Spcial Tav Levies Must Ho Made
Correctly.
The adoption of the budget system
for school districts by the legislature
of 1915 and the Hingham tux law
passed by the same body, and the
growing tendency on the part of non
resident capitalists, especially timber
owners, to require that the details
of procedure in reference to voting
special taxes in school and road dis
tricts, bo legally carried out, makes
It necessary that local cchool officers
and taxpayers proceed carefully in
the matter of voting their special
taxes, according to J. V. Allen, coun
ty school superintendent. '"Vlie de
partment of education has provided
blanks for the purpose, which, from
their size, seem quite forbidding and
cumbersome, but directions are print
ed on the reverse side of each blank,
which make it quite simple, and these
should be followed strictly."
In the first place, no special tax
can be legally voted unless a budget
has been made out, as adopted by
the board of directors at a meeting,
and delivered to the clerk, who is re
quired to post or publish tbo same
the required time prescribed by law.
If the levy is to be greater by 6 per
cent, than the greater levy made in
either of the two preceding years.
the notices of meeting must bo post
ed or published (if a newspaper is
printed in the district) for 30 days
preceding the meeting nt which the
special tax is voted. If the levy, is
to be the same or less than was voted
in tho two preceding years, tho not
ices need only be posted or published
for ten days. In those notices the"
every other source, and showing tho
balance which must be raised by spe
cial tax to meet tho needs of tho dis
trict for tho co in life year, with the
levy in mills or tenths of a mill neces
sary to bo made.
"The special tax need not bo voted
at tho annual school meeting on the
third Monday in Juno," said the
superintendent, "but if it is, there
must also he posted tho three regular
annual meeting notices for ten days.
In every case one of the notices must
be posted on tho school bourse door,
and ilie others In conspicuous places
within tho school di3trict.
"At tfio meeting at which tho spe
cial tax is voted, the budget, r.3 made
out by tho board of directors, may
be adopted or it may bo changed by
a majority vote of tho meeting, and
:i copy of tho adopted or revised bud
get most ho sent by the cler'.t to the
county school superintendent nt once.
Tho clerk must also attach a copy
of the budget (as adopted ) and the
notice combined, to tho notice of
special tax levy and send the same
to both tho county assessor and the
county clerk, before the last week
In November, if the special tax is
extended on tho tax rolls.
"Tho clerk's minutes of tho meet
ing at which tho special tax ia voted
should show all the proceedings con
nected therewith, so that if an at
tempt is made to enjoin tho extension
or collection of the special tax, the
record may be complete."

made into mattresses.

School District No. 28, better
known as "Dutch Canyon," closed a
very successful term of school Frlduy,
Juno 2, with a very Interesting and
amusing entertainment which lusted
two hours und a half In the evening.
and was enjoyed by a crowd too large
for the schoolhouse.
The decorations wore of United
States flags, flowers and cedar
boughs, and the blackboards were
decoratod with handsome drawings
and "Welcome."
We found some real talent in some
of the pupils, and their behavior and
good ordor In general spoke of care
ful and efficient managemon: and
training on the part of their teacher,
Miss Jennie Walker, who taught the
past two terms In the district, end in
known for hor entertainments and
ploasant disposition.
The crowd expressed Its opinion
by saying this wag tho best program
ever given in tho district, which Is a
complimont to the children and an
excellent rocommondatlon as to the
ability of Mios Walker aa a school
