The laws of the Btate of Ort A
m.n now permit the bondinir of A

normanent roada. The method
of bo doinir has been prescribed 3
by the legislature and it is now 3
up to the counties to carry mtoj j
iTrt what has been asked for
and demanded for a number of 3
years. All the provisions of the
inw are not yet known to the in o-
ple, and will not be until the si s
gion laws are printed and dis
tributed, but enough is known
that the bonding system is now
a law, and taken on the-general
proposition of bonding for road
building we are going to ask for
opinions from our readers on the
matter. If a number of tax
payers and farmers from the
several localities in the county
will give an expression of opinion
Jt will be a good way to start the
discussion among all the people,
and so we are going to ask for
letters on tha aubjtct. We will
print a few of them from each
locality and probably all of them,
if not too long. As soon as we
can ascertain the provisions of
the law it'will be given, but in
the meantime let us hear from
the people on the general idea of
bonding the county for road
building.
I !
At the council meeting Iatt
Monday night a claim of $10 was
put into the city by J. W. Hunt
for the breaking of a pair of
crutches on an old sidewalk in
the business part of the city,
which claim was promptly al
lowed by the council. Immedi
ately "following the allowance of
this claim an order was made
that all old sidewalks should be
repaired. This action of the coun
cil is certainly to be commended
and should be carried out strictly.
All the old sidewalks in the city
ara in a dangerous condition and
no patchwork of a temporary
character should be allowed. It
is important frr the safety of the
public that good walks Le placed
wherever walks are at all. and
every effort should be made to
see that new walks are built
where there are dangerous places.
Let the good work continue.

Brtn led Ion. escaped from the
owner's boom and floating down the
rivrr, do not become abandoned
propt-rty and are not subject to be
salvaged by outside parties. This
is the decision gained by the Log
Salvage Association yesterday in the
courts at St. Helens. The associ
ation regards the decision as one of
the greatest Importance to the mill
owners and loggers of the state.
The association is composed f a!,
the loading firms handling logs on
the Willamette and Columbia rivers.
It maintains stations and watchers
long the rivers at various points to
pick up floating logs. The log are
sortud out according to brani!n and
turned over to the owr.ora. The
action which has juU been decided
wa brought by tho association on
behalf of tho Teninsula Lumber
Cum puny and tho Oregon & Wash
indnn Lumber Company to re
claim from Martin Ilovcn and 0. K
Hoven of Gobel, a quantity of
branded logs which the defendants
had picked up In tho stream. The
defendants refused to surrender the
Ws without pay. An action in
replevin was brought and tho Judge
derided that the defendants had no
claim on the logs or for their servi
ces, and made an order turning over
the logs to the companies owning
thorn.
Tin! decision is founded on the
provisions of the state law relating
to branded logs. An art passed iy
tho Legislature this year makes it n
misdemeanor, punlshnlde by a line
not to exceed :W0 or imprison
ment not to exceed one year, for
anyone to interfere In any manner
wkh branded log. This statute
