1. Authorising the county clerks of the
several counties iu tiie state to furnlih to
Uie county assessors a full and complete
lieecription (a plot it deemed necessary) or
each 01 tbe road districts in nis county,
which district iball have been laid out and
described by the county courts and entered
n the records ot the county.

by tbe clerk aud to make return ot the

from each road district in the county,
which road fund the treasurer shall be re-
2uired to place to the credit of each road
.strict, ami shall be used in laying out,
opening and repairing county roads, and
building and repairing bridges in said road
districts.
6. Requiring the road supervisor to
furnish vouchers or time checks to all per
one performing labor or furnishing ma
terial for tbe public roads or public bridges
in bit road district, which Touchers shall
state tbe rime and kind of labor performed,
and the kind of material furnished, and
theories to be said for such labor and
material, and said voucher shall be sub
mitted to tbe county court for ita approval
aud to be paid only upon the order of the
count court as iu other cases.
& The county clerks in issuing said
orders or warrants upon tbe treasurer shall
state in said warrants tbe number of ruad
districts to be charged with the same, and
the treasurer, upon the payment of said
warrant shall charge tbe proper road dis
trict with the amount.
7. That the countv treasurer be further
required to make and publish a semi-annual
statement o uie amount ircaivcu, mi
amount paid out and tbe amount re
maining ou band wlik h stands to the credit
of the several road districts in his county,
fcucb statement of road funds, herein re
quired, to be made at tbe same time and
in the same manner that other semi-annual
statements are now required to be made
and pu bushed
8. That all laws now in force requiring
tbe payment of money for road purposes be
repealed.

outlook for 1892. Prices are yet too
low ; still, when a mill is located and

road contractor, told au Oregbnian re
porter Tuesday that piles were being
driven at the Washington tannery
for the temporary depots. He also
staled that a great deal of preliminary
work was necessary, and that the
snrveyors irere working around
Young's bay, through both private
and city property. This looks like
business, and the people along tbe
proposed route are jubilant over tbe
prospects or a raiiroau.

owners of the vessels to keep out of
Behring sea, this week directed acting
Secretary of State W liar ton, to in'
form Sir Julian PutinoefoU!, the British
minister, that he desired an answer to
that dispatch at the earliest possible
moment. The president's reason for
deairiuir an early answer is, that upon
tbe nature of that answer wilt depend
the wording of the orders iued to
the revenue cutters and naval vessels,
which will shortly be soul to Bolirint
sea. The request will aUo have the
effect of convincing Lord Salisbury
that the president means business and
does not propose to put up with any
nonsense, even from the allowed
"mistress of the seas.,' Lord Salis
bury has promised an early auswer.

Morrill has cast a kHhiiti over the

est men. Mr. Morrill has been in
congress, first in (he house and then
in the senate, since 1355.
Secretary Blaine continues to im
prove, although be has not yet
ventured out of the house. He has
ot decided upon taking a trip to tin-
south, but he may do so.
Secretary Foster has returned much
improved in health by his flying trip
to Europe, and he also picked up
hile in England in an unofficial way,
some financial information that will
be found useful to him in bis official
capacity.
Commissioner Ranm took the wind
out of Representative Cooper's sails
by telling tbe home investigating
committee, that while ready and will
ing to answer any questiou or to give
any desired lu formation about tbe
pension office or anything relating
thereto, he would not answer questions
about matters pertaining exclusively
to his private business affair. The
commissioner is generally commended
for having taken that stand. His of
ficial act are properly under the con
trol of congress, bat with bis private
acts and business, congress has noth
ing to do.
The president and Secretary Elkins
were compelled by pressure cf im
portant public business to decliu in
vitations to attend tbe annual St.
Patrick's day banquet of the Hiber
nian Society of Philadelphia.
Colombia, Hayti, and Venezuela
are the only countries that will feel
the heavy retaliatory hand of Uncle
Sam, all the rest of the countries con
cerned, having either completed re
ciprocity agreements with us or got
tbein so near completion as to let
them out. Tbe president's proclama
tion issued this week restorea the duty
upon sugar, bides, coffee a.id tea, from
the above named countries until such
time as they shall give publin notice
of their having removed the duties
they now impose upon the agricul
tural and other products of this
country. It speaks volumes lor the
success of reciprocity that only three
countries bave to be retaliated upon.
A Correction.
We wish to call attention to the fol
lowing orders made by the county
court at its last session, winch n re
published in order to correct an error
which appeared in last week's issue.
Please note the change in the follow
ing orderai
In the matter of the establishment
of a county road beginning on ibe
section line between sections 24 and
25, township 5 north, range 3 west,
where tbe county road known as the
George Ficbtel road intersects s.id
section line ; thence west to the east
line of section 27, township 5 north,
range 3 west ; thence In a southwest
course to and terminating at the in
tersection of tbe Nehalem ' and St.
Helens road at or near what is known
as Cow Camp on said St. Helens and
Nehalem road. It appearing to the
court that said viewers had met
at tbe time and place appointed,
accompanied by A. B. Little, a skillful
surveyor and after being duly aworn
had viewed out, surveyed, marked and
located a cottuty road aa above des
cribed, it is therefore ordered that the
said road ahull be considered a public
highway, and the supervisor of ssid
road district is hereby authorized to
open tbe same.
In the matter of the appraisers re
port of damages on the W. W. West
road, running through the lands of
John E. Watts ; it appearing to the
court that the viewers had met at the
time and place appointed and by per
sonal examinations bad viewed said
route and ascertained hoar much
less valuable said lands of the said John
R. Watts would be made by the open
ing of said road abd having assessed
the damages at tbe sum of $350,
It is ordered by the court that the said
report of appraisors be and the same
is hereby accepted, and it is further
ordered by the court that the peti
tioners for said road pay the damages
caused bv the ooeriinir

A republican convention for tbe county
of Columbia is called tu meet at St. Hi lent,
Oregon, on Thurxlay. March 24, at 2
o'ci' ck p. in., for tbe purpose of nuniiitat
ing anuidales for county officers of the
aa.d county, electing tiv delegates to' the
atat convention, and to transact any other
business that may come before the conven
tion. The convention will consist of 33 dele-a-ates
among the several precincts as follows-
