in the country, notwithstanding
the statements of some people to the
contrary, and that the owners of it are
willing to invest it in anything that
is comparatively safe, even though it
may bring an interest rate of only one
per cent. . Mr. Carlisle has asked con
gress for permission to issue $200,000,-
O00 in government bonds, which shall
: bear not more than six per cent inter-
cat, and before bis recommendation
bus even been considered by congress,
lie is besieged with oSera from capi
talists who are anxious to buy the
bonds at from two to three per cent
interest,
.This is an indisputable evidence of
the fact that tbe concentration of
suoney is the direct result of the un
certain policy of the democratic ad
ministration, and the almost absolute
certainty that the present protective
tariff will be destroyed, and every in
dustry in tbe country which has flour,
ished under it writ be forced into eoea
(petition with those of foreign countries,
'which would result in closing every
.factory ja -the country, or ior.ee tbe
proprietor to sell liis goods at free-trade
prices, and .the .operatives to .compete,
with pauper labor. Witfi the certainty

woudar .that capitalists will not invest
their money in any kind of specula
tion or .hiuatfd. There Is more money
in Hie country now than ever before,
ihut it is held Ay jnen who have ac
eu inflated it -by practical business
methods, and they .cannot be expected

try, just ifor .the accommodation of
those who hae been less fortunate or
anceossf ul. nor o jeopardize their for-
tnnes ly inventing them in any kind
of an enterprise where there is noth
ing Imt. certain ruin .ahead, and that
in plaiu sight. 3t the administ ration

.and give the people some idea of what
'the future, is to be, and there cannot
ibclp but .be a I. leant . seme change .for
the -better.

Doth the opponents aud adherents of
the bill are doing everything possible
to advance their interests, but it is not
thought the bill will pass the bouse
at all, except in an amended form, aud
then only by a very small majority. If
the bill ever reaches the seuato in any
?hape il is destined to strike a snag
which will rip it from stem to stern,
and send it to oblivion, where it be
longs. Tomorrow has been fixed as tbe
date for the formal opening of the
Midwinter fair, which the Californium
claim is now complete in every par
ticular, and ready for public- inpec
tion. If this is trite, tho projectors of
tbe fair are certainly entitled to the
credit of being the greatest hue tiers on
record, and their exhibition should be
patronized by the entire world.
