COUNTY OFFICIAL PAPER
THE ELECTION
Republicans have cause to be
thankful to President Wilson, for
without a doubt be ig responsible for
the Republican gains throughout the
United States. His appeal to send or
return Democrats to congress had
wholesome effect upon Republicans
it woke them up. Thejr resented
the president's political plan and
showed that resentment at the polls,
rnd Wilson's program was not car
ried out. The old G. O. P. elephant
la rather cumbersome and moves
slowly, but when he is fairly started,
he 1 hard to stop. He has too much
weight to stop or lie down quickly.
But the president nor his support
ers neea not De alarmed. Ameri
tans are carrying on tnis war pro
gram ana it will De carried on liiat
the same even though a few new Re
publican faces appear In the halls of
congress to back up the president
and win the war. The new ones will
do it just the same as the old ones
have. America will win the war and
all Americans will share In the new
glory of Old Glory.
8TATC8 OF COLONEL HOl'BE
A Paris dispatch reports that Presi
dent Polncar "received Colonel K.
M. House, who presented his creden
tials as special reprecentatlve of the
United States government to the
European governments." This infor
mation seems to have been framed by
one not fully cognizant of the princi
ples of the government of the United
States. Colonel House Is not a rep
resentative of this government. . He
Is the personal friend and unofficial
adviser of the president.
The constitution prescribes a clear
course of official " representation
abroad. Defining the powers of the
president It says:
"He shell have power, by and with
the advice and consent of the senate,
to make treaties, provided two-thirds
of the senators present concur; and
he shall nominate and by and with
the advice and consent of the senate
shall appoint ambassadors, other
public ministers and consuls, judges
of the supreme court and 'all other
officers of the United States whose
appointments are not herein other
wise provided for."
Colonel House Is a private citizen,
on precisely the same legal footing as
any other private citizen. The pres
ident has not nominated him to the
senate and the' senate, of course, has
not confirmed him to any public

COUNCIL AXD WATER COMMIS
SION
Elsewhere in the Mist is a com
munication from "An Interested
Taxpayer" relative to combining the
council and water commission. The
Mist agrees with this "interested
taxpayer." There is no necessity for
having a water commission, and
imposing burdens on busy men who
can ill afford to spr.re the time from
their duties. Combine the commis
sion and the council. Have six
councilmen instead of four and have
a committee of the council appointed
as the water committee. At the next
city election, or sooner should there
be a special election, this matter
should be brought to the attention of
the voters and the charter amended
so as to combine the offices of the
councilmen and water commissioners.
The Mist would like to hear further
expression from interested residents
and taxpayers relative to the sub
ject. .
The affairs of the county can be
safely entrusted to William J. Ful-
lerton, county judge elect. That he
will give a safe, sane and progressive
administration the Mist is sure..
Election Is now over. Let uc forget
about partisan affairs, and set in
and help the newly elected officers
when It is apparent to us they are
endeavoring to perform the duties of
the office faithfully and impartially
and for the good of the county.
If it is not your boy, the Red
Cross, T. M. C. A., K. of C, or other
war work societies Is helping, per
haps it is your 'neighbor's boy. You
wouldn't deny him a little pleasure
while he is fighting for you, would
you? Remember him when the com
mittee for the War Work Campaign
calls on you. Give and give cheer
fully, and thank the good Ir.l that
the boy you are helping is taking a
part In making the world better for
people to live In.
GOOD ENOUGH FOR US
The voters of Oregon have plaed
their stamp of approval on their
faithful and competent senator,
Charles McNary, and by a large ma
jority have endorsed the grand old
"war governor" and elected him to
serve as Oregon's executive for an
other four years. The Mist, while
regretting that Columbia county did
not give both McNary and Wlthy
combe larger majorities. Is proud
that these faithful and tried officials
received the majority vote and that
Columbia county still remains In the
Republican ranks, a place where she
rightfully belongs.
Better bear in mind that the sec
ond payment on your Liberty Loan
bond becomes due November 21st.
Put a little aside so you will be In
position to meet this payment. The
third payment should be made on
December 19th.
PEACE PROPOSAIA
General Foch will have a great
deal to say as to the peace terms to
Germany and rightly so, for Foch
through the last four years of terri
ble warfare has become intimately
acquainted with the Hun. He knows
his treachery, his savagery and his
contempt for anything that savors of
fair play. If the matter is left to Foch
he will see that if peace Is establish
ed, it will be a permanent peace, a
peace that will forever bind Ger
many. If peace Is not made on this
basis, we are likely to see a renewal
of horrible war, instead of a progress
In human affairs.
The Mist does not question Pierce's
patriotism. Few would have thought
of it, if he hadn't been so loud about
it. Some people think of patriotism
as did Webster when he gave his de
finition of the word as "the love of
one's country." Evidently, a majori
ty of Oregon's voters thought Web
ster's definition applied to Withy
combe. He must have proved it to
their entire satisfaction if the ma
jority he obtained can be taUen as an
Indication. The Mist believes it can.
Press reports state the kaiser has
sent many of his trunks to Switzer
land. Nothing definite has been said
as to what disposition the "Clown
Prince" will make of his uniforms
and medals. He has recently been In
quite a hurried journey and it (3 pos
sible he hasn't taken the time to do
very much packing.
Even if the armistice Ib signed and
peace comes, there will still be nec
csrary work to be done for months to
come, so don't let up' In your war
work endeavors.
