General Plan
To provide officers for the drafted
forces of the national army the war
Ipurtment has adopted the policy of
commissioning all new officers of the
line (Infantry, cavalry, field and
coast artillery) purely on the basis
of demonstrated ability after three
months observation and training In
the officers' training camp.
A second series of officers' train
ing camps will 'be held beglunlng
August 27, 11'7, with the definite
mission of producing a body of line
officers (Infantry, cavalry, Held and
coast artillery) capable of filling all
places In the grades above Ueuteoaat
and nmny of the places In the grade
of lieutenant In the second 600,000
troops. '
The second camp for the Western
department will be held at the Pre
sidio reservation, San Francisco, Cal.,
and will open on August 27, 117,
and close November 26, U17.

(a) Members of the officers' re
serve corps (line sections 1 who.
through no fault of their own, were
unable to attond the first series of
camps; also reserve officers of staff
corps under SO years of age with at
least two months' service In war and
who have had experience In Infantry,

(b) Non-commissioned officers of
the regular army recommended in
March, 1917, for temporary appoint
ment In case of war, and who,
through no fault of their own, were
unuble to atteud the training schools
for regular army non-commissioned
officers In April, I8i7. Maximum
ago limit 60 years.
(c) Resigned officers of the regn-
lur army. Maximum age limit 60
years..
.(d) Men of proper qualifications
made eligible for the officers' reserve
corps by the army appropriation of
May 12, 1917. Maximum age limit
CO years.
(e) Men who have qualified to:
commissions under General Orders
No. 42, war department, 1916. Maxi
mum age llsilt 60 years.
(f) Citizens of the United States
who have had war service In the
present war as officers or non-commissioned
officers of the line in the
armies of allied powers. Maximum
age limit 44 years.
(g) Men of exceptional qualifica
tions who tendered their services to
the government prior to June 6,
917, and who have been listed un
der Q. O. 37, war department. Maxi
mum age limit 60 years.
(b) Cltlzebs with valuable mili
tary experience and adaptability for
commissioned grade, or citizens who
have demonstrated marked ability
and capacity for leadership, and are
clearly adapted for military servlci

Note. Men who applied for tho
first series, of camps must, reapply
whether or not certified ss suitable
for the first camps. They, will have
no preference in selection for these
camps but will be on an equal basis
with other, applicants.
The minimum age limit for all ap
plicants Is 20 years and !) months
However, in order to obtain the ex
perienced class of men desired, pre
ference will be glv teo men over 31
years of age other things being equal.
Because of the anticipated large num-,
ber of applications, it will probably
be difficult tor men under that age
to qualify except In instances where
tho spplloant .nas preeminent quali
fications or unusual military experi
ence. ;
No Ijetters of KecommendutloH
Note particularly .that letters of
recommendation are not wanted, but
only the names of three responsible
citizens who know the applicant best.
Each applicant must be examlr I
physically at his own expense by a
reputable physician who will fill out
the physical report forming part of
me official application blank. This
preliminary examination Is subject to
review anU the examining officer may
require another examination. Men
who submitted physical examination
on the army blank for the first se
ries of camps may submit these re
ports In lieu of a new examination.
Applications will be received up to
July 16, 1917. Under no circum
stances will an application be con
sidered If received after July 16.
Obligation
Accepted applicants, unless they
are reserve officers or members of
the regular army or national guard
In federal service, will be required to
enlist for a period of three months,
tnder Section 64, national defense
act, and will agree to accept such
commission in the army of the United
States as may be tendered by the sec
retary of war. The enlistment obli
gates one to service in the training
camp only.

The government will pay the men
In training 1100 per month during
the three mouths' course and will
provide transportation, uniforms and
subsistence except that reserve offi
cers in training will receive the pay
i f their grades and will provide uni
forms and subsistence at their own
expense.
Character of Men Desired
Since the special object of these
camps Is to train a body of men fitted
to 011 the more responsible positions
of command in the new armies, every
effort will be made to select men of
exceptional character . and proved
ability in their Various occupations.
While It Ib desired to give full oppor
tunity for all eligible citizens to apply
no man need make applcatlon whose
record is not in all respects above
reproach and who does not possess
the fundamental characteristics
necessary to Inspire respect and con
fidence.
How to Make Appliratlon
Every candidate must file his ap
plication in person with the local
committee of the Military Training
Camps Association In the town In
which he resides. A Military Train
ing Camps Association committee
-will be appointed In every town hav
ing a population of not less than
2,600 within the eight states from
which candidates are to be drawn
for the Presidio camp. From these
committees application blanks can
be secured. Information as to the
Identity and address of the above
mentioned local committees can be
had from the cashier of any bank.
