Something must be done to lessen the terrific burden of armament, but people who imagine that the ap proaching conference called by President Harding will lead to the junking of navies and the disband ing of armies are doomed to disap pointment. Not one of the great or secondary powers will break Its sword and stand unprotected before an ufisettled world. France will not give up its army. Great Britain will riot give up its [_ navy. Japan will not abolish mill- I ™ »ary training nor junk it.- navy; ar soviet Russia is a great armed cantp that the other powers o f Europe must reckon with and stand guard against. It is apparent that President Harding has no delusions. He will exert his powerful and beneficial in fluence for the greatest possible re duction of armament, but he will keep his feet upon the solid earth.
