The adoption of the budget system for school districts by the legislature of 1915 and the Hingham tux law passed by the same body, and the growing tendency on the part of non resident capitalists, especially timber owners, to require that the details of procedure in reference to voting special taxes in school and road dis tricts, bo legally carried out, makes It necessary that local cchool officers and taxpayers proceed carefully in the matter of voting their special taxes, according to J. V. Allen, coun ty school superintendent. '"Vlie de partment of education has provided blanks for the purpose, which, from their size, seem quite forbidding and cumbersome, but directions are print ed on the reverse side of each blank, which make it quite simple, and these should be followed strictly." In the first place, no special tax can be legally voted unless a budget has been made out, as adopted by the board of directors at a meeting, and delivered to the clerk, who is re quired to post or publish tbo same the required time prescribed by law. If the levy is to be greater by 6 per cent, than the greater levy made in either of the two preceding years. the notices of meeting must bo post ed or published (if a newspaper is printed in the district) for 30 days preceding the meeting nt which the special tax is voted. If the levy, is to be the same or less than was voted in tho two preceding years, tho not ices need only be posted or published for ten days. "The special tax need not bo voted at tho annual school meeting on the third Monday in Juno," said the superintendent, "but if it is, there must also he posted tho three regular annual meeting notices for ten days. In every case one of the notices must be posted on tho school bourse door, and ilie others In conspicuous places within tho school di3trict. "At tfio meeting at which tho spe cial tax is voted, the budget, r.3 made out by tho board of directors, may be adopted or it may bo changed by a majority vote of tho meeting, and :i copy of tho adopted or revised bud get most ho sent by the cler'.t to the county school superintendent nt once.
