penses, it seems only fair that their 1
revenue should be Increased. j
The present railroad rates were :
fixed by law when conditions were far
different; when the standard of liv
ing was lower; when the cost of
operation was far below what It is
now. If the rates were fair then, it
stands to reason that they cannot be
fair now. The ordinary individual
has found It necessary to earn more
money, either by an Increase in his
wages or an advance in the price of
the goods he sells. To our mind, it
follows that the public's servants, the
railroads, in order to satisfactorily
serve the public, must also have some
increase In their income.
An individual may meet the higher
cost of living by reducing his ex
penses, but the railroads must spend
more money than ever before to meet
the existing conditions.
The lumbermen of the Pacific coast
who are opposing this raise in freight
rates should not forget the fact that
the rates for the transportation of
lumber by water has increased from
$3.50 to $6.50 per thousand feet
during the past eight months, nor
should they forget the fact that when
the government considered and plan
ned on building many wooden vessels
at the shipyards along the Columbia
river the price of shipyard lumber
was fixed at $40, whereas a year ago
$22 was considered a good price.
"What is sauce for the goose is sauce
for the gander." The proposed In
crease in railroad rates under the
existing circumstances is Justifiable.
A starved railroad can render no bet
ter service than a starved horse or a
starved laborer. There Is such a
thing as Justice, and the claims of the
railroads at this time are Just.

road money derived from the sale of
the bonds will be spent in Columbia
county and that the automobile own
ers of Multnomah county will pay 40
