Notice, file with the Recorder of the
City of St Helens, a written applica
tion to pay such assessment In install
ments; and upon the tiling of such No
tice and the waiver of all Irregulari
ties and defects. Jurisdictional and oth
erwise in the proceedings to make such
Improvements, for which such assess
ments Is levied, and in the apportion
ment of the cost thereof, such appli
cant and property owner may have the
option to pay such assessment in ten
equal annual installments, with inter
est at the rate of six per cent per an
num, payable annuallv.

5. 6, 7, 8, 9, 10, 11, 12, 13. 14, 15, 16.
and 17, in Block 17; all of Lots 1, 2, 3.
4. 5. 6 and 7. in Block 26; all of Lots
1. 2. 3. 4. 5, 6, 7. 8, 13, 14, 15, 16, 17. IS.
19. 20. 21 and 23, in Block 58; all of
Lots 4. 5, 6. 7, 15. 16, 17, 18, 19, 20. 21

on the 12th day of August, 1912, duly
and regularly passed by the Common
Council of the City of St. Helens. Ore
gon, wherein and whereby it was or
dered that Sewer District No. 2 in the
City of St. Helens, Oregon, comprising
all of Blocks 2, 13, 16, 28, 31. 32, 33,
34, 41, 42, 43, 48, 49 and 57; all of
Lots 5, 6, 7, 8, 9. 10, 11, 12, 13. 14, 15,
16 and 17, In Block 17; all of Lot 1,
2, 3, 4, 5. 6, 7, 8, 9. 10, 11. 12, 13, 14.
15, 16. 17, IS and 19 in Block 27: all
or Lots 1, 2, 3, 4, S, 6 and 7, In Block
26; all of Lots 1, 2. 3, 4, 5, 6, 7, 8, 13,
14, 15, 16, 17, 18, 19. 20, 21 and 22, in
Block 58; all of Lots 4. 5, 6, 7, 15, 16,
17. 18, 19. 20, 21 and 22, in Block 65;
all of Lots 2, 3, 4. 5, 6. 7, 8. 9, 10, 11,

lars, which has been duly and regular
ly ascertained and said sum paid by
said City of St. Helens, and for which
said Citv has not been reimbursed

And, whereas, under the Charter of;
said City and said Ordinance No. 128,
It is required and directed that the 1
cost of such improvement shall rail
upon the real property, in said Sewer j
District. above described, and be
equitably apportioned among all the
real estate owners in said Sewer Dis
trict, estimated upon the last preced
ing assessment of real estate only,
and not upon the Improvements there
on; and said apportionment and as
sessment having been duly made and
reported to the Recorder.
Now. therefore. In accordance with
the provisions of said Charter and
Ordinance, the City of SL Helens does j
ordain as follows
Section 1. That the following sums
be and the same hereby are assessed
among the property owners of Sewer
District No. 2 of said City, upon the
respective lots described in said Ordi
nance and herein; and that said sums
so set against the number of such lots
be and the same hereby are assessed
to the lots so designated and appor
tioned among the property owners so
named, based upon the last preceding
assessment of real estate only and not
upon the Improvements thereon in ac
cordance with the provisions of the
Charter and ordinances of said City

explained at the time, ami no matter
how much the Oregon delegation or
future delegation, may strive, they
will never get that section back into
the law, for Oregon i. practically the
only state that would benefit under
that provision, and every other West
ern state coming within the law bene
fits through the repeal of section 9.

Probably the most important of
these apHintments were made in re
ference to the legislative tax commit
tee, which will serve in much the
same capacity as the legislative tax
committee of two years ago. Thut
committee took an active part in de
feating single tax and also promoted
the amendment to rccal the county
tax amendment, or single tax amend
ment of l'JH).
This committee for the next two
years will consist of Senators Calkina,
MrColloch, Mosier anil Neuner and
Representatives I-sughlin, Barton,
lilanchard, Krunk, Murnane and Stan
field. St rawberry Acreage Increases.
Hood River The acreage of straw
berries of this community will be
slightly increased this year, and le
causo of the new fields coming into
bearing, present estimates place the
year's crop slightly greater than that
of last season, when 75 carloads were
marketed from the valley. A numU-r
of the older fields near the city
have been plowed under, but growers
in the more remote parts of the valley
have increased their acreage to such
an extent to more than make up for
this decrease. Large plantings have
been made in the Upper valley and in
the Oak Grove district. The total
acreage will be in excess of 300.
