IT IS M(.LE TAX Tho initiative law is again tile moans of placing 011 the ballot to bo voted upon at the November election, 1 measure that Is vicious as well as perplexing to the average voter. It will appear under the title, "Full Rental Value Land Tax and Home steader's Loan Fund Ameudment." Its wording is somewhat indefinite Jnit what it really means is the sub stitution of a full rental tax ou all - land in lieu of all other taxes. It does not seem to the originators of this measure how much money or how little will ho raised. It may yield more revenue than is necessary and it may fall short any amount. What would be the result of such a tax? Under this law, it a farmer owned 120 acres, he would pay in taxes to the state the full earning capucity of the land. We would like to In quire what the farmer would have left. The result would be the same if the laud were leased, as the rental would go to the state. The real meaning of the proposed amendment is single tax. Should this measure be adopted, every farm mortgage iu the state would be foreclosed before the law could he placed in operation. According to Secretary of War linker, the issues ou which President Wilson will base his fight for re election are keeping the Putted States out of war, tho federal reserve bank act, the rural credits bill, Uie I'mendment to the ship registry net, the Underwood tariff bill, prepared ness policy and tho child labor bill. Hut tho greatest argument advanced will bo that we are ut peace. The republican platform declares, "The Underwood tariff is a complete failure in every respect." That raises a direct issue that permits of no quibbling over definitions. If the democrats think it is not a complete failure, let them come ou with their specifications showing wheroin It has succeeded. It proposed to reduce the cost of living, and it failed In that. It proposed to raise revenue, and it failed in that. In what respect did it accomplish anything tlio American people wanted accomplished? It is now stated that Wilson may lose Texas iu the presidential race on account of his Mexican policy. In the recent primary, ex-Gov. Colquitt, an avowed enemy of the administra tion, was nominated for United States senator while Senator Culberson, the administration candidate, was defeat ed. The Mexican outrages along the Texas border has greatly aroused the THK DKl TSCHI.AXI) SACK When the submarine Deuischhind ' sailed Into Daltimore harbor much was said and written about the spec tacular merits of her cruise from Dromon. Hut the trip to the United States was a tame holiday jaunt com pared to the utterly stupendous ca reer of the under-wuter freighter on her return homo. A recent dispatch says tho I'eut.u li land had docked safely at Itrcuieii, although it lacks official continua tion. Just a skeleton of the Deutsih land's trip home contains these strangely assorted facts: She left Daltimore August 1 and was captured three or four days laler by a Canadian patrol boat. Shortly afterward she was seen north of New found land and a few hundred miles off the Florida coast, headed for the Canaries. This Illus trated her splendid cruising radius. On August S sho was overhauled and sunk by u Dritish patrol boat In southern waters. ltecovering indomitably from this slight setback, the subsea liner was observed August 10 by a Norwegian steamer. At that time sho was sail ing on tho surface, evidently because the ordeal of being sunk had discour aged underwater progress. As the report of tho ubiquitous ship's arrival at Dremen is not offi cii;!, there is still every probability that sho may bo seen In the Medit erranean, or the middle of the At lantic, or ill Lake Erie, before the month Is over. In any case, she has established a record for diverse act ivity that will stand for a long time.
