..inK rnmAV MAPfTT 0 1917 Issued Every Friday by THE MIST PCBUS1UXO COMPANY S. C. MORTON. .Editor and Mnnagor sHlSOIUPTION KATES One Year fl.RO Six Months 75 Entered as second-class matter, January 10th. 1912, at the Postofflca at St. Helens, Oregon, under the act of March 3rd, 1879. COUNTY OFFICIAL PAPER THE F1I.II11STEKEKS Keforring to Noah Wehster for the definition of "filibuster," w9 find this word used as a noun ineaus "An irregular military adventurer in quest of plunder; a freebooter; a member of a legislative or deliberative body who obstructs or prevents action by extreme use of dilatory tactics, such as speaking to consume time." Harry Lane, senator from Oregon, and II other United States senators have been termed filibusters. So our read ers can apply to these twelve men any one of the three definitions they choose. The pross of Oregon, and in fact a majority of the people of the state are rapphig our senator for the part he took with these senators which prevented action on the presi dent's request for authority to pro tect American rights by arming mer chantmen. The Mist does not uphold the action of these senators, hut it does think that they should be given the benefit of the doubt. Among these twelve meu are some of the strongest (politically) of the nation. For instance, both LaFollctle and Cummins have been presidential pos sibilities and both are men of na tional importance. So it is unreason able to suppose that such men as f'lapp of Minnesota, Stone of Mis souri, Works of California, Jones of Washington and O'Gorman of New York would have stood out in the face of such odds, realizing that the country at large would censure them, that they were digging their own po litical graves, and also incurring lii? enmity of the majority of their con stituents, unless thoy thought they were acting for the country's wel fare It must be admitted there are good men among these disciples of "peace at auy price," and before the American people passes judgment it Is only tJg to give theso meu a chance to explain their actions. Sen ators are servants of tho people, but it does not necessarily follow that they have no ideas of their own nor the right to act for the interest of all the people as they see it. The Mist does not favor the action of the filibusters,' but it does favor a cool, calm and deliberate consideration of tho matter. At the coming city election the voters of St. Helens will have the op portunity to express their wishes as to a reduction in the wi'.t3r rates. Tho proposed amendment Is "that th9 maximum chr.rge per single fau cet for household uses shall not ex ceed $1 per month; and for bath and toilet 25 cents extra for either or both; and for sprinkling lawns and gardens, the maximum charge shall not exceed 2 per year." The Mist for some months has urged the watar commission to reduce the exorbitant rates now charged. The net income of tho water system does not warrant such high rates nor can the people alTord to pny them. Notwithstand ing the fact that since the building of tin main water lino approximate ly $10,000 has been expended in lay ing laterals, the surplus fund accu mulated in six jears by the water board is now more than $10,000, or one-fifth of the bond Issue. The wa ter bonds are twenty-year bonds, und with the net profit of the system amounting to $5,000 to $0,000 per year, it can readily be seen that in the remaining fourteen years before' the bonds mature the water system should have a surplus of $80,000 to $90,000. Should it be necessary to renew the entire system during this time It could be done and then leave $15,000 of a surplus after paying the bonds. There are approximately 400 water users in St. Helens, ho the pro posed reduction will make a differ- encu of about $150 per month in the earnings of tho water syntein. The water rates are executive and should be reduced: The city should not exact a 25 per cent profit at the ex pense of the taxpayers. The amend ment will carry by a large majority vote. The S. 1'. & s. hasn't started on tho new depot as yet. Woodrow Wilson, not democrat, not republican, but president of the I 'lilted States and our president.
