IS QUERY What Is the new council Koing to do about tho Strand that tho Su premo Court in its usual practice of KiviiiK away the public property, put outsldu the city limits? Aro they going to annex it to the city or leave it to receive all the ben ellta of tho city and still bo outside of any control of its buildings or sidewalks, which already aro a dis grace? According to the court decis ion they don't even need to pay the city taxes, as they decided it never was included In tho city grant. That the property has never paid a cent on tho street Improvement which has already been done on that stroet. Tho part that they ought to have paid being taken out of the general fund. It Is high time for the council to get awake on that prob lem. Our city also proves tho truth of tho old adago, that tho shoemaker's wife and the blacksmith's mare have always tho worst shoes. Wo send the best paving material to Portland and have tho worst streots at homo. There is no other city of the size of St. Helens where you could find such a street ns there Is on Columbia street from tho mill to Wlllaiiiotte street. Crossing Co lumbia bar In a storm Is nothing to tho ups and downs you will flml there. Why not pave 20 or 24 feet wide In tho center with our native stono blocks and have concrete or bltullthlc pavement on the sides. Such a streot will last a lifetime, as heavy traffic would always prefer the stone and light traffic would go on tho sides In dry weather, and on tho center when tho sides wero slippery with wot. The council might stnrt by paving tho center of the streot from tho Mucklo building to the M. E. church and tho Bides from the Mucklo build ing to tho postofflce, and tho two corners at tho school house and tho Laws corner with blocks. The ursMliIng tho council would need to do "is to framo an ordinance to assoss tho area benefitted, as such an Improvement should not bo confined to adjacent lots only.
