jhry could huihl a walk and the
jaine procedure was gone
through with. The walks were
built nn the grades as given by
tht-engineer under the employ
of tiie city council. Now, this
year J. II Wellington asked the
council f'r a trade so that he
could build h walk in front of his
pr liberty to connect with the
walks already built and the coun
cil promptly sent an engineer
ther." who tixeil a grade and the
walk was built according to his
survey and w hen completed there
was a jump oir of about three
inches on each end. thus causing

lutely no uniformity of grade on
the entire street. The council in
t ie past did not do right when
t:;cy tailed to establish in the
proper manner n uniform grade
along the street, and all other
streets, too, w here walks were
tube built, and the present coun
cil seems to be carrying out the
same incomplete policy of its
predecessors. They send a sur
veyor to each separate piece of
property where a walk is to be
built and the walk is built ac
cording to the ideas of the par
ticular surveyor who surveys it
and the next man who surveys
the next piece will probably have
ilillVrent idea of what the
Bra le should be, with the result
as before stated, no uniformity
nor permanent grade. Now that
walks are being built along the
several streets of the city at con
siderable expense to the property
own,T.s it is time that the coun
cil takes proper action in defi
nitely fixing a grade so that it
will be permanent and the

time the project has failed. It
has been confidently expected
that the time had just about ar
rived when such an .arrange
merit could be made with ad
vantage to both the towns, but
we are now given to understand
by citizens of Houlton that there
is no chance for consolidation
ami that if we want a depot we
will have to get one of our own.
So it has been decided by mutual
consent and understanding of
the citiz-ns of this city that St.
Helens is roing to get on the
railroad map. and if Houlton
don't want to go in with us we
will get it anyway, nnd if we do,
it will perhaps be at the expense
of Houlton. There is no use of
two corporations existing as are
these two. There is no occasion
for the people of one place to be
antagonistic to the people of the
other ami yet, from time im
memorial, there has existed a
feeling between the two towns
that one or the other was trying
to do something that would hurt
the other one. We make the

V hen a small city has within
its borders two large saw mills,
a ship building plant, creosoting

industries employing several hun
Ircd men, and with a pay roll of
from $7f),(HiO to $100,000 per

of feet of lumber each month to
various parts of the world, and
that city has the natural location
lrid sites for many more manu
facturing industries, and has the
harbor nnd deep water to accom
odate the largest boats that
"iter the Columbia river; has a
Population of nearly 2000 people,
8n'l is the county seat of a
county with $15,000,000 of as-"(-ssahle
property, it certainly
8''ins that nuch a city should be
on the railroad map, especially
'f 'here is a railroad track run
"iriK through the limits of that
c'ty- Hut with all these indus
tries, payroll, prospects, popu-
station know n as St. Helens on
the S. V. & S. Hy., and that it
will be soon. St. Helens has
sufficient business to warrant it
and is large enough and power
ful enough to demand it and is
going to get it some way or an
other. Again reverting to that county
road between the upper Nehalem
and St. Helens. The importance
of building a good road over the
mountain become. more ap
parent each day. The more
thought that is given the matter
the more importan t it seems. It
is important to Lhc people of
Vernonia nnd that neighborhood
and it is important to the busi
ness interests o.f St. Helens,
Houlton and the whole southern
portion of Columbia county. A
good road that way will divert
much of the travel from Port
land to the beach by automobiles. I
It will save many dollars in fare
to the people of the Vernonia
neighborhood wten coming to
the county seat. At present the
people of that vicinity travel by
way of Mist and CUitskanie. The
fare rom Clatskunio to Portland
is $l.o5 more than it is from
Houlton to Portland. There are
four trains n day from Houlton
to Portland, while from Clats
kanie there are but two. There
is every argument in favor of a
(rood road over the.mountain nnd
it is to be hoped tint the County
Court will see its w ay clear to
appropriate suflicien t moi.oy w ith
which to put the re ad in shape
for travel.
