Tbe; newly elected council will as

tomorrow night, and in the meantime
the general topio for discussion is
"what will be their first step toward
publio improvement." There are a
numbr of matleii which need prompt
attention, but of courso, tha council
not having a bank account to check
against, will be compelled to keep
within the limits of the oity's income.
With their limited means too much
should nut be expected of the new
board, but their oJBuial aols will be
watched with scrutiny. They are the
sole guardians cf tha oity and upon
their course largely depends our future
prosperity. It is to be hoped that the
new board will pursue a liberal polioy
as regards publio improvement, which
they, no boubt, will, as they are se
lected from among our most enterpris
ing oiliaons.
Now that St. Helena ia to have a
oo replete water works system, the resi
dents of Houlton are becoming agi
tated over the matter and are making
inquiries relative to having their town
supplied in a like manner. Tis a
timely movement. Tbey, like reti
denta of tbia place, have, for years,
supplied their needs of water by means
of the buoket and an often visit to
tome distant spring.
Prof. 0. H. Jones, who to success
fully conductsd a nine-month's term
of school at this placo, last year, and
who, for the past few months has been
teaching at -Carlton, Oregon, bas been
among us this week for a day or two's
visit. He left this moruing for Asto
ria where ha will sojourn for a brief
period.

Last Saturday Mist Eflie Clark, of Spo
kane, Waehlngton, who waa attending the
Northwestern llntveriily at Chicago, wat

parents, until a few yean ago, lived at
Portland, and previously at Hillsboro,
where her father was pastor of the Method
let church for two years. The young laily
had been sent away by her parents to avoid
the attentions of Wuiiih, who followed her
and agnin pressed bis suit, which waa again
rejected, with the above result. The re
mains of the two will be brought back to
their respective hornet for burial.

WATB, Cloudy, cool and rainy
wsather has prevailed during the past Week,
tavs in portiona of Douglas, Josephine and
Jackson counties, where the rainfall was
light; the weather partly cloudy to deer
and the sunshine quite wsrm. The rain
fall tn the Willamette valley ranged from
one to two Inches, in Pouglse, Josephine
and Jackaon eeauties from 0.48 of sn inch
to a few showers. There bas been fm ab
sence of frost, but a continuation of tem
perature of from 40 to 60 degrees In ths
Willamette valley and from 80 to 80 degrees
in the Counties to tbs south.
Caors. The effect of thit cooj rainy
wtather hat been to retard tbt growth of
vegetation and the progress oi farming op
eratioBt. There has been but very slight
appreciable development In vegetation dur
ing ths week. 1 be grass hss a start in
growth, ths wheat is rooting and siooling
wsll and fruit buds ars showing color. In
southern Benton county, in parts of Doug
las, Josephine and Jackson counties, the
almond and early varletlee of peach are In
full bloom, but fruit In general is very
backward. It Is s very favorable sign, how
ever, for a successful fruit yield when ths
buds ars lata in opening in the spring, for
then they are carried past the possible
frosty and rainy period about April 18 to
28. Btook Is picking ap and obtaining bet
ler range food, owing to the growth of grass.
In low places early sown fall wheat is show
ing color, indicating possible Injurious re
sults from the continued wet weather.
Hops are backward, but rapid growth is ex-

Currant and gooseberry bushes art In bloom
in favored localities. Oak leavee are usu

Oregon, but this year to date there is no

Snow covert the ground in patches over the
oountry eaat and south of the Blue mount
ains. Caors. Farming operations ars progress
ing through the Columbia river valley; In
other sections the season bas not sufficient
ly advanced to allow of plowing. Consid
erable f root yet remains In the ground east
and south of the Blue mountains. Vegeta
tion is showing signs of life in the Columbia
river valley; buds are showing color, goose
berry and currant bushes are In leaf. Plow
ing and seeding is progressing rapidly with
an increased acreage reported, and little
fell sown wheat will have to be re-seeded,
though in sections considerable loas Is en
tailed Incident to the fail eown wheat being
frosen out. The farmers, fruit and stock
men are very hopeful and confident of a
successful year. Preaent conditions indi
cate It and with warmth and sunshine lo
now develop that which is started and
favorable cllmatio conditions to follow the

Professor Wood conducted a novel and
profitable exercise one evening recently in
the way of a pronouncing contest. It was
remarkable for its exhibition of our ignor
ance, blended with self-conceit.
Tlia exercises for Easter were conducted
at the hall Sunday evening and consisted of
recitations, tableaus. etc. , which made a
very pleasant entertainment. Rev. A. H.
Bauman, of Portland, a former pastor,
being present snd speaking in the morning.
Mr. Lawrence Bobnert. an old resident of
Columbia county, passed away Monday
morning after a brief Illness , st ths sge of
73. His sadden death not only creates
surprise among bis immediate acquaintan
ces out universal regret among the com
munity at large. His remains were borne
to Portland where they will be laid at rest
in a cemetery dedicated to the nse of Mex
ican veterans, of which Mr. Bohnert was
one.
Ths newly elected council met tn the
town hall Monday evening, and we may ex
pect to see an impetus given to repairing
sidewalks and public improvements gener
ally, of which there is abundant need.
Blanchard't mill, like old -Rip," rolled
over in its dreamt last week, but is quietly
slumbering again at present. Probably it
will not know tbe place or people when it
doet awaken.
It it rumored that the tash and door
factory contemplate moving their Portland
plant to Rainier. They might do worse.
Rainier it about the only town In several
counties on either side of the river that has
no idle houses. Surely this is nothing
against the place.
Mr. W. J. Eaatabrook, of St. Helens, was
in town Tuesday looking for the Judge, the
latter being somewhat like the Irishman's
Hea, hard to catch.
