All of a sudden President Wilson
arrives at the conclusion that ten
hours' pay for eight hours' work is
the need of the hour, "the Judgment
of society." His deep solicitude in
this connection is of recent birth. Not
very long ago ho was liidiflereitt on ministration will make impossible its first among other nations, but would

President Wilson, gave most of these and our urmy luntled on Mexican soil H. S. I.ovett, president of the
wage-earners work to do and money
to save.
The eight-hour, slund-and-deliver
issue forced upon congress by the
president affects but a small fraction I
of the general body of American j
workers, less than one-half of 1 per
cent. I
What about the other 99Va per -
cent whose hours and pay aro not
affected by the legislation that has ,
been pushed through congress at the'
muzzle of a pistol? Where do they'
come in? ;
la President Wilson worrying about j
these wage-earners? Is he rushing :
into joint sessions of the house and
senate to demand the remedial legis
lation that the other 99V& per cent'
will surely need when the European
war stops and the industrial invasion :
of the American market gets under
full Headway. !
Has President Wilson any anxiety (
about hours or the pay of the eight
or ten millions of wage-earners who
aro certain to feel the disastrous ef
fects of the Inflow of cheap industrial
products from Europe, when the war
Is ever?
No; President Wilson is not think
ing of these things at all. He Is
teemlngly solicitous about tho labor
vote next November. Perhaps ho will
get that vote. Perhaps not. It does
not seem probable that tho general
body of American wage-earners have
memories so short as to forget what
happened to them in the first ten
months of tho Underwood free-trude
tarlif law, which President Wilson
signed with such joyful alactrlty.
It I3 true that the quick surrender
of the president nnd congress in tho
matter of ten hours' pay for eight
hours' work for a limited number of I
railroad workers may be regarded asi
a victory ror organized labor. But
It would be well for organized labor
as a whole to be looking ahead. The
time is near at hand when a protect
ive tariff will be needed to Insure
any hours and any pay.
GERMAN SUBMARINE PAVS
FPJE.N'DLY (?) VISIT.
Once more we will have to hand
it to the Germans and their sub
marines. Just taking a little pleas
ure voyage, the submarine U-53 made
a trip from the German base and
paid a friendly visit to an Atlantic
port. The submarine, while in '
Undo Sam's harbor,' took on no pro
visions or fuel supply. It stayed
there Just long enough to let the!
peoplo of the nation know It was
there. The commander of the boat
then put to sea on tho return trip
to the fatherland, and Just by way
of diversion sank some half dozen 1
vessels Just outside the three-mile;
limit. !
