Said council shall reserve the right to reject any and all bids should they be deemed disadvantageous to the city: Section 3. That the contractor whose bid shall le accepted shall lie req lifed to enter into a formal contract with said city for the proiecutiou and completion of such work, and he shall execute the usual penal bond with good ami sufll cient sureties with the additional obli gations that he ahull promptly make pawuentto all persons supplyii g him labor or maerial for the work provided in the contract; Section 4.
