. THE NSW SHERIFF.
In view of the complicated state ia
which ex-Slieriir Massie ltft the affair
of hit office, the appointment of ex
Sheriff Watt to serve out the unex
pired term was a very timely action
on the part of the county court, not
lone because the emergency de
manded that an experienced officer be
installed if uch a one could be found,
. but also because of the valuable and
efficient services which Mr, Watts
rendered this county upon former oc
casions when he was elected to office
which he has recently beau appointed
to fill. The excellent reputation which
Mr. Watts establiahe I for himself by
the recent examination of the public
records, in which he , brought the
county out in his debt in a nominal
sum after four years' occupancy of hi
office, shows him to bt a careful, com
petent, and efficient official, worthy of
the confidence and respect of the pen
ple of this county, and entitled to th
compliment w'ich was paid him in
the unsolicited offer of the office.
We must not be understood to sat
that Mr. Watts is the only man in the
county capable of intelligently and
honestly performing the duties of thi
office, or that he should be rewarded
for doing his simple duty upon former
occasions, but the desperately con
fused and tangled state in which Mas
sie left the business of his office, pre
cipitated an emergency which re
quired the immediate attention of an
honest, intelligent, and experienced
officer, and nnd r the existing circum
stances the present was no time for
initiating an official uncaquainted with
the duties of the office. The people
of this county have had quite a suf
ficient experience with ignoramuses
in responsible places, and the action
of the court in appointing an exper
ienced officer is to be highly com
mended by everyone interested in the
welfare of the county.
THE OLD ONE.
The office of sheriff of Columbia
county was declared vacant by the
county court .Friday afternoon, and
ex-Sheriff T. C. Watu was immediately
appointed by a two-thirds vote of
the court to serve out the unexpired
term of Q. A. Massie, who abscounded
three weeks ago today, leaving bis
bondsmen to make good a discrepancy
of over $3,000 in his account with the
county, besides innummerable smaller
amounts which he misappropriated
and collected from private parties.
Hassie's total shortage with the county
is $3,057.50. ' This is money which he
has received for taxes and failed to ac
count for, but does not by any means
represented the amount of his defalca
tions. Every day since it was made
public that he has gone, complaint is
registered by parties who have paid
Massie fees tor official services which
lie failed to perform, and which he ap
pears never to have paid any attention
to after the work was placed in his
hands. These parties all hold Massie'
receipt for these' monies and will, of
course, look to his bondsmeu to make
them up. ; The safe in his office is full
itf half-finished or totally-neglected
business, which has for months, in
come cases, been suffering for atten
tion. Massie' total incompetency for the
office and inability to legally and inU-1
ligently perform its functions is being
more clearly demonstrated every day
as the investigation of the affairs of
his office progresses. It is found in
looking1 over bis papers that but few
of his official acts were regular or ac
cording to law. This is particularly
true of his sheriff's sales and foreclos
ures, nearly or quite all of which are
found upon close inspection to be de l
fective and illegal. Numberless in
stances of Massie's dense ignorance of
the duties of office of sheriff are every
where visible in the work which he has
Attempted, and any number of
cases could be cited as evidence -of the
slack and irregular manner in which
be conducted the affairs of the office.
In all of his sheriff sales now pend
ing he has failed to comply with the
provisions of the law governing such
matters, which require the sheriff to
post three notices of the sale as follows :
"One such notice shall be posted upon
ihe property under execution, a sec
ond notice in . conspicuous public
place, aud a third shall be displayed
n nun the door of the county court
house." Other instances of irregular
ity are being devt-loped daily, but are
too numerous to particularise.
Massie is a queer compound. He is
the soul of liberality (with the coun
ty's money). He preached the pre
cept of his party, which teaches that
all shall share alike, and he practiced
what he preached as long as the money
held out. This praolice constituted
him an ideal populist and made him
immensely popular with his party.
Mastie has many other peculiar char
acteristics which serve to eminently
qualify him as a populist sheriff, lie
loaned the county's money to half if
hi political friends, aud made the
other half deputy sheriffs. This added
to his popularity, with his party, and
helped to scatter the money systemat
icully.
' Massie had a commendable ambi
tion to bo a capitalist, but lie was al
ways a belter hand at spending money
than making it. It was this latter
failing which ruiued him. As a con
sequence of hia morbid ambition for
wealth and power he had himself
made president of a bank simul an.
eously wilh his advent in. politics, but
never ex plained how he made his bus
iness harmonize with his politic. In
private life Mass-ie is a desirable ami
aecnmmodating neighbor, and in poli
tics he is eminently consistent, for hi
official acta show that he has a keen
appreciation of the teachings and prac
tical workings of the party to which
he is allied, and Ins political syniiut
thizers may well lntH that he will con
tinue steadfast in the faith and always
t.lav the stellar nde, for in tha. capa
city ha will never hesitate to shine as
a slur of the tir-t ni.ijjnit tule.
Eastern Oregon wool-growers are
soon to realize the result of their en
dorsement of frt-e trade principle, and
their queer hallucination that they
must have an .dniini.-tratioii which
assesses a tariff for revenue only. The
practical effect of the mistake they
hate made ia clearly visible in the
proposal to put wool on t lie free list for
the benefit- of the eastern maniifiic
turer, whose advantage over his west
era rival in being able to buy at a
much cheaper price the wool offered
by the foreign market, will not only
result in driving the western wool-
grower out of the business or force
him to compete with the foreign prir
ducer, but will totally ruin the profits
of the western manufacturer and cause
him to close his factories. If the pro
posal prevails to put wool on the free
list aud a duty of thirty-five per cent
on manufactured Roods, the inevitable
result wiil be to put the production of
wool in the hands of the foreigner,
while the manufacturing of goods will
be limited to the Atlantic coast sea
board, for it is plain that the Ameri
can wool-grower can no more compete
with the foreign producer than the
western manufacturer can compete
wilh his eastern rival, who has the ad
vantage of cheap ocean freight rates
and the preference of buying in much
larger quantities.
Ex-Queen Lillioukalahi is nothing
if mt modest. She only ask $500,000
for her interest ia Hawaii and the
throne land. Perhaps this would be
cheap if Lil had any interest in them,
and possibly Mr. Cleveland will accept
the offer anyway, for if he is av all sen
sitive he wiil be gld to give that much
to get nut of the mess he is in.
Ex-Sheriff Missus's bondsmen
will now have ample cause and leisure
to moralize upon the folly of becom-
i.ig surety for a comparative and irre
sponsible stranger, in a position of
trost and responsibility, regardless of
any considerations touching his quali
fication for such a position.
These are 111.000 destitute and
starving people in Chicago who wnl
to see the fair and were unable to get
away, and a nio-enient is on foot l
raise $1,000,000 with which to supply
them with food and shelter. If this I
done it will knock a consideradle hole
in the profit of the bis show.
Salt ia to lie put on the. free list. A
300-pound barrel of salt ia now selling
at forty cents, in the Saginaw valley,
but it is considered too high and must
be reduced for the benefit of tha poor
man. There will be no excuse for
anybody being too fresh hereafter.
