COUNTY FAIRS SHOULD
BE GREAT FOLK
GATHERINGS
Dr. Schafer of State University Think
Thev Can Become So.
A state fair that would be a cul
mination of all the county fairs in
the state, with contestants in
sports, music, oratory, spelling,
arithmetic, reading and what-not,
irom me schools of each county,
competing against contestant from
the schools of every other county,
is the idea of Dr. Joseph Schafer,
head of the Extension Department
of the University of Oregon.
i he idea developed from Dr.
Schafer's study of the new voca
tional movement in the public
schools and its relation to the
county fairs. He believes the vo
cational studies necessitate quite a
change in the character of the
county fair, with schools given more
prominence. He would have the
county fair developed into a genu
ine county folk gathering, with the
educational feature much augment
ed. He would have the county
schools competing in whatever
games they play, so that a cham
1 .
pioo Bcnooi team, or, at any rate, a
first-class picked team mie-ht be se
lected. The school champions
would compete also in reading con
tests. "It is a cause for complaint
that our people are losing the art of
reading aloud," he says.
on, would be staged in the same
way
At the conclusion of the county
fair the best speller, the best read
er, the pupils best at 'riting and
'rithmetic," the champion school In
certain sports, and the best school
exhibits in branches like gardening,
domestic science and community
curiosities, would have been dosig
nated by the numerous judges.
SiiiRers and instrumental musi
cians would be picked out in the
same way.
"Assuming that ihe schedule of
fairs could be arrangod to make
the state fair the climax, how easy
it would be to bring the best of all
ine school exhibits and contests to
Salem at a great folk gathering of
the state, said Dr. Schafer. "It
could be arianged that the county
fair prizes for these winners Bhould
be a trip to the state fair and ex
penses while there. This would
take to Salem at least a represen
tation of all the people as well as of
all the school children of the most
remote districts. It would bring
home the significance of the state
air 10 me nuniDiest cabin in our
mountains.
I hen let these selected dudUs
from the 34 counties compete
against oneanother. Malheur
Marion, Wasco against Wallowa,
for example. By this single feat
ure the state fair could be 'made
intensely interesting to those in at
tendance and to those staying at
home."
Before this will be possible, the
county fairs must provide for the
school fairs a vastly increased in
door exhibit space, says Dr. Scha
fer. Tent space could be used un
til permanent buildings are possible.
Diversion of a portion of the coun
ty fair prize funds to the new-
channel represented by school ex
hibits, is another suggestion.
Thirdly, there must be provid
ed a type of entertainment that will
appeal not merely to the adult
farming population, as heretofore,
but to the families of rural and
town people men, women and
children of all ages. For it is
plainly to be seen that the school
fair, wih representative exhibits
of the products of all the children
of all the schools, will make ihe
county fair a folk gathering of the
county; at least it can be made such
easily.
