Vince Bodncr Starts Second Year
Of Auto Mechanics At Oregon Tech
Another auto mechanics stu
dent at O.T.I, in addition to the
two interviewed previously, Ir
win . Crunie and Hob David, is ,
Vincent Hodner. Jr. Vince, who
resides in Spraguc River with
his wife, Shirley, and their three
children (last one, Mitchell Kec,
born October 15) and commutes
from home to school daily, start
ed his course in September, 1956.
His prc-O.T.I. education was re
ceived at Henley High School,
where he played on the State H
Champion football team in 1946,
made the all-county basketball
team two vcars, and graduated in
1947.
Vince agrees that the auto
mechanics course at O.T.I, is a
good one. He expects to pick up
his diploma next June and then
plans to return for additional
training in the automatic trans
missions field. This course will,
consist of both class and shop
work and is designed to give the
student a basic knowledge of the
field which can later be supple
mented on-the-job by specialized
instruction in particular types of
automatic transmissions.
After finishing his schoolwork
at O.T.I. , Vince plans to take a
job in Klamath Falls, pointing out
that he has already been offered

DEPT. TO ESTABLISH PRIVATE TRUSTS
TO PROTECT KLAMATH PROPERTY;
AGREEMENT WITH BANKS DEVELOPED
Acting under the authority provided for in Section 15 of Public
Law 587 as amended, the Department of Interior is taking steps to
establish private trusts to protect the property interests of Klamath
minors and those adults determined non compos mentis or in need of
assistance in conducting their affairs.
Hatfield Chilson, Under Secretary of the Interior, is quoted in the
letter of Don Foster, Area Director, of October 14, 1957 to the Sup
erintendent as follows:
"The Commissioner's staff has considered problems encountered
at the Klamath Agency in securing adequate protection for the prop
erty of Klamath minors and adults under State guardianship laws ex
clusively. After numerous conferences in the Central Office and the
Portland Area, in search of adequate means for protecting the in
terests of such Klamaths it is the conscnus that, in general, their
property will receive better management and provide greater income
at less cost under private trust arangements."
According to Mr. Foster, "In implementing the policy as stated
by the Under Secretary of the Interior we recommend that the
Klamaths be advised not to petition for guardianship of property at
this time. Details with trust banks arc now being worked out and
within the near future we will be in a position, under authority dele
gated to the Area Office, to work with Klamaths concerned, and es
tablish for (1) minors, (2) non compos mentis, and (3) those deter
mined to be in need of assistance in conducting their affairs, private
trusts with trust banks'
Mr. Foster stated further that "Klamaths not in the three cata
gorics of persons listed should be advised of the desirability of
voluntary trust arangements."
The Department of Interior representatives have developed a
trust agreement after extensive discussions with a number of trust
bank officials. The agreement which was released recently by the
Department is printed below in full for the benefit of Klamath
Tribal Members. Following the agreement can be found the defin
itions of certain legal terms used.
On October 24, the Tribal Executive Committee met in Port
land with officials of the Bureau of Indian Affairs and several
Portland banks to discuss the provisions of the agreement.
PROPOSED TRUST AGREEMENT
THIS ACKKKMKNT between

hereinafter referred to as the Trustee, and the Secretary of Interior
of the United States, hereinafter referred to as the Trustor, acting
pursuant to the provisions of Public Law 5H7 of the 83d Congress,
Chapter 732, Second Session, and on behalf of ,
a member of the Klamath Tribe of Indians, hereinafter referred to as
tjie Heneficiary. WITXKSSKTII that:
WHKKKAS the Trustor is holding assests for the Heneficiary and
has determined the Heneficiary to be (non compos mentis) (a minor)
(in need of assistance in conducting his affairs); and
WHKKKAS the Trustor desires to establish a trust of such as
sets with the Trustee for the benefit and protection of the Hene
ficiary, pursuant to the authority vested in him under the aforesaid
Public Law 587;
NOW THKKKFOKK, the Trustor has transferred and delivered
to the Trustee, without consideration moving from the Trustee, the
aforesaid assets as more particularly described in Schedule A attached
hereto and made a part hereof, which said assets and other assets
